DRY-DOCK & REPAIRS OF CGC HAMILTON (WMSL 753)

AMENDMENT #0002

The purpose of this amendment is as follows:

a.The responses to the following Request for Clarifications are as follows:
QUESTION NO. 1: Attachment 2 – Schedule of Supplies/Services-Prices, Optional ItemO-04, Shafting System (Internal Surfaces) Preserve (Table 1); QUESTION: Attachment 2 –Schedule of Supplies/Services – Prices asks for us to break out WI 4 into 4 separate prices, witha note saying 1 activation per location shown in Table 1). Each one is listed as Shafting System(Internal Surfaces) Preserve, 1 JB. Table 1 only shows two different locations. Please clarifywhat we are pricing for O-4(a), O-4(b), O-4(c) and O-4(d).

ANSWER: Contractors are advised that all work items listed under CLIN 0002 Optional Items contains sub-CLINS for each work items. The sub-CLINS represents how many times the optional item may be activated for the duration of the contract. Work Item O-04 will only be activated a maximum of 2 times. One per shaft. Due to this change on WI O-04, the pricing schedule for CLIN 0002, Optional Items, is revised accordingly as shown in the attached revision. Offerors are advised to utilize the revised pricing schedule in submitting a proposal to this requirement.

QUESTION NO. 2: Attachment 3 – Continuation of Combined Synopsis/Solicitation, Addendum to FAR 52.212-4, Bullet #11, Accessibility of Contractor’s Facility; According to the GA, max height of the vessel is 140 feet from Baseline and draft is 14.4 feet, that would be an airdraft of 125.6 feet; please, confirm this data. In the Solicitation it is requested a minimum vertical clearance of 150 feet, please, provide air draft, minimum draft and required clearance above highest point of vessel.

ANSWER: A minimum vertical clearance of 150 Ft from lowest projection to top of mast +clearance. The air draft (required/minimum) is 130 FT above the water line and the draft at light ship is 14 FT.

QUESTION NO. 3: Attachment 2 – Schedule of Supplies/Services – Prices, Work Item O-06, General Welding, Provide, paragraph 3.3.1 & 3.3.2; Attachment 2 – Schedule of Supplies/Services – Prices asks for us to break out WI 6 into five separate prices. Each one is listed as General Welding Provide, 1 JB. Within the body of the WI that we are to quote para 3.3.1 for clad welding including costs of set up, gas free certification and additional ventilation. Para 3.3.2 tasks us to quote clad welding without any additional set up, gas free certification, or ventilation and that this may be authorized up to 5 times. Are we to quote one price for para 3.3.1 and then another price five times for 3.3.2? If this is how we are to break down our pricing, we are missing a line to quote. Please clarify.

ANSWER: Work Item O-06(a) should be the proposed price for paragraph 3.3.1. WI O-06(b)through (e) should be the proposed price for the first activations of paragraph 3.3.2. Additionalline to account O-06(f) is added for the 5th activation of paragraph 3.3.2. As stated on the answerfor Question No. 1, the pricing schedule for CLIN 0002, Optional Items, is revised accordingly
As shown on the attached revision.
QUESTION NO. 4: Work Item O-38, Impressed Current Cathodic Protection System Anodes,
Renew, paragraph 1.2, 3.1, Table 1; Paragraph 3.1 directs us to renew the anode shown in Table1. Table 1 shows six anodes, but paragraph 1.2 only shows GFM for one. If more than one
anode is to be replaced, will the government be furnishing material for these as well?

ANSWER: The Government will be furnishing material as needed for this optional work item. Paragraph 1.1.1 states for the contractor to renew one anode and Table 1 lists the possible anodes to be renewed. This work item may be activated multiple times if multiple anodes required renewal.

QUESTION NO. 5: Work Item No. D-40, Temporary Services, Provide (Vessel in Drydock), paragraph 3.29: Paragraph 3.29 says to provide scaffolding in the starboard hangar (S/Y or SPAWAR to provide, please identify). Who is providing this scaffolding? If it is the shipyard, how much scaffolding are we to provide?

ANSWER: Contractor will provide scaffolding so that three workers can gain access to the Aft
ship hull deck, superstructure STBD on the 03 deck at frame 57.5 to remove EHF Barbettes andpedestals, and install NMT foundations. It will require a structure of approximately 18’ x 16’ x10’ (L x W x H).
