About this file

This document is a solicitation for ship repair and associated support work for the USCGC AXE, a 75-foot inland construction tender, and the USCGC BARGE, a 68-foot construction barge. The Coast Guard seeks quotes to perform various repairs on the vessels from April 1, 2021 through June 10, 2021 at the contractor's proposed dry-dock facility within 400 nautical miles of the cutter's homeport in Morgan City, Louisiana. The solicitation will result in a firm fixed-price contract awarded under FAR Part 12 for commercial items and FAR Subpart 13.5 for simplified procedures. Quotes are due by December 4, 2020. The requirement is set aside for small businesses with less than 1,250 employees defined under NAICS code 336611 for ship repair. The document includes six attachments providing details on supplies and services, scope of work, questions submittal process, and other instructions for responding to the solicitation.

USCGC AXE & BARGE DD FY21 RFQ NO: 70Z085-21-Q-P4556000

AMENDMENT NO. 03

The purpose of this Amendment No. 03 is as follows:

A) To answer RFQ clarification questions 06 thru 08.

6) REF: WI-78 & -79, Para 3.4, Umbilical’s Tender and Barge

Q: With regard to installation drawing, Para 3.4 references a draft CG drawing 75-WAGL 6000-1

Included in para 3.8. Don’t find the drawing in the zip file or a para 3.8.

Can you provide the above drawing and information that is relating to referenced para 3.8?

A: Attached

7) REF: WI-85, Para 3.2 & 3.3, Spud Wells; Inspect

Q: 3.2 states inspect all exposed spud well surfaces, including “in-place” inspection of liners…

3.3 calls out to renew the liners, in many past specifications this has always been through a if a change request has been authorized.

Reading WI Optional 68 Spud Wells Preserve, 3.4 states if a CR has been authorized.

Renew liners. However 3.1.4 interferences lists spud well liners and 3.3.2 .1 states inspect removed spud well liners.

In order to bid correctly these work items, Please confirm or clarify under Def WI 85 the spud well liners will not be removed or replaced.

And Under Optional WI-68 Preserve Spud Wells; the spud well liners will be removed for inspection and only renewed if a CR has been authorized and released, will the liners be renewed.

A: Work item 85, the spud liners will not be removed unless determined by inspection that they need to be replaced. From inspection of spud wells, if it’s determined that preservation is needed also then option item 068 will be turned on and liners would need to be removed.

8) REF: WI-32, Sea Strainers

Q: It seems in communicating with Krassil and a distributor there seems to be some difficulties in producing their products and in turn they are quoting long lead time from order meaning

2 or 3 months. This would require early ordering of the product before the vessel even shows up. Can a substitute brand like EATON be provided for if it is still bronze flanged duplex type?

A: Yes, you can substitute with a different brand as long as it has same specifications.
