USCGC KENNEBEC DD FY21 RFQ NO: 70Z085-21-Q-P4556000
AMENDMENT NO. 02
The purpose of this Amendment No. 02 is as follows:
A) The Contracting Officer assigned to this project is now Thao Ly. Please include both
Vincent.Yee@uscg.mil AND Thao.M.Ly@uscg.mil on all RFQ correspondence.
B) To answer RFQ clarification questions 02 thru 05.
2) REF: Current Dry Dock Certifications. Award is contingent upon valid Dry Dock Certification.
Q: We have a recent survey done this year on the drydock from a NAMS certified marine surveyor for our insurance company. If a PE stamp is required this is very expensive and we are a small business. Will the survey that was completed be adequate or can we get the PE certification done if we will be awarded the contract after reviewing all other pricing. It is a big gamble to get the PE stamp for a job we may not get, and with the current market it is not possible for us.
A: The US Coast Guard requires a full Dry Dock Certification Package in accordance with SFLC-
STD SPEC 8634 (In particular, but not limited to, Clause 3.5.1.1) which is found in the
Specification References. All proposals must include any and all associated costs to include the full Dry Dock Certification Package, or may be subject to disqualification.
3) REF: WI-86, Para 3.3.1, Flanking Rudder Foundation, Mod
Q: As there are many class drawings listed, in Table I, please confirm or clarify if 75D-WAGL-
2200-015 is the correct class dwg to review. If so, Looking at Dwg 75D WAGL 2200-15 Rev C ;
I don’t see a directive leading to a clear scope of work to bid on.
Can you be more specific as to the scope of work required to bid on?
What section on which drawing page(s) is the scope referring to?
A: Completion of the items is contained in Rev. Block C of 75D-WAGL-2200-015 and Rev. Block B of 75D-WAGL-2200-017. The AXE is a Class D so the drawings listed is under Table 1 for 75D.
4) REF: WIs -78 & -79, Umbilical Recpt Deck Penetrations; Tender; Umbilical Recpt Deck
Penetrations; Barge
Q: Recent ship check revealed [according to my assessment] no correlation between what the specifications and photos depict and the existing set-up. Please clarify if these two work items are still necessary to be bid. Are these possibly photos from another tender not the
Axe?
A: The photos included depict the work area prior to replacement of the receptacles and deck penetrations on the prototype cutter, USCGC SLEDGE. Work items are still necessary to bid mailto:Vincent.Yee@uscg.mil mailto:Thao.M.Ly@uscg.mil

AMENDMENT NO. 02
and CG may provide photos to assist, but bidders shall not deviate from the specifications or drawings.
5) REF: WI-83, Plating, Bulwark
Q: 3.2 work location is unclear as to where the 18 locations are in relationship to the “bulwarks near the deck”. Ship check did not reveal any obvious / specific locations or presumed locations. Can you clarify where the 18 locations are?
Also Ktr understands no interferences are noted so all work would be above the main deck level and not affect the main deck or underside of the main deck overhead.
Is this a correct understanding? Please confirm.
A: The Specifications were written off the areas visually showing extensive corrosion. For the second part of the question, Yes-all work should be completed above deck.
*** THE SOLICITATION CLOSING DATE HAS NOT CHANGED DUE TO THIS AMENDMENT.
RECEIPT OF PROPOSALS ARE DUE NO LATER THAN 04DEC2020 @ 01:00 PM PACIFIC TIME.
