About this file
This document is a federal solicitation (Request for Quote) from the U.S. Coast Guard Surface Forces Logistics Center for dockside repairs of the USCGC BERTHOLF (WMSL 750) in Alameda, California. The solicitation is a 100% Small Business Set-Aside for ship repair services with a North American Industry Classification System (NAICS) code of 336611 and a small business size standard of 1,300 employees. The anticipated contract award is on or before February 2, 2026, with a performance period from April 21, 2026 to June 12, 2026.
The government will evaluate quotes based on three factors: price, technical capability, and past performance, with technical capability being more important than past performance and both being significantly more important than price. Offerors must submit a detailed planning document, past performance information, and pricing schedule. The technical evaluation will assess the contractor's understanding of the scope of work, project management approach, schedule management, and ability to meet performance requirements. Quotes must be submitted via email to the Contracting Officer Robin Kloeppel and Contract Specialist Wayne Gutman, with a quote validity period of 120 days and an expectation of award without discussions.
