The subject solicitation is hereby amended as follows:
A. The purpose of this amendment is to answer a vendor’s question (See continuation page).
B. The quote due date and time remains Wednesday, December 06, 2017, 3:00pm Eastern.
C. Per 52.212-1, Instructions to Offerors, (3) Solicitation Amendments. Offerors shall acknowledge all Solicitation Amendments. Offerors shall complete Blocks 8 and 15(a-c) on all Solicitation Amendments (SF-30) issued by the Government and submit with their quote.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Questions and Answers Q.1. In Amendment 6, the answer to question one says," As stated in the solicitation, the vendors are required to submit a complete ESAPI data set. ESAPI plates are commercially available; (3M & LTC) just to name a few sources of supply." ESAPI that has met Government First Article Test Standards, are ONLY provided to the US Government and are not commercially available. However, there are companies that market plates that meet the Government ESAPI requirements; however, they have not been approved/certified by the US Government. The use of commercial plates could lead to safety concerns as they have not been tested to the stringent US Government standards. If the USCG requires that vendors submit a full FAT with ESAPI plates, then the US Government needs to provide Government approved ESAPI plates to venders in order to complete the testing. A full ESAPI FAT would require approximately 120 plates as required by the ESAPI specification and the Director, Operational Test & Evaluation (DOT&E) protocol.
As this solicitation is for soft armor only, why is a complete ESAPI FAT required? As this represents system level testing, the hard armor plate does around 90% of the work in order to defeat the required rifle rounds. If there is a failure during testing, the hard armor plate is typically considered at fault.
A.1. Per the Statement of Work, Section 2.2.3, the Government requires the vendors provide complete independent test data reports for the ballistics performance. The Government does not require the FAT for the ESAPI System independently but as a complete system as a whole. The Government’s intent is for the ESAPI and Level IIIA+ when tested in conjunction at an NIJ certified ballistics testing facility to have a combined back face signature not to exceed 40mm. The requirement for testing of the soft armor Level IIIA+ when combined with the ESAPI plates is 30mm.
