GOVERNMENT RESPONSE TO REQUEST FOR INFORMATION (RFI)

1) Does the disposal area currently have a usable water control outlet structure?

The outfall structures are in proper working condition, the contractor will have to monitor the outfall in accordance with contract documents. There is no requirement to construct berms or containment areas.

2) Does the 1,500 CY estimate include the 1’ of overdredge?

Yes, the estimated quantity of 1,500 CY includes 1’ overdredge.

3) Can we work 12 hours per day, seven days per week?

Yes; however, specific schedule/hours shall be coordinated through the Contracting Officer’s Representative

(COR).

4) Page 32 of the solicitation specifies that the estimated cost is between $500,000 and $1,000,000 while on beta.sam.gov it specifies $250,000 - $500,000. Could this be clarified?

The estimated cost is between $500,000 and $1,000,000.

5) Is the contractor to include any disposal fees from the Port of Houston in its pricing or will the US Coast Guard pay for this directly?

No, the Contractor will not include disposal fees to the Port of Houston Authority in their pricing. The U.S.

Coast Guard has coordinated this with the Port of Houston Authority.

6) Section 1B Item 1C states that the dredge material cannot contain free liquids. How is this possible if we are to pump the material from Sims Bayou to the DMPA as shown and specified in the various exhibits?

There is no mentioning about free liquids in the revised contract specifications dated March 2021.

7) What is meant by “pump-out feature” in Section 1B Item 1C?

If desired by the contractor, as part of their means and methods, the material could be excavated mechanically, loading material into a barge, to then use a hydraulic pipeline to transport the sediment from the barge to the placement area. The contractor’s means and methods are determined by the contractor; however the discharge of the dredge sediment shall be via hydraulic pipeline as dump trucks are not allowed on the levees as stated in Specification Section 35 20 23, paragraph 3.3.

8) When was the bathymetric done as shown in the plans?

The hydrographic survey included in Appendix G was conducted in July 2018.

9) The sediment sampling analysis shows that the sediment contains dioxins and organochlorine pesticide constituents above their respective USCG screening limits. The placement area agreement specifically states that the material deposited there cannot be hazardous. Can the owner clarify that it classifies the material as non-hazardous?

The sediment sampling analysis has been reviewed by the U.S. Army Corps of Engineers and has agreed that the chemical analyses do not indicate a concern with the placement of the sediments and the dredge material is accepted for placement in the designated Federal upland placement area.

10) Could the owner provide the contact information for someone at TPC so to coordinate a site visit?

Mr. Michael Bankston, Plant Manager, Michael.Bankston@tpcgrp.com

11) Also, are we expected to dredge underneath the boathouse and boat lifts?

Yes.
