A. Requests for Information.
QUESTION 1. On the plans under environmental notes, it states, “The Coast Guard has on file previous asbestos surveys for the contractor’s reference and use. There are a few asbestos-containing buildings materials that have been identified. The contractor shall take precautions not to disturb these materials”
QUESTION 1a. May I have a copy of the previous asbestos surveys?
QUESTION 1b. Is the roof being impacted? And if it is being impacted, would I be violating any warranty in taking samples of the roof?
Response 1a. Past lead and asbestos report included as attachment (Reference Only).
Response 1b. Contractor shall check and follow the terms and conditions of Seaman Corporation roof warranty that is attached in the specification. If following the terms and conditions, such as notifying Seaman local authorized distributor about the sampling work and material to be used for repair is compatible with the roofing system, the warranty will not be voided.
QUESTION 2. Instead of using square tubing design for the crossover stairs, would we be able to use round tube? This provides a much better gripping surface, smooth radius edges and makes the stair to roof connection easier to seal with a boot being that it is round.
Response 2. The Designer of Record (DOR) has no exceptions to the use of round. The design intent was to utilize a pre-fabricated system that addresses the loading requirements detailed on the sheet. DOR has no exception to note for the utilization of round aluminum members that are equivalent to the structural capacities of the members detailed.
QUESTION 3. Can aluminum be used to fabricate the cross over stairs?
Response 3. The Coast Guard takes no exceptions to note for the requested of aluminum.
QUESTION 4. Based on the design shown on Sheet S-05, are we able to change up the design layout for ease of fabrication yet still meet all the requirements and OSHA?
Response 4. The design intent was to allow a delegated design to allow flexibility. See the crossover stair note on that sheet for loading, general requirement and the need for engineered drawings.
QUESTION 5. If aluminum is approved, may we use aluminum grip strut stair treads?
These provide excellent gripping surface, meet all weight requirements and you will not have dissimilar metals like SS to Galvanized steel treads. Aluminum will also provide a lighter footprint and roof load.
Response 5. The Coast guard takes no exceptions to note for the requested of aluminum.
QUESTION 6. If aluminum is approved stair mount detail will be altered to meet the round pipe design, pipe for framing would be 1 ¼” SCH 40 6061 aluminum pipe with an O.D of 1 5/8” would this be acceptable?
Response 6. The Coast guard takes no exceptions to note for the requested of aluminum. Please provide engineered drawings addressing proposed design.
QUESTION 7. In the notes (F) it states base material. Please advise what this for and its location on the stair
RESPONSE 7. The ‘base material’ is intended to surface mounting options and shall be replaced by a permanent
‘STAIR MOUNT’ shown Sheet S-05.
QUESTION 8. On sheet S-07 Roof Equipment Support Detail, side view “A” is shows the support stand having
6 X 6 X 3/8” support legs, on the same page equipment support stand detail is showing a round leg attaching to the support frame.
Would 6” pipe SCH40 be sufficient for this leg?
Response 8. As a note, ‘EQUIPMENT SUPPORT STAND DETAIL’ is intended to detail the roof flashing (for pipes of tube shapes). HSS 6x6x3/8 has a section modulus of 13.9 in3. Six-inch (6”) pipe SCH40 has a significantly lower section modulus of 8.5 in3. Schedule 40 would not be acceptable.
Six-inch (6”) pipe SCH80 has section modulus of 12.2 in 3 which is almost equivalent to the design HSS 6x6x3/8.
The DOR has no exceptions to the option involving the utilization of Six-inch (6”) pipe SCH80.
QUESTION 9. The specification, as stated in 23 09 23 paragraph 1.03 (pg 244) “New DDC system shall be compatible with the existing BAS/BMS system (e.g. Alerton BacNet control systems at USCG Base Seattle.” In
Part 2 – Products – DDC System (pg 250), Paragraph 2.01 states, “Provide a networked DDC system for stand-alone control in compliance with the latest revision of the ASHRAE 135 BAC net standard. …DDC system shall be provided by Automated Logic and shall be a web-based network system.”
Clima-Tech is an authorized Automated Logic systems provider. We meet spec on all field hardware and listed functionality. Where there may be an issue is integrating to the existing USCG front-end software. Currently it is Alerton’s Envision for BACtalk, which is proprietary. Alerton (ATS) is the only provider that can meet this part of the spec. There needs to be clarification on the “front-end” integration as Alerton (ATS) has a clear advantage.
Response 9. The networked DDC system will be required to be fully compatible (read/write) from the existing
BAS/BMS system that is currently on site at USCG Base Seattle as indicated in the contract documents.
QUESTION 10. General Note 2 on sheet G-02 states “…the contractor will not be allowed to use the elevators.
The contractor shall provide a material lifts on the exterior of the building as required to perform the work.
We request a relaxation of this requirement which allows us to move materials in the elevator before or after working hours in Building 1.
Response 10. The Coast Guard approves of the contractor to use the existing B1 elevators before and/or after the work day (prior to 0700 and after 1600 only). When Contractors are using the elevators, Base engineering staff will provide protective enclosure pads to line elevator interior to prevent damage to elevator interior walls.
QUESTION 11. Please clarify the amount of space available for the temporary material lifts in front of building 1?
Response 11. Up to three (3) parking, stalls in front of Building 1, may be reserved to accommodate Contractor provided material lift(s).
QUESTION 12. General Note 5 & 6 on sheet G-02 mentions areas in this building include medical, dental and pharmacy. Do you want an ICRA (Infection Control Risk Assessment) and appropriate boundaries between work areas?
Response 12. The second deck Clinic, Pharmacy and Dental areas will remain open during HVAC construction activities within the building. Contractor shall provide an Infection Control Risk Assessment (ICRA) and provide appropriate boundaries. Contractor shall take best practices/precautions to provide adequate barriers, negative air pressure, housekeeping, etc. to maintain safety at work site.
QUESTION 13. Requesting a substitution for approval as an alternate HVAC DDC Temperature Controls vendor. Distech controls with a Tridium front end as installed by NCS Corp. Distech is an equivalent product to Alerton. Will this be approved?
Response 13. Substitution Disapproved. The Coast Guard intends to use the existing Alerton BMS front-end user interface for our maintenance technicians across the facility.
END.
