About this file

This is an Amendment of Solicitation/Modification of Contract for a U.S. Coast Guard contract (Amendment Control Number: 70Z08525RLREP0018). The amendment serves two primary purposes: 1) to provide a list of questions and responses from potential contractors, and 2) to provide Specification Revision 1 dated 11 September 2025. The questions and responses cover various technical details for Work Item 1 and Work Item 2, including clarifications about equipment availability, component procurement, and specific technical specifications.

Key technical clarifications include confirmation that an Allied dual point davit will be available, center bolts are not included and must be provided by the contractor, refrigerant cannot be reused, and estimated quantities for pipe hangers, valves, fittings, and flanges. The amendment also updates the Consolidated List of References, addressing questions about specific Coast Guard drawings and technical specifications for work related to air conditioning plants, seawater cooling systems, and hydraulic piping modifications. The contract is administered by Commander, USCG-SFLC-CPD 2 in Baltimore, MD, with an effective date of 09/12/2025.

Summary of Changes

The purpose of this amendment is to do the following:

1) Provide a list of the following questions and responses:

2) Provide Specification Revision 1 dated 11 September 2025

Question 8: Specification Paragraph Reference:

Work Item 2- Allied OEM stated USCG does not have a Allied dual point davit on hand/available to complete the side davit renewal as indicated the work item. May you please confirm if there is a davit available for this work and confirm it is Allied brand, as indicated by the GFP table in 1.2?

Response: The Government can confirm that there will be a davit available for this work. And can confirm that it is the Allied brand indicated in the GFE table in 1.2.

Question 9:

Specification Paragraph Reference: Work Item 1, Various paragraphs

Table 1.2: TP S9514-F1-MMA-010 states center bolts are provided with mounts, can you please confirm? 18 center bolts specified in the drawing are $560.00 so we want to confirm they're provided.

Response: These bolts are not included and must be provided by the contractor.

3.4.2 & 3.18: Can the refrigerant be reused? Reusing refrigerant would save $30,000.00.

Response: The refrigerant must be renewed per the specifications. It cannot be reused.

3.7.5: Relief valves are stated to be GFP but not included in table 1.2. Please confirm if these are GFP or CFP?

Response: This is a mistake. They should be CFP

3.21: May you please specify, for bidding purposes, how many pipe hangers, valves, fittings, and flanges to estimate needing insulation renewed within the 75ft?

Response: Estimate 25 hangars, 25 valves, 75 fittings, and 75 flanges

Question 10:

Coast Guard Drawing 750-WMSL-320-580 is not listed in the consolidated list of references but it appears to play a major role in the work being completed in Work Item 2, Paras 3.5.5, 3.5.6, and 3.6. May we please have access to this drawing?

Response: See Specification Revision 1 dated 11 September 2025, which contains updated a Consolidated List of References.

Question 11:

70Z08525RLREP00180004

Coast Guard Drawing 750-WMSL-583-518, Rev D, Hydraulic Piping Mods IWO Dual Point Davit Installation is what is referenced in the consolidated list of references, but we received Rev E. Is Rev E an acceptable update that does not conflict with Rev D? We want to make sure we're able to accurately quote the work being asked of us.

Response: See Specification Revision 1 dated 11 September 2025, which contains updated a Consolidated List of References as 750-WMSL-583-518, Rev E.

Question 12:

Specification Paragraph Reference: Work Item 1 Air Conditioning Plants, Groom:

Please provide Coast Guard Drawing 750-WMSL-520-004, Rev H, Seawater Cooling System Unit 1320, which was not included in the technical documents. For situational awareness, it is not listed in the Consolidated List of References at the beginning of the work package, but it is listed in section 2 References for Work Item 1.

Response: See Specification Revision 1 dated 11 September 2025, which contains updated a Consolidated List of References.

Question 13:

Specification Paragraph Reference: Work Item 1, 3.7.6:

The AC Tech Rep mentioned the rupture disks were recently replaced on JAMES and due to the high price of the rupture disks, requests to know if they have been damaged or if this portion of the work item is not needed due to the recent groom and renewal. The AC Tech Rep also noted the rupture disks are usually GFM and wants to confirm they will be CFM, if this portion of the work will be completed.

Response: This will be GFE.
