REQUEST FOR PROPOSAL

SOLICITATION NO. 70Z08522RP4500800

DRY-DOCK & REPAIRS OF CGC ALE HALEY (WMEC 39)

AMENDMENT A0003

The purpose of this amendment is as follows:

a. The due date to submit proposal in response to the solicitation is extended until 07

February 2022 at 1:00 P.M., Pacific Standard Time.

b. Two (2) work items and its associated specification are hereby deleted entirely from the requirement. The two work items are as follows:

Work Item O-63 through O-63(E), Ventilation Ducting, Repair

Work Item D-67 – Doppler Speed Log, Replace

c. Due to the deletion of the above mentioned work items, Attachment 1 - Price Sheet is revised as shown on the attachment to this amendment. . Offerors are advised to use the revised

Attachment 1 when submitting your Price Proposal. Please note that failure to use the revised

Attachment 1 may result for your proposal to be considered non-responsive to the requirement of the solicitation.

d. The specification for this requirement has been revised. Revision 4 of the specification is hereby made part of this requirement and is attached to this amendment.

e. The answers to the following Request for Clarifications are as follows:

QUESTION No. 1: Work Item D-016, Sea Valves & Waster Pieces, Overhaul, paragraph 3.7.2 - How many Waster Pieces are there? Can the Coast Guard tell the

Contractor which valves in Table 1 and Table 2 have waster pieces for the contractor to inspect and evaluate?

ANSWER: Coast Guard does not know how many waster pieces for renewal. Per 3.7.2 renewal of waster pieces may be the subject of a Change Request.

QUESTION NO. 2: Work Item No. D-21, Thruster Unit (General) Overhaul, paragraph

ALL & 3.6 - In the specification in paragraph 3.6, it refers to TP 4757 about the

Hydraulic Fluid Renewal. Can the Coast Guard supply this Tech Pub 4757? Can the

Coast Guard tell the Contractor what type of oil is to be renewed for the Bow Thruster?

The specification refers as a reference NAVSEA 0944-LP-005-1010 for the Bow

Thruster, but this reference is about the Main Propulsion Shafting and Controllable Pitch

DRY-DOCK & REPAIRS OF CGC ALE HALEY (WMEC 39)

AMENDMENT A0003

Propeller System and not the Bow Thruster. The other reference mentioned is Tech Pub

4747, which is just about the Bow Thruster Indicating System and not the Bow Thruster

Unit itself. Is there a Tech Pub that show details of the Bow Thruster and parts with part numbers for the Contractor to know what parts to order for the overhaul of the Bow

Thruster?

ANSWER: NAVSEA 0944-LP-005-1010 is the technical manual for bow thruster with detailed parts breakdown section 4. Section 2.2 & 2.3 discuss lubricating oil and lubricating oil filling and oil change respectively.

QUESTION NO. 3: Work Item D-054, Main Reduction Gear, Repair, paragraph ALL –

1. Is the Contractor doing anything to #1 Main Diesel Engine far as the bearings, sleeves, hardware and seals in paragraphs 1.1 Intent and 3.3 Main Reduction Gear?

2. The parts in paragraph 3.2.2 that are not GFP and that the contractor is to furnish or fabricate, are these parts readily available through the Manufacturer of the reduction gear? Does the Coast Guard have a source for these parts that the contractor is to furnish?

3. Are the parts in paragraph 3.3.2 to replace, actually in the COTTA Transmission between the Main Engines and the Reduction Gears?

4. The Coast Guard keeps referring TP 3408 which is mainly about the COTTA Transmission. The DRG No. 2981791 is in TP 0942-LP-013-2010 REDUCTION GEAR and the parts to replace are in TP 0942-LP-013-2010. Could the Coast Guard explain better the work to be performed on COTTA Transmission and the reduction gears?

5. In paragraph 3.3.4, is the contractor to check the (4) clutches and the (4) brakes on the

(2) reduction gears because in paragraph 1.1 it just mentions the clutches?

6. Can the Coast Guard supply the Contractor the Name and phone number of the Tech Rep for the reduction gears to be able to confirm the work that is to be performed?

ANSWER: Most all of these questions will be addressed in the Rev 3 spec. No work is scheduled for the COTTA speed reducers. Tech pub 3408 has been removed in Rev3. CG will be providing technical representative from METI corp. Tech POC # 915-474-0557

Trace Moorhead.

DRY-DOCK & REPAIRS OF CGC ALE HALEY (WMEC 39)

AMENDMENT A0003

QUESTION NO. 4: Work Item D-04, Hull & Structural Plating, paragraph 3.4 - 3.4 states to perform coating repairs per 6310, without know location of these repairs, type of coating, and number of coats is unknown. KTR suggests this should be handled by a change request, the same as the spec states for interferences.

ANSWER: CG believes that if any plating renewal is required that definite Work Item

D-03 & Work Item D-052 would suffice to account for potential plating renewal.

QUESTION NO. 5: Work Item O-63, Ventilation Ducting, Repairs, paragraph 3 –

a. What are the dimensions for the ducting?

b. What is the Thickness of Material?

c. What is the type of material?

d. What are all the interferences in way of the ducting repairs? 3.3.1 states to survey with the Coast Guard Inspector and identify the duct work requiring repairs. Without know the locations of ducting, the contractor cannot estimate interference removals.

e. Is the ducting welded, riveted or Pittsburgh joint?

f. What is the thickness of insulation on the ducting?

ANSWER: This WI will be deleted in Rev-4.

QUESTION NO. 6: Work Item No. D-54, Main Reduction Gear, Repair, paragraph 1.1

Paragraph 1.1 Intent. This work item describes the requirements for the Contractor to renew bearings, sleeves, hardware and seals for the #2, #3 and #4 Main Diesel Engines

(MDE), and inspect clutch components for all four MDE’s.

Please provide manufacturer’s name, model numbers and serial numbers of the equipment in question so the correct Technical Representative and parts can be identified.

ANSWER: ALEX HALEY has two Main Reduction gears (MRG). Each MRG has two inputs, so there is one input for each of the four Main Diesel Engines (MDE). The bearings, sleeves, hardware and seals mentioned in paragraph 1.1 are MRG components associated with the inputs for the #2, #3 and #4 Main Diesel Engines. This work item does not require that any maintenance to be performed on the engines themselves nor the speed reducers between the MDE and the MRG. Paragraph 3.3.2 calls out the parts that need to be renewed.

DRY-DOCK & REPAIRS OF CGC ALE HALEY (WMEC 39)

AMENDMENT A0003

The clutches are also components of the MRGs and not the MDEs. Paragraph 3.3.4 calls out the clutch assemblies.

Revision 4 of the specification will address these issues and clarify other aspects of this work item.

Reducing Gear/ Type: DHSR TI Serial#: R 3041

Manufacturer: Modern Wheel Drive LTD

Clutch: Fawick

QUESTION NO. 7: Work Item O-04, Hull and Structural Plating, Renew, paragraph

1.1, 3.2 – paragraph 1.1 Intent. This work item describes the requirements for the

Contractor to renew steel shell plating. This item may be activated 5 times. Each activation is for 4 sq ft. Please provide the plate size for each of the 5 activated areas.

ANSWER: Based on Amendment A0002, Work Item O-04 is identified as an optional item. Should this work item needs to be activated based off of the required critical inspection reports from Work Item D-02, U/W Body Ultrasonic Testing, then plate sizes listed on referenced drawing for this WI will be used.

QUESTION NO. 8: Work Item No. D-054, Main Reduction Gear, Repairs, paragraph

3.3.4 - 3.3.4. In accordance with “Installation, Operation and Maintenance Instructions for

Fawick Type “VC” Clutches and Brakes” of TP 3408 for all four reduction gears. Complete the section Points to check when inspecting the Fawick clutch and brake. Submit a CFR stating the thickness of the friction shoe assemblies and the condition of the friction surface of the drum.

The OEM Representative has requested the date of the last clutch inspection of these gears.

Apparently, the original clutch pads contained asbestos. If the pads have not been updated the possibility of asbestos dust being present and would require testing and abating.

ANSWER: The #1 MDE clutch was serviced in 2020 using the equipment shown in the enclosure. The USCG has no documentation for the service history of the other clutches.

QUESTION NO. 9: Work Item No. D-064, Machinery Exhaust Piping Insulation, Renew, paragraph 1.1, 3.4 - The title is machinery Exhaust Piping Insulation, Renew.

However, the intent states something different.

1.1 "Intent. This work item describes the requirements for the Contractor to renew ten (10) square feet of insulation on machinery exhaust piping in the location(s) identified by the Coast Guard Inspector. This work item may be activated up to five (5) times."

DRY-DOCK & REPAIRS OF CGC ALE HALEY (WMEC 39)

AMENDMENT A0003

Paragraph 3.4 states something else, Insulation. Furnish and install ten (10) square feet of new insulation on the exhaust piping in the locations identified by the Coast Guard

Inspector. Use the Coast Guard Drawings above as guidance. Coat newly installed insulation in accordance with NAVSEA Drawing 804-5959214 and General Note #15 of

Coast Guard Drawing 282-WMEC 205-005, as applicable.

Questions

What type of insulation is being renewed, Pipe or Hull board?

If pipe what size of pipe and how many lineal feet is being renewed?

If Hull board how many square feet is being renewed?

ANSWER: The type of insulation for renewal is piping. 14” piping @ 10 lineal feet.

QUESTION NO. 10: Work Item D-049, Stuffing Tube Installation, The specification calls this pipe a stuffing tube but appears to be just an overstuffed pipe collar. Is the intent to replace with the same type collar and filler material or does the USCG want to install an MCT here that would allow for easier cable removals/installations and provide room for future expansion?

ANSWER: The intent is to install a watertight multi cable transit that properly fits existing cabling.

QUESTION NO. 11: Work Item No. D-021 Thruster Unit (General) Overhaul, D-055

Controllable Pitch Propeller System Maintenance, D-056 CPP Hubs Renew, D-058

Propulsion Shafting Remove, D-061 Propulsion Shafting Install.

Recommend that USCG provide all seal kits / GFM materials per WI. PSI can provide most of the seal kit items if needed, except for the following items in the chart below.

These items typically have an extensive lead time and should be sourced in advance of the performance period. This includes the thruster seal kit and bearings to complete WI
