About this file
This document is a solicitation amendment for Dockside Repairs of the USCGC MUNRO (WMSL 755) in Fiscal Year 2024. The amendment makes several changes to the original solicitation, including revising the technical specifications, updating the price schedule, changing the question and proposal due dates, and clarifying requirements for contractor access and government property handling.
Key details include:
- This is a 100% small business set-aside for ship repair and associated support work to be performed at USCG Base Alameda in California.
- The period of performance is from contract award through September 2024, with anticipated award by May 2024 and performance from June-August 2024.
- Contractors must be registered in SAM and gain access to the technical package by the provided deadlines.
- Pricing is firm-fixed-price with requirements for a composite labor rate and procedures for changes or additional work.
- The solicitation incorporates numerous FAR clauses and has specific requirements for government property management, invoicing, and contractor performance reporting.

Title: Temporary Services Provide Para. No.:
Question: We believe the intent here is to have Showers/Toilets during WI-008 Grey Water Lift Stations Clean and Inspect. Note the clean and inspect will only take 10 days or less, putting full shower trailers and hook ups for such a short time does not seem necessary. Contractor Recommends Isolating the Forward and Aft Greywater Systems to allow the Forward and Aft stations to be cleaned independently while keeping half the Cutter Operational (recently done on Kimball), we believe Frame 52-54 is about the dividing line between the two.
Answer: Appreciate the recommendation but we require the temp services.

Title: Deck Covering Electrical Matting Renew Para. No.:
Question: We would not expect any Lead or Asbestos due to the Cutter’s age. Has the CG encountered these contaminates on this class of Cutter Before? Also for bidding purposes, how many sample’s?
Answer: We have not encountered those types of contaminates on this class of cutter due to them being built relatively new, post 2000, compared to some of the older vessels in the fleet. Please see Rev 2 of the PWS where this paragraph has been changed out in its entirety.

Title: Deck Covering (Electrical Matting), Renew Para. No.:
Question: Table 1 directs the use of black color matting – this particular color is particularly difficult to source in the specified MIL-STD and Type. Will USG permit the use of an alternative color matting?
Answer: Upon further research it was discovered that the TYPE 1 that is called out in MIL-STD-15562 does not come in black. The preferred color is blue with the alternative of gray and comes with a gloss. The one condition that is non-negotiable is ensuring that the matting has all the required safety standards in MIL-STD-15562. The specification table will be altered to reflect the below changes.

Title: Deck Covering (Electrical Matting), Renew Para. No.:
Question: As Table 1 and the para 3.2 note indicate that existing underlayment is to be retained, should KTR ignore the visual inspection of exposed deck surfaces and CFR directed in para 3.3?
Answer: The visual inspection should not be ignored. We still want a visual inspection and a CFR submitted. IF for some reason the underlayment needed to be taken down to exposed deck (which would be more than likely handled by a CFR/CR due to an issue discovered in the underlayment (chip/crack/etc)), then they would need to inspect the exposed surfaces. being an electrical matting situation, I do not see much of a chance that they would get down to bare steel.

SECTION A – NOTICE FOR FILING AGENCY PROTESTS
A1. UNITED STATES COAST GUARD OMBUDSMAN PROGRAM:
It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time- consuming litigation.
OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO).
Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum.
Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman.
Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable).
Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester’s concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government.
The agency’s goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer.
Election of Forum. After an interested party protests a Coast Guard procurement to the Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum. If the protest is filed with an external forum, the agency protest will be dismissed.
