The subject solicitation is hereby amended as follows:
A. The purpose of this amendment is to answer offerors’ questions (See continuation page).
B. The offer due date and time remains November 21, 2017, 3:00pm Eastern.
C. Per 52.212-1, Instructions to Offerors, (3) Solicitation Amendments. Offerors shall acknowledge all Solicitation Amendments. Offerors shall complete Blocks 8 and 15(a-c) on all Solicitation Amendments (SF-30) issued by the Government and submit with their offer.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Questions and Answers Q.1. Is it the Government's intent to have the contractor submit a complete ESAPI data set, or can we provide an abbreviated set of data for each threat code listed in Appendix A, Table I in the CO/PD 04-19H? A full ESAPI data set would cost between $75K and $100K. We suggest an abbreviated test consisting of (1) V0 per threat in Appendix A, Table I, (6) total V0's.
A.1. As stated in the solicitation, the vendors are required to submit a complete ESAPI data set. ESAPI plates are commercially available; (3M & LTC) just to name a few sources of supply.
Q.2. Please clarify why the Government requires data from the soft armor manufacturers when this is typically conducted by the Government.
A.2. The government will not provide clarification on why the data is required.
Q.3. Please clarify why the Government requires the data on a soft armor backer which is much more robust than current soft armor solutions.
A.3. The data is required to ensure that the armor, when tested in conjunction with the ESAPI plates, meets our requirements.
Q.4. Does the ESAPI used for generating this data need to be FAT approved?
A.4. Yes, the data should be FAT approved per FAR SUBPART 209.3.
Q.5. Will the Government provide the ESAPI plates required for testing?
A.5. No, the government will not provide the ESAPI plates for the testing. As stated previously, the plates are commercially available.
