QUESTIONS AND ANSWERS #1
RFQ NO. 70Z08420QAA952200, Amendment #1
Full Food Service at Sector Sault Sainte Marie, MI
Q.1 Who is the current food service provider at the facility now?
A.1 The current contract is with XCEL Protective Services, Inc.
Q.2 What is the breakdown between USCG personnel dining at the facility and paying patrons?
A.2 This unit does not have Essential Unit/Station Messing, so all patrons are required to provide payment prior to service. All persons patronizing the dining facility will fall under the meal rates established in the calendar year meal rates message, published each
December. The contractor will be responsible for ensuring the appropriate meal rate is applied to each patron category and documented on the sign-in sheet. The PWS details reimbursement for meals and the contractor’s responsibilities in this regard.
Q.3 How many people are at this facility and how long do the USCG personnel stay at this location?
A.3
a. There are approximately 180 military personnel and government civilians that are attached to this unit and the associated subordinate and tenant units.
b. The totals for meals listed in #2 above should be used as a guideline for anticipated meal service.
c. There are no more than 10 personnel that remain overnight daily, but they will generally arrange for their own dinner meals. The PWS does specify that a “box” dinner will be made available, but according to FY18 and FY19 totals, there have been no dinners purchased. This likely represents poor documentation. Best guess is that no more than five dinner box meals are served each week.
Q.4 What is the square footage of the kitchen/dining facility?
A.4 Approximately 3200 sq. ft. of dining facility space total, of which approximately
2000 sq. ft. is food prep, food stores, sanitation, and kitchen office space.
Q.5 How many catered events does the facility have and are we able to bill separately?
A.5 None. Any special events (parking lot BBQ or holiday meals) will be considered to be “in-lieu-of” the regularly planned meal, but will be coordinated with significant forewarning and USCG personnel assistance. These are a rare occurrence, occurring no more than three times annually. The absence of catered events does not preclude the contractor from pursuing catered events in the local community as part of their business enterprise, but the use of the dining facility in its entirety remains solely for the preparation and service of the USCG daily meals.
Q.6 Can we cater events off-site?
A.6 As stated in #6—nothing in your prospective agreement with the government prevents you from operating your business elsewhere locally. The USCG facilities will remain solely for the use and service of the USCG contract. No food or equipment storage, food preparation, or utilization of government furnished equipment for furtherance of your business outside of USCG operations will be permitted. Historically, events catered on behalf of the USCG off-site have been contracted separately or as part of the rental agreement with the rented space. There should be no expectation at this point that the USCG will need off-site service as a part of this contract. If a need for off-site services outside of the confines of the full food services contract and physical confines of the Sector facility proper arises, it will be contracted via the normal acquisition channels.
Q.7 Is the dining facility open to the outside public?
A.7 No. All patrons will be associated with the USCG or will be a guest of USCG members.
Q.8 Can you specify the categories of customers who are considered “patrons”? For example, are non-military employees considered patrons?
A.8
a. Everyone will be a patron, no matter their association with the USCG.
b. There are two classes of patrons- Standard Meal Rate and Full Meal Rate
(guidance will be given by the Contract Officer’s Representative as to application of these rates and preferred documentation)
c. Standard Meal Rate
1.Active duty members
2.Reserve or Auxiliary members on orders
3.Coast Guard civilian employees
4.Dependents of active duty members E1-E4
5.Nonprofit youth groups
d. Full Meal Rate
1.Civilians- nonfederal or federal other agency
2.Reserve members no orders
3.Auxiliarists no orders
4.Dependents of active duty members E5 and above
5.USCG Retirees
Q.9 What are the demographics of the facility?
A.9 80% active duty military; 20% civilian.
Q.10 What are your COVID guidelines and procedures for the kitchen and facility?
A.10
1. All meals will be offered “to-go” with disposable boxes, disposable utensil packs, and bottled drinks.
2. Masks are to be worn on the mess deck (dining room) and galley (kitchen facility) by all persons, all the time.
3. Hot line items will be served into to-go boxes.
4. Salads will be dressed upon request into to-go boxes.
5. Debit/Credit cards are the preferred method of payment.
6. Galley personnel will not handle debit/credit cards.
7. Patrons are not permitted within 6’ of the serving line.
8. No coffee service, bulk milk dispensing, or water/ice dispensing.
Q.11 Are there any existing COVID safety measures in place?
A.11 See #11.
Q.12 Is this facility self-operated?
A.12 This facility will be part military cooks (who are stationed there) and contracted personnel that the vendor would provide, per the PWS. The military cooks will have a supervisor to oversee all personnel in the galley for day to day operations.
Q.13 Can you break out the number of dinner orders?
A.13
1. Dinner is provided as a “box” lunch upon request.
2. Requests must be provided prior to 1200 the day of.
3. The “box” dinner is saved in the galley refrigerator for the patron to remove at their leisure.
4. We have no data on the number of box dinners requested. Our records currently show 0, but this is likely wrong. Best estimate is no more than 5 a week, if that.
Q.14 Is the food service contractor allowed to sell beer?
A.14 No.
Q.15 Will you provide pictures or videos of the kitchen and dining facilities?
A.15 Attached below.
Q.16 When did the equipment come into service and can you list when each piece of equipment came into operation?
A.16
1. Known equipment life is listed below. The age of all other equipment listed in the solicitation is unknown, but confirmed to be in good repair. All standard kitchen small wares and small appliances will be provided or may be requested for furnishing by the government. All equipment repairs will be furnished by the government.
