Responses to RFIs from potential contractors:
1. Q: Our striping subcontractor noted that the paint spec (32 17 23 – 2.2.1) calls for waterborne paint. Solvent Based Paint has been desired by Base Kodiak due to our climate, and has been proven to be a superior product, supplying a longer service life.
A: We concur with this change from waterborne paint to solvent-based paint.
2. Q: Asphalt spec section 32 12 16 – 1.3.4 requires multiple tests on the asphalt. Should these costs be included in the paving line items, or would you like to add an additional pavement testing line item?
A: Asphalt and concrete testing should be included under the asphalt and concrete line items.
3. Q: Similarly, to question #2 above, should any concrete tests required be included in the concrete line items, or would you like to add an additional concrete testing line item?
A: Asphalt and concrete testing should be included under the asphalt and concrete line items.
4. Q: What typical mix design shall we use for the concrete line items in the main contract? For workability and strength, we recommend the use a 4500 psi, 0.45 W/C, with no-Fly Ash.
A: This is the mix we list in the specifications.
5. Q: I’ve ordered the bid bond. Per L.7 of the RFP, it appears we can send the bid forms and other paperwork to you electronically, is this correct?
A: Yes, electronic submission is requested.
a. Q: Should we send you the original paperwork in Juneau after the bid?
A: No, electronic submission of proposal and bid bond are acceptable. Awarded contractor will be required to submit hard copy payment & performance bonds for each task order under the IDIQ.
6. Contaminated Soils:
a. Q: Which contaminants do we need to test for – only POL, or should it include PCB, PFOS, PFAS, etc.? This will dictate how we temporarily store any excavated materials while they are being tested.
A: The type of contaminated soils testing needed is dependent on the project proximity to a known contaminated location. This line item is for POL contaminated soils. Other contaminants will be separately negotiated if present based upon known or suspected contamination at a given location.
b. Q: Similarly, do we need to test asphalt millings for any contaminants? If so, which contaminants?
A: Any contaminants testing besides POLs will be separately negotiated if present based upon known or suspected contamination at a given location.
Project No. 8270978
7. Q: Per L.7 of the RFP, “Mobilization and de-mobilization costs are non-pre priced, to be negotiated prior to issuance of task orders. Mobilization and de-mobilization shall not include the costs of establishing a batch plant should that be the technical approach proposed, only mobilization from the batch plant to the site.” Therefore, I assume the costs involved with Line Items #78 (Mob) and #79 (Demob) are meant to be the price for the current Task Order.
A: The line items for Mobilization and Demobilization have been modified to be Batch Plant Mobilization and Batch Plant Demobilization.
1. I’d recommend deleting items #78 & #79 from Attachment #2 and adding these line items to the current Task Order.
8. Q: I have made numerous suggestions on the attached “Attachment 2”. Instead of trying to describe them in this email, please see suggestions noted in the worksheet.
A: This spreadsheet has been reviewed and comments have been incorporated on the attached spreadsheet.
9. Q: I would suggest modifying Attachment 2’s formulas for the multiplication of the Unit Price and the Escalation % Rate. Currently, if you plug in, say 5% for the escalation, it doesn’t represent the proper Option Year’s Unit Rate. To fix it, add 1 (one) to the percentage in the formula (i.e., instead of =E13*F13, it should be =E13*(1+F13)). Or I can just add 100% to all the Escalation Rates. However, you want to handle it is fine by me.
A: Formula has been corrected. Thank you for explaining.
