USCGC JOSHUA APPLEBY (WLM 556) DRY DOCK REPAIRS

Below are all of the questions received in response to the subject solicitation by the deadline and answers provided by the government. Any vendor specific information has been removed.

Q: 3.2.1 Ultrasonic thickness measurement. Prior to priming deck surfaces, in the presence of the Coast Guard Inspector, perform a UT inspection of the affected plating in the area described above, in accordance with SFLC Std Spec 0740. Cite corroded plating where the remaining thicknesses are less than 75% of the original thickness as shown on Coast Guard Drawing 175-WLM 801-15 and submit a Condition Found Report (CFR) to the Coast Guard Inspector. Question: For bidding purposes provide quantity of UT shots.

A: Please bid for 250 UT shots, that will be our baseline. If more is needed, we can utilize CFR/CRs.

Q: 3.2 Renewal. Inspect substrate around scuttle and if it cannot be preserved the insert for the scuttle will have to be cut out and renewed. 3.3.1. Scuttle surfaces. Prepare and coat both sides of the new scuttle assembly(s) and all other disturbed surfaces to match existing adjacent surfaces as follows:… nothing follows Questions: SOW is not clear. Price should include renewal of the insert and scuttle, and preservation? Or only price for inspection and preservation of the existing assembly? And if a new scuttle assembly is required, could it be addressed with a CFR followed by a CR? Or should it be priced the renewal and if it is not required to be descoped after the inspection and CFR? Is the Government providing the new scuttle?

A: Please bid only for the initial inspection. If the steel is found to be above wastage, we will utilize a CFR/CR to renew and preserve the new insert. The scuttle itself does not have any issues and will continue to be used. Regarding paragraph 3.3.1, please assume the prep/coating is for any new steel if renewed.

Q: Is there a site visit timeframe and POC for this availability?

A: Contact the cutter rep, MK1 Siok Dallas (443) 254-5646), to schedule a visit.

Q: WI 30: 3.8: Drydocking: Paragraph states that fleeting is not required. However, work item 4 is to preserve 100% of the underwater hull. Since there is no mention of fleeting in work item 4, is the intention of this item to coat 100% of the hull, except for the block spots, and those will be coated during a later availability?

A: The intention of WI 4 is indeed to coat all of the hull except the block spots, which will be coated during a later availability. This is why there are different block positions. The previous drydock the boat was drydocked in position 3. The drydock position for this drydock is position 1. No fleeting is required.

Q: WI 27: Please provide serial numbers.

A: 1917

Q: WI 27: Task #3: OEM states that they do not disassemble the swing drives, instead they replace them.

Please advise.

A: The swing drives can be disassembled. However, with the amount of wear and tear and exposure to the elements, I do not object to replacing with new ones IAW TP 3632 DAVIT Arm

Q: WI 27: Task #4: Are the filters to be replaced as well? Please advise.

A: Yes, these cannot be cleaned and must be replaced.

Q: WI 13: Missing References: Please provide Coast Guard Drawing 175-WLM 551-5, Rev E.

A: Attachments 6-8
