About this file
This is a design-build specification document for replacing fire alarm systems at U.S. Coast Guard facilities in Narragansett, Rhode Island (PSN 4615609). The work involves removing existing systems and installing new addressable Class A fire alarm systems in multiple buildings including the Multi-Mission Building (MMB), fuel oil storage building, emergency generator/FOG SIGNAL building at Point Judith, and the Boathouse at Galilee.
The specifications require total coverage fire detection meeting NFPA 72 standards, with detectors installed in all accessible spaces including rooms, halls, storage areas, closets, basements, attics, and spaces above suspended ceilings. Key requirements include: an electronic graphic annunciator panel with updatable maps in the MMB lobby, 80% spare capacity in control panels, supervision of sprinkler flow/tamper switches, removal of all unused components, and communication between the Boathouse and MMB control panels. The contractor must provide detailed construction drawings and specifications stamped by a registered Professional Fire Protection Engineer. Design submissions are required at 65%, 95% and 100% completion stages, with mobilization to begin 14 days after acceptance of 100% design. The contractor must maintain a temporary wireless fire alarm system during construction to protect the buildings when existing systems are inoperable.

SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
a. The Coast Guard requires design-build services to provide the removal of the existing and installation of a new fire alarm system in the MMB (multi-mission building), fuel oil storage building, and emergency generator/FOG SIGNAL building at (Point Judith) The Coast Guard requires design-build services to provide the removal of the existing and installation of a new fire alarm system in the and Boathouse at (Galilee). This work shall include all SELF-CONTAINED/SINGLE STATION SMOKE DETECTORS that are existing in the buildings. The contractor shall design and install an entirely new addressable class A fire alarm system that meets or exceeds all ADA requirements, state codes, and National Fire Protection Association (NFPA) codes in these buildings.
The Boathouse at Galilee control panel must communicate with the multi mission building when the fire alarm system is activated. The designer of record shall accomplished this in any way they see fit. A phone line is available at the boathouse for this project if designer requires.
The contractor shall install detectors that meets Total Complete Coverage as in NFPA 72. The term total coverage means that detectors are installed in all accessible compartments or spaces. For this project Total coverage of a building shall include all rooms, halls, storage areas, closets, basements, attics, lofts, spaces above suspended ceilings, and other subdivisions and accessible spaces.
All buildings in this contract are protected by the sprinkler system. This sprinkler system is not to NFPA standards and is not maintained per NFPA standards. The design and installation of the new fire alarm system shall not use any sprinkler system as initiation devices.
The detection system is a stand-alone system. However, the new fire alarm system shall supervise the flow and tamper switches of the sprinkler system.
The contractor shall remove and dispose of any unused conduit, wiring, detectors, control boxes, panels, or associated hardware from current system upon completion of the new fire alarm system.
USCG Station Point Judith is located at Point Judith, Rhode Island with the boat house and piers remotely located 3 miles away in the town of Galilee.
The facility located at the (Point Judith), 1460 Ocean Rd Narragansett, RI 02882.
The facility located in (Galilee), 276 Great Island Rd, Narragansett, RI 02882
b. At the end of this contract, the MMB fire control panel shall show the building and the location, within the building, of a device in trouble on the entire loction. Also, the contractor shall install a new LCD display electronic Annunciator with updatable graphic maps in the lobbie of the MMB. The contractor shall install a visual beacon above the exterior main building entrance doors to identify the building when the fire alarm system has been activated. Each building shall be interconnected so that all alarms/problems could be viewed at the annunciator located in the MMB.
c. There is currently an underground conduit between MMB, fuel oil storage building, and emergency generator/FOG SIGNAL building which all fire communications travel through. The contractor shall reuse the underground conduit system between all buildings.
d. The contractor shall install Two (2) horn/strobes for each location fuel oil storage building, and emergency generator/FOG SIGNAL building in the same room as the control panel. The contractor shall install Two (2) horn/strobes for each location fuel oil storage building, and emergency generator/FOG SIGNAL building on second floor outside sleeping areas. Each horn/strobe will be labeled either fuel oil storage building, and emergency generator/FOG SIGNAL building for a total of four (4) additional horn/strobes only to activate the desired horn/strobe upon either building going into an alarm condition.
e. This project will be a design build concept where the
Contractor is responsible for designing and building/replacing an existing fire alarm system. Upon award, Contractor will receive an electronic version of the CAD Drawings for buildings for their editing purposes.
f. All devices, components, and equipment that are being installed including boxes and raceways shall be UL listed for which they are installed.
g. All buildings will remain in operation throughout the project.
The contractor shall ensure all areas are protected during construction and kept clean at the end of each day.
h. The contractor shall install a wireless, temporary, battery operated fire alarm system to protect the buildings during periods when the existing hard wired system is inoperable. The wireless system shall remain in operation during the entire construction period. Upon final inspection/acceptance, the contractor shall remove this wireless system.
i. The Contractor will be working in an existing building which is occupied. Do not enter the building without prior approval of the Contracting Officer. Contractor shall not enter any occupied or unoccupied space without a Coast Guard Representative escort. Only ONE Coast Guard Representative escorts will be supplied at any one time and no Coast Guard Representative escort will be supplied at lunch time.
j. The existing fire alarm system includes but not limited to;
fire alarm control panel, smoke detectors, single station smoke detector, HVAC devices, heat detectors, audio/visual devices, and tamper and flow switches. It appears that the majority of the existing fire alarm wiring is feed through conduit. This conduit system may be reused for the new design.
k. REFERENCE DOCUMENTS: AutoCAD drawings will be provided as reference to the original equipment installation. The contractor shall verify all existing conditions. These drawings are diagrammatic only and show the general area occupied which may be different than the actual field conditions. The fire alarm devices and associated wiring within these drawing are shown for demolition unless otherwise noted. These devices are shown diagrammatically and may not include all fire alarm devices to be removed. The contractor shall remove all fire alarm devices and replace with new fire alarm system that meets or exceeds all ADA requirements, state codes, and National Fire Protection Association (NFPA) codes. The contractor shall field verify all existing conditions.
