About this file

This file is a Questions and Answers document for the Portsmouth Federal Building Signs Replacement procurement, addressing 21 inquiries from prospective contractors regarding project scope, specifications, and submission requirements.

The project involves fabrication, delivery, and installation of exterior signage and an entrance awning at the Portsmouth Federal Building to support United States Coast Guard branding and facility identification standards. Key project parameters include: sign dimensions of 96" x 288"; new signage must be the same size or larger than existing signage; all materials must be UV and weather-resistant; contractors are responsible for removing existing signage, performing necessary wall repairs, painting, and surface restoration to building code standards; no government budget estimate is available for release; no specific warranty duration is required; no structural engineering certification or security escorts are anticipated; and electrically disconnects, wall repairs, and surface restoration are the contractor's responsibility. Vendors may view the area from the public sidewalk, with detailed inspections requiring coordination with the Point of Contact. The government will not furnish electrical disconnects or surface restoration work. Submission requirements include email delivery of pricing with a cost breakdown only; no specific price schedule format is mandated, and contractors should reference the solicitation for required documentation. This is a new requirement with no incumbent contractor or recompete involved.

75120PR260000024 - Portsmouth Federal Building Signs Replacement - QUESTIONS

1. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

No. This is a new requirement.

2. Is there a government estimate or maximum budget allocated for this requirement?

This information is unavailable for release

3. Are there a preferred date and procedure for coordinating the required site visit?

We're flexible. POC might change for availability, but we're motivated to facilitate getting it done.

4. Are there any known access restrictions, lift limitations, or installation-hour limitations at the facility that offerors should consider during pricing and scheduling?

Given that they are working just outside of the security perimeter access is not an issue. We don't have restrictions on hours from a CG unit standpoint. As the Subject Matter Experts, I'd defer to them on local codes and OSHA requirements as far as it being so close to the sidewalk. I'm not sure what lift limitations mean, guessing construction equipment? That's one the reasons we lean towards a site visit.

5. Are there any preferred material specifications beyond the UV/weather-resistant requirements identified in the Statement of Work?

I say no but honestly, I don't know enough about the industry to know if we should be more specific. That is vague and I don't want something that'll look terrible in 1 year. I'm not sure the best way to word this. Is there some way to engage with them to help us identify what's reasonable?

6. Will the Government require any specific warranty duration for workmanship or materials?

No

7. Are there any anticipated security, escort, or badging requirements for installation personnel and equipment?

No. They will be working just outside the hard security perimeter.

8. Will electrically disconnects, wall repairs, painting, or surface restoration associated with removal of the existing signage be Government-furnished, or should contractors include those items within their pricing assumptions?

The contractor is expected to perform any necessary action to remove the sign and is responsible for any work required to restore the surface if required. All the new signage should be the same size or bigger than the existing signage. Any restoration being covered by new signage is needed to be cosmetically restored to a new or similar appearance. It just needs to be properly restored to building code for things such as water intrusion and structural integrity.

9. Does the Government anticipate any structural review or engineering certification requirements for the mounting systems?

No, it's not expected. I have no idea how the contractor plans to affix the signage to the building. I'm expecting them to understand building code and industry standards.

10. Is a site visit needed or if vendors are free to view the area on their own since its not on a base? Are there preferred dates and procedures for coordinating the required site visit?

Vendors are free to view the area from the public sidewalk. To perform a detailed inspection of the sign or building please coordinate with the POC in the SOW. We can alert security so they will be aware. When I say detailed inspection, I mean a desire to walk into the garden area below the sign to physically touch the building and/or setup a ladder to look behind or around the sign.

11. Is there a government estimate or maximum budget allocated for this requirement?

See #2

12. Are there any known access restrictions, lift limitations, or installation-hour limitations at the facility that offerors should consider during pricing and scheduling?

None at this time

13. Are there any preferred material specifications beyond the UV/weather-resistant requirements identified in the Statement of Work?

No.

14. Are there any anticipated security, escort, or badging requirements for installation personnel and equipment?

No due to this being located outside and not on a base

15. Will electrically disconnects, wall repairs, painting, or surface restoration associated with removal of the existing signage be Government-furnished, or should contractors include those items within them pricing assumptions?

See #8

16. Does the Government anticipate any structural review or engineering certification requirements for the mounting systems?

No.

17. How would you like the quote submitted — email, portal, or another format?

Email

18. What should be included with the quote — price, technical approach, past performance, or price only?

We only need a price with a breakdown of costs.

19. Is there a specific price schedule format required?

No.

20. What is required to properly submit our contract estimate/proposal?

See solicitation for required documents.

21. Are the sign dimensions 96"×288" or 36"×108"?

96” x 288”
