Amendment 0003

Repair Waterfront, USCG SEC Long Island Sound 03/28/2019

REFERENCE MATERIALS:

The “Configuration Standard Technical Order (CSTO) - Electrical Shore Ties” is attached.

RESPONSES TO RFI QUESTIONS:

Q10: In regard to concrete floating dock repair & replacement, nothing is referenced on the gangways.

Are the gangways & float wear plates scheduled to be replaced along with the floats? Or are the existing gangways and plates to be reused?

A10: As shown on Sheet C-101 (Sht 11 of 49) and Sheet C-102 (Sht 12 of 49), the existing gangways are to be reinstalled or reused and the slide plates are to be new.

Q11: It is very difficult to determine from the drawings the elevation of the mudline at the Wave Fence timbers to determine how far the timbers extend into the mudline. What depth below the mudline should the contractor assume the timber Wave Fence boards extend to? Also, what provisions, conditions, methods or techniques are allowable under the permit conditions to relocate the sediment in order to remove the timbers and install the replacement timbers?

A11: Detail A1 on Sheet SD-210 shows approximate elevations of the bottoms of the timber wavescreen planks and expected sediment removal/disturbance limits. USCG is not dictating means or methods for removal of the sediment of the planks. The sediment is not expected to be removed from the site or from the water.

Q12: As per Note 3 on Sheet 16 of 49 under Notes: Note #3 “Remove Sediment materials as necessary to remove planks and wales”. Where does this removed sediment get relocated? As the Note states “Mudline Varies” (see Note #3), the Contactor has no means to calculate the quantity of sediment required to be removed. Also, the sediment may need to be removed from both sides of the wave fence timber which will impact techniques and quantities significantly. This requires further clarification for a

Contactor to make an accurate estimate. Please clarify.

A12: Detail A1 on Sheet SD-210 shows approximate elevations of the bottoms of the timber wavescreen planks and expected sediment removal/disturbance limits. USCG is not dictating means or methods for removal of the sediment or planks. The sediment is not expected to be removed from the site or from the water. Contractor may assume similar mudlines on both sides of the wavescreen.

Q13: Additionally, this Note 3 (on Sheet 16) coupled with Note 5 on Sheet 14, indicates that all of the Wave Fence bottom will require excavation for demo and installation of new. Which is not indicated in the same fashion of the required excavation in the section of Wave Fence from STA 1+70 to 2+06, where the hashed-in area identifies the area for excavation at the excavation limit of -4.8. In all other sections of the project, there is no such hashed-in area or excavation limit. Please confirm the limits of excavation for the wave fence for all sections of the project.

A13: Note 3, sheet 16 and Note 5, sheet 14 do not require excavation for removal of the timber wavescreen planks. Note 3, sheet 16 indicates to remove sediment “as necessary” and Note 5, sheet 14 indicates “extract” with respect to removal of the timber planks. Note 5, sheet 14 has the provision to allow cutting of the existing planks if they break during extraction to the limit as indicated in the note, see also Sheet S-210 (Sheet 24 of 49).

Q14: With regard to the excavation for the Wave Fence please advise what environmental controls will be required?

A14: The relocation of sediment around the bottom of the wavescreen does not warrant environmental controls. The sediment is not expected to be removed from the site or from the water.

Q15: What length should the Contractor assume the timber piles to be replaced are?

A15: Keyed Note 1, Sheet S-320 (sheet 28 of 49) indicates L=50’.

Q16: Can the Contractor receive deliveries of materials on the Base, (Timber, etc.) where it can be loaded from the land onto the Contractor’s barge? Similarly, can the new floating docks be delivered to the Base (landside)? Lastly, can we use the landside Base area to execute the removal of the old floating docks?

A16: No. The site cannot easily accommodate large, landside deliveries.

Q17: Will any stockpile area be provided on the land for staging of Contractor materials?

A17: No.

Q18: Note #e. on Sheet 3 of 49 under sequence of construction is in conflict with Q&A #8 provided in Addendum #2.

A18: This statement is correct. Please amend former response to Q&A #8. Note 4e under “Sequence of Construction Notes” does indicate work to be accomplished in 50-feet increments of wavescreen

Q19: Note #d. on Sheet 3 of 49 is also in conflict with Q&A #9 in Addendum #2 in the same fashion as indicated in our previous question above.

A19: This statement is correct. Please amend former response to Q&A #9. Note 4d under “Sequence of Construction Notes” does indicate work to be accomplished in 50-feet increments of timber pier.

Q20: Please conform ladder on floating dock 5 is new. Or is the existing removed and installed?

A20: All ladders on new floating docks, as indicated on Sheet C-101 (sht 11 of 49) are to be new.

Q21: On Sheet 14 of 49 under General Wave Screen Notes, Note 5 contains several grammatical errors which make interpretation of the Note very difficult. Please correct the errors and or issue a clarification.

A21: Note 5, sheet SD-110 (sht 14 of 49) should read, “EXTRACT ENTIRE LENGTH OF TIMBER PLANKS AS SHOWN. IF PLANK CANNOT BE REMOVED OR BREAKS DURING EXTRACTION, CONTRACTOR SHALL CUT OFF PLANK AT THE LIMITS OF EXCAVATION SHOWN OR TO THE LIMITS OF NEW TIMBER PLANK TIP

ELEVATION, WHICH EVER ELEVATION IS LOWER.”

Q22: Sheet 17 of 49 the Wave Fence detail A1 has a note that only 6 timbers are to be replaced on the interior of this section, however on Sheet 27 of 49 detail A1, no reference to these 6 timbers is indicated, thus instructing the contractor to replace all the interior timbers in this section? Please clarify what is required.

A22: Detail A1, Sheet S-310 (sht 27 of 49) should include the keyed note 2, further indicating “Qty (6) this side only” similar to the note shown in Detail A2, same sheet.

Q23: As per the answer provided on Q&A #1 in Addendum #2, the level of treatment of the CCA is not indicated. Please advise on level of treatment for CCA: 0.6, 1.0, 1.5, 2.0, 2.5 etc.

A23: CCA level of treatment 2.5.

Q24: On Sheet 33 of 49 Notes, Note 7; “Conc Repair Material shall be in accordance with the technical special provision for restored spalled area, Acrylic Latex Modified Mortar”. Please advise where the details of Mortar specification can be located in the project Specifications?

A24: Section 03 01 00 includes references to ACI 548.4, ASTM C1059/C1059M, and ASTM C1438. Section 03 01 00, subparagraph 2.6.1 Latexes also includes specifications related to Latex use.

Q25: As some of the concrete repairs are underwater the majority of the time, can the repair material be an underwater high strength grout in combination with the rebar prep and installation? Also, we and our suppliers are not aware of any concrete bonding agents which can be applied underwater or applied in the dry and survive immersion in a very short curing time.

A25: Specification Sections 03 01 00 and 03 30 00 allow admixtures including water reducing, retarding, accelerating, etc. in accordance with ASTM standards and provides submittal requirements for concrete mixtures during construction.

Q26: As per addendum #2 Q&A #7 Re; Sewage line for Bollard. If optional bid item #1 in added to the base bid and the Western Float Dock is replaced where will the Bollard Moor in the basin and is the contractor responsible to relocate the sewage line to the temporary mooring location. Please Advise?

A26: CGC Bollard may moor off-site, if necessary during replacement of the Western Floating Dock. This highlights the critical nature of the phasing plan submittal early in the construction services contract. The Contractor is not responsible for relocating the existing sanitary sewage line; however, the line must remain in service in the event CGC Bollard necessitates a connection thereto.

Q27: In optional bid item #2, the scour repair item, where are the excavated spoils to be relocated to?

A27: Hand excavated spoils from under the concrete bulkhead may be relocated to the boat basin adjacent to or in front of the buoy landing pier.

Q28: In optional bid item #2 Scour repair item, is the scour bag infill material to be utilized what is specified in the cast in place concrete specification 03300? As no reference to u/w or tremie concrete could be located. Also, will this mix design require A PE stamped submittal?

A28: Specifications for grout for scour grout bags can be found in Section 31 32 23 FOUNDATION

DRILLING AND GROUTING.

Q29: Will the rigid steel conduit stubs from the new dock wire channel to the shore tie stations be built into the new dock structure?

A29: This appears to be a manufacturer specific item (means and methods) and should be part of the submittal with the floating dock panels and appurtenances.

Q30: As per Optional Item #1 line 4 – What are the electrical meter Coast Guard standards for the 450V 3 phase shore tie?

A30: See USCG Electrical Shore Tie Configuration Standard (SILC-CSTO-36-112 12 71 1-04/ 20110506)

Q31: Referencing Item 0003: Optional Bid Item #2: Repair scour under concrete bulkhead; repair timber pier/wharf; demolish obsolete electrical shore ties. Identify quantity and location of existing shore ties to be removed under this item. It is noted that Drawings ED-101 and ED-102 depict these removals but it’s unclear what bid item(s) they belong under.

A31: Optional Bid Item #2 will result in the demolition of the obsolete Electrical Shore Tie on the western side of the timber pier, as shown on Sheet ED-102. The shore ties on the respective floating docks will be removed and replaced with their respective floating dock replacement bid item. Refer also to the reference materials included with this amendment: Configuration Standard Technical Order (CSTO) – Electrical Shore Ties

Q32: Please advise what the basis of award will be? Will award be made to lowest, responsible Contractor based on Bid Item 0001 or the total of all Optional Bid Items?

A32: Refer to Section M.2 of the IFB. The basis of award will be total price of the base bid with any options exercised at award.

Q33: Please reference FAR 52.229-3 Federal, State and Local Taxes and confirm that Connecticut State Sales Tax should be included in the Bid Price and no tax exempt certificate will be provided.

A33: A tax exempt certificate will not be provided. All Federal, State and Local taxes shall be included in the bid price.

Q34: Please reference Drawing P8540243 (# 16 or 49) showing the below grade excavation for Wave Screen repair. Can the excavated spoils be side-cast or do they need to be disposed of Upland?

A34: The sediment may be side-cast and is not expected to be removed from the site or from the water.

Q35: Please reference Drawing P8540243 (# 17 or 49) showing Details A1 and A2 indicating the below grade removal of Wave Screen timber and the Limit of Excavation. Can the excavation limit be expanded to allow the wave screen planks closest to the Pier to be unbolted from the 12x24 waler?

Also, what length of timber is required for the replacement of the Planks closest to the Pier?

A35: Yes. Excavation limits may be expanded, within reason, to allow unbolting the inner (6) timber wavescreen planks from the 12x24 waler. Details A1 and A2, Sheet S-310 (sht 27 of 49) presents the new construction repair section for the inner (6) timber wavescreen planks. Those details show elevations of the bottom of the inner timber planks.
