Amendment 00004 March 25, 2025
Question 1a., Part a. (Continued)
The fuel oil storage building is located directly behind the station and appears to have no electrical connections to the multi-mission building. In the preconstruction meeting it appeared that the building listed as the gym is the actual building to be connected to the system, not the fuel oil storage building. Is this a correct understanding?
Answer 1a., Part a. That is correct.
Question 1a., Part b. If the answer to this question is yes, can you provide a photograph of the interior of the gym?
Answer 1a., Part b. No need. See the drawings provided it is an open building one initiation device required.
Q1b. Second paragraph indicates the boathouse at Galilee must communicate with the multi-mission building.
We understand this to mean that the boathouse will communicate to the multi-mission building an alarm signal, trouble signal or supervisory signal in the event of an issue at the boathouse. It is not necessary for the multi-mission building to communicate to the boathouse in the event of an issue at the multi-mission building. The communication between these two sites is one way. Is this a correct understanding?
A1b. That is correct. Multi-mission building does not need to communicate with boathouse.
Q1c. Third paragraph, is it correct to understand that the devices to be installed under this project are to be hardwired together and that wireless devices are not permissible?
A1c. That is correct. Hard wired devices only wireless devices can be used for a temporary system during construction.
Q1d. Fourth paragraph, the sprinkler system coverage listed includes flow switches and tamper switches. We observed pressure switches on the system. Should these devices be monitored as well?
A1d. The Coast Guard was unaware that a pressure switch was in the system, so yes, if a pressure switch is there it must be monitored.
Q1e. Fifth paragraph, if conduits are located above hard ceilings can they be left in place? If not, this may require the removal of sizable portions of ceilings and walls to remove concealed items.
A1e. Conduits above hard ceilings can be abandoned.
Reference 1.1.1 project description Subpart “b”.
Q2a. Is it the intent of this project that the fire alarm control panel in the multi-mission building will provide site specific information for all devices including devices at the boathouse? We are not aware of a system that will transmit this data over phone lines. The boathouse information does not have to be site specific.
A2a. We need to know when that panel is in alarm.
March 25, 2025
Q2b. Is it the intent of this project provide an electronic graphic map at the annunciator system location? These types of graphic systems are available but are extraordinarily expensive. A standard annunciator will provide a written indication of the precise location of the issue. The owner may define each indication with multiple characters, and this can be programmed into the system. Would this be acceptable or does the facility want a graphic annunciator?
A2b. Per the Specifications a graphic system is required.
Q2c. The front door to the facility faces the ocean and is not observable from the road where the fire department might enter the site. Is there a location where an outside beacon could be installed for better visual indication to the fire department?
A2c. The door near the garage that is the most visible place from the road.
Referencing 1.1.1 project description Subpart “c”.
Q3. There is a single conduit between the multi mission building and the other buildings on the site. Later in the project description the document indicates a Class A system is to be installed throughout the site. A single conduit will not allow for the installation of a Class A system as a common conduit may not be utilized for this purpose. Should an additional conduit be installed, or can this portion of the system not meet the Class A requirements?
A3. There is no need for an extra conduit we can use the existing conduit we understand that the two outbuildings are not going to be Class A. We would like a Class A system throughout the multi mission building and the boathouse.
Reference 1.1.1 project description Subpart “e”.
Q4. Indicates the Government will furnish an electronic version of the CAD drawings for the buildings. Can we assume that the drawings we are provided will meet the present CAD standards for the Coast Guard?
A4. No, the existing drawings do not meet Coast Guard standards. The Designer of Record is required to bring them up to current standards.
Reference 1.1.1 project description Subpart “i”.
Q5. Indicates the Coast Guard will furnish one escort during the project to support construction workers. This project will require multiple construction workers to be in different rooms at the same time and on different floors to complete the installation. If only one escort is provided, and all workers must be in that escort presence there is no way to effectively perform this project. Can multiple escorts be provided? Or once workers have been vetted can they move freely in the building to complete their work?
A5. The escorts will be required in personal spaces only. For example, the bedrooms only. There are only two other small spaces that will require an escort one being the Armory and the SK closet which has valuable Coast Guard items. Most of the work throughout this unit will not require an escort.
March 25 2025
Reference 1.1.1 project description Subpart “j”.
Q6. Indicates the existing system appears to be in conduit with fire alarm wiring. Is the existing system a Class A system or Class B system?
A6. We believe it to be a class B system.
Reference 1.1.1 project description Subpart “k”.
Q7., Part a. Indicates the system should be installed in conduit above suspended ceilings and exposed with decorative raceways and boxes that matched the paint on the walls. Fire alarm installations on federal properties require red conduits and boxes. The direction in subpart “k” appears to contradict this installation standard. What is the engineer's intent?
A7., Part a. The boxes shall be painted red and the raceways shall be painted to match existing wall.
Q7., Part b. Can you define what a decorative raceway is? In the basement of the building most rooms appear to have open ceilings and exposed conduit. Will this type of installation be acceptable in the basement?
This paragraph speaks of ‘one-hole conduit conductors” when running exposed conduit. What is this item?
A7., Part b. Yes, exposed conduit is acceptable if it's painted the same as the wall. When you make an corner around a wall, we would like to see an LB box 1 in one out. It should be a clean looking installation.
Reference 1.1.1. project description Subpart “i”.
Q8. Indicates the drawings should be signed and approved by a Fire Protection engineer. Fire Protection engineers design sprinkler systems not detection systems. Will a registered professional electrical engineer with five fire alarm projects designed in the last two years for the Coast Guard be acceptable?
A8. Yes, that is acceptable.
Reference Drawings #ES101
Q9a. Is the fog Signal building a conditioned space? Is the building heated? The addressable fire alarm system listed in the Specifications will not operate in an unconditioned space.
A9a. It is an unconditioned space. We do not specify what you are to put in that space. It is your design. You should design something that will work within that space.
Q9b. The fuel oil storage building located immediately adjacent to the multi-mission building does not appear to have a conduit connecting it to the multi-mission building.
A9b. The Coast Guard believes there is a conduit that goes to that building if during construction it is found that there is no conduit we will have to mod the contract. We currently have drawings that show a fire alarm conduit going to that building if it is not there it is an unforeseen condition.
Q9c. Is the underground routing shown for the connection to the fog signal building and gym accurate? Can we consider this routing and length when calculating the cable required for the installation?
A9c. The Coast Guard believes there is a conduit that goes to that building if during construction it is found that there is no conduit we will have to mod the contract. We currently have drawings that show a fire alarm
Q9d. Is there any known issue with the underground conduits which might inhibit the installation of new conductors in them?
A9d. The Coast Guard believes there is a conduit that goes to that building if during construction it is found that there is no conduit we will have to mod the contract. We currently have drawings that show a fire alarm
Q9e. A Class A fire alarm installation will require two conduit roots to the external buildings. Can the connections to these buildings be Class B?
A9e. Yes.
Q9f. Would it be acceptable to have the remote buildings report to the multi-mission building as a single zone not individual devices?
A9f. No, we want addressable devices.
Reference Drawings E-101 & E-102
Q9g. During the site walk we noticed that there is an existing public address system in the building. We assume the new fire alarm system will be a notification system only and not a voice evacuation system. Is this a correct understanding?
A9g. Yes, notification only.
Q9h. We noticed an Ansul fire suppression system on the grill. Does this system contain auxiliary contacts capable of connecting to a fire alarm sensing device?
A9h. Yes, we believe so.
Q9i. Within the building we noticed locations where walls exist that are not shown on the drawings. Will the
CAD files be updated prior to delivery to the contractor?
A9i. No, the CAD drawings will be the same as the drawings you were provided. The Designer of Record to update the drawings per the specification.
Q9j. Will the owner require a preliminary investigation of the facility documenting the existing conditions prior to design?
A9j. Yes, the designer of record will have access to the building before the design.
Q9k. Is the cupola on the third-floor conditioned space?
A9k. Yes.
Q9l. The first floor TV room is adjacent to the dining area, there is a space on the second floor above. Is this space accessible? Are you aware of any detection system within this space presently?
A9l. I do not know of any. It is a requirement of this project bring that space up to code whether a device is there now or not. This project is not 1 for 1 exchange. There are several areas within this building which are not properly covered and will require more coverage than is currently there.
Q9m. In the mechanical room there is a symbol for a sprinkler flow switch. We could not locate this item in this position. Can the owner locate this item and take a photograph of it for us?
A9m. We do not have drawings of the existing sprinkler system and we are not sure if it is installed to code. In
Question 1d. above, a pressure switch was mentioned which may be the flow switch. This will be worked out during design we have no further information at this time.
Q9n. The front door to the facility faces a beautiful view of the ocean. Is this the best location for the annunciator panel? Will the fire department utilize this entrance when addressing emergencies?
A9n. No, use the door in between the garage and the multi-mission building as your main point of entrance.
Q9o. In the cupola we noticed a manual pull station. This space does not appear to be a normally occupied space, is a manual pull station at this level required?
A9o. This is a design question and is up to the Designer of Record to determine if that is required or not. The current system is not up to code. It is the intent of this project that the new system be code compliant.
Q9p. In the garage space adjacent to the roll up door we noticed a manual pull station. A roll up door is not considered a normal means of egress. Can the owner provide clarification on what areas are considered normal exits for the facility?
A9p. This is a design question and is up to the Designer of Record to determine if that is required or not. The current system is not up to code it is the intent of this project that the new system be code compliant
Q9q. We noticed the boiler in the basement mechanical room. Are there any other combustion units on the site? This information will provide guidance regarding carbon monoxide detection.
A9q. The boiler in the basement 1st floor has a gas oven which also will need carbon monoxide detectors on the
1st floor. This is all we are aware of at this time.
Q9r. The second floor of the garage presently contains fire detection and indication units. This is an unconditioned space and not suitable for addressable fire alarm devices. Can the second-floor heat detectors be addressed as a single zone of detection?
A9r. Yes.
March 25, 2025
Q9s. Is the first floor of the garage conditioned space?
A9s. No.
Q9t. We observe no air handler units at the multi-mission building. Conditioning was through local AC units. Is this a correct understanding?
A9t. Yes.
Q9u. Does the new FACP need to be installed in the same location as the existing FACP? Can the new FACP be surface mounted?
A9u. Surface mounted is acceptable and does not have to be in the exact same place.
Q9v. The space available in the communications room for the FACP and battery backup is inadequate to support both systems. What additional space can be allocated to manage one or both enclosures?
A9v. This is a design question and is up to the Designer of Record to determine.
Q9w. The fog signal building presently contains a fire alarm control panel. Does the fog signal building require a new fire alarm control panel?
A9w. This is a design question and is up to the Designer of Record to determine.
Q9x. Is the generator room in the fog signal building conditioned space?
A9x. No.
Q9y. On the third-floor birthing room 302 is presently used as a TV recreation room. Should this room be considered berthing for the purpose of design or should it be considered a TV recreation room?
A9y. Berthing.
Q9z. Are the labels on any of the other spaces inconsistent with their actual use?
A9z. The drawings are not up-to-date spaces and may have changed usage and should show as the current use in final drawings.
Q9aa. In the basement we noticed the room labeled rec 004 is actually two offices. Will the government update the CAD file to indicate the updated configuration prior to turning it over to the contractor? Should this space be considered office space for the purpose of design?
9aa. The drawings are not up to date spaces and may have changed usage and should show as the current use in final drawings.
Q9bb. The documents indicate an annunciator panel should be placed at the front door entrance. We see no space in the vestibule where this can be accommodated, nor do we see space in the hallway adequate for a cabinet size graphic annunciator. The main fire alarm control panel is less than five steps from this location. Is an annunciator panel necessary?
A9bb. For bidding purpose carry a graphic annunciator. If, during the design, we find there is actually no good space for it, we can mod the contract during design.
Q9cc. There any accessible attic spaces above the third floor?
A9cc. There is a crawl space above the 3rd floor in the main building, but nothing is stored there. The Boat
House, on the second floor in a corner, it could be considered an attic.
Reference Drawing E-103
Q9dd. The floor plans do not accurately reflect the existing layout. The front wall of the building contains a roll up door, the back wall of the building shows a roll-up door which has been covered over, and there are locker rooms and hallways that are not depicted. Will these backgrounds be updated prior to turning over CAD files to the contractor?
A9dd. No, the CAD drawings will be the same as the drawings you were provided. The Designer of Record should update the drawings per the specification.
Q9ee. We found the heating unit located in the mechanical room but could not determine the CFM for this unit.
If the air flow is above a certain CFM level it will either require return air sensing or supply air sensing, and possibly both. Can the owner provide any information on the CFM level for this unit?
A9ee. This is a design question and is up to the Designer of Record to determine.
Q9ff. One of the doors to the men' locker room is padlocked shut. Should we assume for the purpose of estimating and design that this is a non-operational access point?
A9ff. Yes.
Q9gg. The boathouse contains two interstitial spaces adjacent to the second floor. Should we consider these as separate levels for the purpose of alarm initiation or are these considered part of the second floor?
A9gg. This is a design question and is up to the Designer of Record to determine.
Q9hh. Can the FACP be relocated from the back hallway to the front entrance? If yes, will an annunciator panel be required at this location?
A9hh. Yes, the FACP be relocated. I do not believe any fire alarm control panel would have a graphic annunciator on it that would be acceptable for this project.
Q9ii. If an annunciator panel is required, will it need to be a graphic type of annunciator?
A9ii. Yes.
Q9jj. How far is it from the boathouse to the multi mission building, line of sight.
A9jj. This is a design question and is up to the Designer of Record to determine.
Q9kk. Are there any significant structural obstructions between the boathouse and the multi mission building, line of sight?
A9kk. This a design question and is up to the designer of record to determine.
Q9ll. The heating unit in the mechanical workroom appears to be the only combustion unit in the building. Is this a correct understanding? If not, what other combustion devices exist in this building and where are they located?
A9ll. We believe that is the only combustion device.
Q10. Reference Spec 4615609 – Section 01 11 00 – Summary of Work 1.1.1.h states the contractor shall install a wireless temporary, battery, operated fire alarm system when the existing hard-wired system is inoperable.
Q10a. Is it acceptable to maintain the existing system as active until the new system is installed and commissioned? The existing system can then be demolished and mitigate the need for a temporary battery-operated system.
A10a. Yes, you can use the existing if it remains online the temporary system is only if you plan on taking the existing system down.
Q10b. If the temporary battery-operated system is required, what are the design criteria for locations of temporary initiating devices and occupant notification?
A10b. Install temporary system per manufacturers recommendation.
Q11. Is a QFPE required for this project?
A11. (Qualified Fire Protection Engineer) Yes, if the engineer is a professional engineer that would be acceptable
Q12. Is there a preferred fire alarm manufacturer for these 3 buildings?
A12. No.
