Linebach Funkhouser Project No. 024-20 USCG Contract No. 47QRAA18D0035

Dear Ms. Porras:

Linebach Funkhouser, Inc. (LFI) completed Sediment Sampling and Analysis activities at the above referenced subject site. These services were performed in accordance with the scope of services provided by the U.S. Coast Guard (USCG) and the Sampling and Analysis Plan U.S.

Coast Guard Station Houston, TX Maintenance Dredging Project, dated November 26, 2019. This letter report provides our summary of the activities completed along with our evaluation of the results.

Background

The USCG Station Houston, Texas is planning to conduct a maintenance dredging project within the station’s breakwater area and mooring facility. The USCG has provided LFI with the following objectives for the dredge material sampling and testing:

• Collect sediment samples which adequately characterize the project dredged materials;

• Analyze the dredged material samples chemically and physically to provide information to determine if the sediments are contaminated;

• Document the field sampling and results of physical and chemical analyses of sediments, and quality control measures; and

• Determine whether unacceptable and adverse impacts would result from dredging and dredging placement operations.

The following sections detail LFI’s sample collection methodology, laboratory results for the collected samples, and LFI’s conclusions based on field observations and laboratory results.

Sediment Sampling & Analysis Letter Report April 1, 2020 USCG Station Houston, Texas LFI Project No. 024-20

Procedures

On February 24, 2020, LFI mobilized to the USCG Station in Houston, Texas to perform water, sediment, and elutriate sampling. Laboratory analytical data associated with the sampling is attached in Appendix A. The procedures for each sampling activity are described as follows:

Water Sampling

Prior to collecting the water samples, LFI collected the water quality parameters at the requested sampling location using a YSI Multiparameter Water Quality Meter. Water depth was gauged to be approximately 6 feet below surface to top of sediments. Using new, dedicated polypropylene tubing, LFI pumped five hose volumes with an intake depth of approximately 3 feet below surface level prior to recording water quality parameters. The table below summarizes the water quality parameters recorded by LFI:

Water Quality Parameter Readings Parameter Reading 1 Reading 2 Reading 3 Reading 4

Temperature (°C) 21.47 21.37 20.02 19.51 pH 8.11 8.08 8.05 8.04

Conductivity (mS/cm) 4.67 4.60 4.36 4.41

Salinity (ppt) 2.5 2.4 2.4 2.4

After recording 20 minutes of water quality parameters, LFI collected the required water samples using the same peristaltic pump and new polypropylene tubing from a depth of approximately 3 feet. The water sample analyzed for metals was filtered using a new dedicated 0.45 µm filter. The sample for mercury analysis was not filtered prior to dispensing into the container. All water samples were dispensed into clean laboratory supplied containers provided by ALS Environmental and were packed into a cooler prior to direct delivery to ALS Environmental laboratory in Houston, Texas.

The water sample was analyzed for the following constituents:

• Semi-Volatile Organic Compounds (SVOCs) using EPA Method 8270D LL;

• Metals (except mercury) field-filtered using EPA Method 6020A;

• Mercury using EPA Method 7470A;

• Polychlorinated Biphenyls (PCBs) using EPA Method 8082A LL;

• Pesticides using EPA Method 8081B LL;

• Total Organic Carbon (TOC) using EPA Method 5310B;

• Ammonia using EPA Method 4500 NH3-B-F;

• Total Petroleum Hydrocarbons (TPH) using EPA Method TX-1005.

Sediment Sampling

LFI advanced a drop-tube sampler with a clean acetate liner at the requested sampling location to a depth of approximately 2.5 feet into the sediment. Multiple drop-tube samples were collected for

Sediment Sampling & Analysis Letter Report April 1, 2020 USCG Station Houston, Texas LFI Project No. 024-20 the necessary sample volume and were placed in a clean stainless-steel bowl. The sediments consisted of a black to dark gray, very soft to stiff, silty clay. The samples were mixed together in the stainless-steel bowl to homogenize the sample. The homogenized sample was placed into clean glass containers supplied by ALS Environmental and were packed into a cooler for direct delivery to ALS Environmental laboratory in Houston, Texas.

The sediment sample was analyzed for the following constituents:

• Semi-Volatile Organic Compounds (SVOCs) using EPA Method 8270D LL;

• Metals using EPA Method 6020A/7471B;

• Polychlorinated Biphenyls (PCBs) using EPA Method 8082A LL;

• Pesticides using EPA Method 8081B LL;

• Water Content/Percent Solids using EPA Method 3550;

• Grain Size using EPA Method D422;

• Total Organic Carbon (TOC) using EPA Method 9060;

• Ammonia using EPA Method 350.1;

• Total Petroleum Hydrocarbons (TPH) using EPA Method TX-1005;

• Dioxins using EPA Method 8082B.

Elutriate Sampling

During the collection of both the water and sediment samples, LFI also collected additional samples for elutriate analysis. The samples were packed into clean laboratory supplied containers and placed in a cooler for direct delivery to ALS Environmental laboratory in Houston, Texas.

The elutriate sample was analyzed for the following constituents:

• Semi-Volatile Organic Compounds (SVOCs) using EPA Method 8270D LL;

• Metals using EPA Method 6020A/7470A;

• Polychlorinated Biphenyls (PCBs) using EPA Method 8082A LL;

• Pesticides using EPA Method 8081B LL;

• Total Organic Carbon (TOC) using EPA Method 5310B;

• Ammonia using EPA Method 4500 NH3-B-F;

• Total Petroleum Hydrocarbons (TPH) using EPA Method TX-1005.

Summary of Results

The results of the sampling activities are included in the attached Tables 1, 2, and 3. A summary of the results for the samples submitted for laboratory analysis are as follows:

Sediment

• The sediment consisted of a black to gray, silty clay based on a review of the grain size analysis conducted by Tolunay-Wong Engineers, Inc.

• No constituents were detected above USCG Selected Screening Levels.

Sediment Sampling & Analysis Letter Report April 1, 2020 USCG Station Houston, Texas LFI Project No. 024-20

• No constituents were detected above the Tier I Soil PCLs for Human Health Screening Levels for Residential or Commercial/Industrial land use.

• The laboratory reporting limits for organochlorine pesticide constituents of 4,4- DDD, 4,4-DDE, 4,4-DDT, and dieldrin were above their respective USCG screening limits. Based on a review of the analytical data, a method dilution of 10 was required due to dilution for high concentrations of non-target analytes.

• Dioxins were detected at various concentrations above their respective laboratory reporting levels. No screening levels were provided to evaluate the concentrations.

Water

• No constituents were detected above USCG Selected Screening Levels in the water sample.

Elutriate

• No constituents were detected above USCG Selected Screening Levels for in the elutriate sample. Samples results were compared to the 2018 Texas Surface Water Quality Standards for freshwater acute criteria based on the water within the Houston Ship channel is freshwater based on the readings from the YSI Multiparameter Water Quality Meter.

Conclusions

Based on the sampling results, no constituents were detected above their respective screening levels for sediment or water samples. The water at the site is considered freshwater and the sediments will be disposed of on land.

No organochlorine pesticides were detected in the samples submitted for analysis. However, the laboratory reporting limits for organochlorine pesticide constituents of 4,4-DDD, 4,4-DDE, 4,4- DDT, and dieldrin were above their respective USCG screening limits. Based on a review of the analytical data, a method dilution of 10 was required due to dilution for high concentrations of non-target analytes. See laboratory report for clarification.

Various concentrations of dioxins, which is a generic term for a group of chemicals properly called polychlorinated dibenzodioxins (PCDDs), were detected in the sediments above the laboratory screening levels. The Sampling and Analysis Plan did not provide evaluation procedures for these constituents. The Houston Ship Channel is known to have various concentrations of PCDDs due to historical chemical and industrial operations (PBS&J, September 2001).
