Request For Proposal Number: 70Z08818BPQQ23500 Amendment 0003 02 August 2018

SECTION B of IFB (Page 4 of 45) is revised for potential Contractors to show separate cost for disposal of dredged sediment at two locations: Montezuma Wetlands Restoration Project in Collinsville and Cullinan Ranch Restoration Project near Mare Island. Copy of the revised “SECTION B” will be uploaded to FEDBiz Ops with this amendment.

1. QUESTION: Amendment 3 of the BCDC Permit indicates that the additional volume authorized must be completed by August 22, 2018. Please clarify if an extension has been requested for the BCDC permit.

ANSWER: The Coast Guard has requested an extension of all of its permits through November 30th, 2018. The Coast Guard anticipates receiving approval no later than 1 October 2018.

2. QUESTION: The Scope of Work in the Technical Specifications indicates the following:

“All in-water work shall be completed during the approved in-water work window of June 01 to November 30 and coordinated with USCG staff as to not interfere with USCG vessel and Station Vallejo operations.”

All three permits indicate that the dredging window is from August 1 – October 15. Is there an extension to the dredge window that is anticipated?

ANSWER: The Coast Guard has requested the in-water work window be extended through November 30th, 2018. The Coast Guard anticipates receiving approval no later than 1 October 2018

3. QUESTION: Can the disposal of dredged sediment be split between the two locations: Montezuma Wetlands Restoration Project in Collinsville and Cullinan Ranch Restoration Project near Mare Island

ANSWER: A suitability determination from the Dredge Material Management Office (DMMO) will determine if one or both of the beneficial reuse options may be used for this project ( Montezuma Wetlands Restoration Project in Collinsville or Cullinan Ranch Restoration Project near Mare Island). If both locations are found suitable for disposal, the Contractor may split the sediment at the Contractor’s discretion. However, note that the Coast Guard is requesting two separate costs for a lump sum to dredge and dispose of the sediment at either location, and will award based on the lowest acceptable bid and per the determination made by the DMMO.
