AMENDMENT 0002
SF-30 CONTINUATION
QUESTION AND RESPONSE NUMBERS
1.) Are services restricted to only Thursdays for facilities services and Fridays for housing residential services?
ANS. Although attachments 1 and 2 depict services on Thursdays and Fridays, Section 4.8 Post
Award Conference States – At least 5 days before contract start date, the Contractor Project
Manager shall schedule a pre-start meeting. This meeting will include the KO, COR, environmental staff and other BCC representatives to discuss and develop a mutual understanding relative to scheduling and administration of work performed under this contract.
Section 5.1.1 states collection outside of normal business hours of 0730hrs – 1600hrs shall require prior approval of the COR while Section 5.1.2 also states that awarded contractors shall establish a plan for vehicle routes and collection schedules to be submitted to the COR for approval within fifteen (15) calendar days prior top stat of contract and every option years awarded. All of these statements allow for a mutually agreed upon schedule. We do however, expect all services to be conducted within a given day of the week for each of the waste stream respectively. I.E Industrial container disposal on Thursday and Residential on Friday as depicted in Attachments 1 & 2.
2.) What is the current occupancy of residential housing?
ANS. Currently our residential housing is at a 50% occupancy rate but will be increasing to the full potential of 160 homes in the very near future.
3.) How will “Waste Ban Items” such as mattresses and tires be managed in C&D containers under bulk waste disposal offerings?
ANS. Bulk Items are defined in section 3 - “Bulk Items - discarded appliances, furniture, tires, carpets, mattresses, and similar large items, which require special collection due to their size, but can be collected without the assistance of special loading equipment (such as forklifts or cranes) and without violating vehicle load limits. Includes such items as furniture, TV sets, mattresses, scrap material, rugs, and otherwise non-recyclable material. It does not include abandoned automobiles.” Section 4.6 Types of Materials - “Materials to be collected consist of (but are not limited to): kitchen waste, paper, rags, cloth, cans, bottles, boxes, cartons, crates, worn-out household articles, newspapers and magazines, and other articles of similar nature. Also included is construction debris such as pipe, concrete block, lumber and worn out furniture. Materials not included as part of this contract includes hazardous waste, explosives, biohazard waste, or other salvageable material.” These materials will be added to the normal bulk disposal offerings contained within the standard 30 Cu/Yd. container without segregation for waste ban items such as mattresses and tires.
4.) Do our vehicles need to be weighed prior to arrival on Base and after departing?
ANS. Section 5.6.2 states - Weighing of Vehicles. All vehicles used in the collection process shall be empty upon arrival to BCC on the specified collection dates in attachment 1 & 2 and will be subject to inspection by the COR. After completion of scheduled recovery of refuse and waste streams on BCC, all outgoing vehicles shall not be allowed collect any other waste until weights of collected BCC waste has been recorded on an official disposal facility weigh (tare) ticket provided by the operator of disposal facility and then subsequently provided to the COR within 7 days.
**If a vehicle is weighed prior to its arrival and the COR is provided a “Tare” weight of the vehicle it would be considered in an acceptable “Empty” state. The disposal of accrued waste recovered while on base still needs to be weighed out prior to serving any other customers. Weight In / Weight Out. An Empty vehicle would be ideal but understandably not always necessary if a beginning weight is provided to the COR upon the vehicles arrival.**
5.) What government equipment and furnishing will be provided for this contracted effort?
ANS. Blue 96 gallon residential curbside recycling totes will be made available for services within housing under this contract. As depicted by Section 5.2.2. “The Contractor and the COR shall conduct a joint inventory of Government furnished equipment before commencing work under this contract to determine the exact number and serviceability of Government furnished equipment (reusable residential containers). The Contractor shall then certify the findings of this inventory and indicate, in writing, which items of equipment will be used to provide services under this contract. See Section 6.0 – Deliverables.”
6.) Is it possible to provide a weight report for the past two years that breaks-down the weights by category? The aggregated figures in Attachment 4 are not very helpful as they do not correspond to the 5 CLINS on the Schedule of Supplies/Services.
ANS. Our previous services for Municipal Solid Waste (MSW) were both calculated together.
Both industrial and residential weights were calculated by– MSW historical average based on industrial standards weights for specific volumes for cubic feet serviced which averaged out to
650 TON - combined. The other lines of service (Construction and Demo (Bulk) Debris ), Commercial Food Waste & Residential Curbside Single stream recycling are also calculated by industrial standards weights for specific volumes for cubic feet serviced. Respectively - Bulk
Debris / C&D 30 yd. roll off offerings averaged 125 TON and Residential Curbside SSR also averaged 125 TON while the Commercial food Wastes averaged out at 4 TON over a two year period.
7.) Is it possible to allow a non-incumbent bid winner 60-90 days after award to begin the contract because supply and manufacturing delays in the solid waste and recycling industry require approximately 8 weeks to take delivery on new dumpsters and roll-offs?
ANS. The contract must start 01 January 2022.
8.) Will the COR consider other pick-up days than those listed in Attachments 1 and 2?
ANS. Previously answered – But yes allowed to be discussed and agreed upon in the Post
Award Conference.
9.) Is there a location on-Base to store 5-10 totes to accommodate changes in residential occupancy?
ANS. Yes, we will have storage space for approximately 6-12 MWS 96 gallon totes needed for curbside replacements and occupancy changes.
10.) Will rear-load dumpsters, the industry equivalent of front-load dumpsters, be acceptable?
ANS. I see no issue with these type of rear load vehicles. Access should not be an issue.
11.) When residences have bulk items and additional trash for disposal in addition to the totes, is the contractor expected to pick-up those items? If yes, how would that be billed?
ANS. Residents are not allowed to place bulk items curbside. They are asked to recover all bulk items locally at the base recycling center.
12.) Will the USCG allow for itemized billing of MA Waste Ban items placed in the bulk roll-offs or picked-up at the residences (i.e. mattresses, appliances, tires, pressurized tanks, TVs/CRTs, etc.)?
AMENDMENT 0002
ANS. Bulk items such as tires and mattresses have not been itemized in the past and would typically be offered as standard bulk C&D and be comingled with other bulk debris offering. Other items mentioned have isolated waste streams that are not a part of this requested service, pressurized tanks, TV/CRTs and appliances are otherwise disposed through other disposal efforts. - Section 4.6
13.) Do you have a template weekly weight report that can be shared with bidders?
ANS. The expectation is that weekly “TARE” tickets will be sent electronically to the COR for recoding in the Base Cape Cod Recycling Data Matrix for all waste streams no later than 7 days after said services. - Section 5.6.2
