RESPONSES TO RFI QUESTIONS:
Question 3 (Q3): There are conflicting statements in the solicitation regarding disposal areas; are all three disposal areas expected be used as directed by the Government during this specific contract period, or is only the Beacon Farms Disposal Area to be used during this contract?
Response 3 (R3): The Beacon Farms Disposal Area is the sole disposal area to be utilized for this project.
Q4: If multiple disposal sites are required to be utilized, will the contractor be allowed to transport land based equipment over the beach between the different disposal sites?
R4: The Beacon Farms Disposal Area is the sole disposal area to be utilized for this project.
Q5: There are multiple rocks identified in the USCG’s “topobathymetric” survey of the Beacon Farms Disposal Area. Please provide lat/long and pinnacle elevation of each rock identified.
R5: A CAD file of the Topobathymetric Survey will be provided to the Contractor following award.
The CAD file is referenced to the State Plane Coordinate System and can be utilized by the contractor to determine the requested lat/long. Elevation data was not collected for the identified rocks.
Q6: During the 2021 dredge season, it appears that the southernmost tip of the “Sand Spit” was used as an offloading area for dredged materials, and the material was then transported along the beach, presumably by off road haulers or front end loaders. Please confirm that the Contractor would be permitted to use this same method to transport material to the Beacon Farms Disposal Site this contract period.
R6: Upland transport of the dredge material through STA Eatons Neck or other upland routes, including the “Sand Spit”, is not permitted. The referenced stockpiling of dredge material at the southern tip of the “Sand Spit” during the 2021 dredge was a special exception issued by the NYSDEC. Material was reloaded onto barges afterwards for transport to the disposal area (i.e., no upland transport).
Stockpiling is not permitted for this year’s dredge.
Q7: Please provide previous locations where land based rubber tire equipment has been transferred to the beach disposal area from land, if any. Specifications only state that metal tracked vehicles must be transported by barge to the disposal area, but rubber tire and rubber track equipment is allowed to
Continuation Sheet Page 3 traverse the beach outside the disposal area. Transfer of rubber tire construction equipment by land is preferable as it is safer and more cost effective than transfer by barge.
R7: Land-based equipment for the use of spreading material at the Beacon Farms Disposal Area shall be transported via barge or other water based vessel. Upland access is prohibited, regardless of tracked or rubber tire equipment.
Q8: The Beacon Farms Disposal Site is verified to have numerous rocks and boulders along its shoreline and is exposed to Long Island Sound with no protection from wind and waves, making this a dangerous area to walk machinery off of barges. Contractor requests an exception to allow for transfer of tracked equipment to land in the sheltered waters adjacent to the Sand Spit where it is safe to do so, understanding the equipment would immediately transit to or from the disposal site, for purposes of mobilization and demobilization.
R8: Land-based equipment may be transferred from barge at the Beacon Farms Disposal Area only.
Q9: It is stated in the specifications that the required production rate is “300 CY per day”. Is this to be interpreted as an average of 300 CY per day across the entire period of performance, or is this the required production rate per each working day, not including Sundays, holidays, or adverse weather delays?
R9: The 300 CY per day production rate shall be the average rate for each working day, not including Sundays, Holidays, or adverse weather days. Please note the dredge cut-off date listed in the contract documents and permits.
