About this file
This document is a Questions and Answers (Q&A) file for the federal contract opportunity to replace Steam Boilers at the USCG Base in Elizabeth City, NC. The Q&A provides critical technical details about the project, including that the existing Building Automation System (BAS) is manufactured by Siemens, and the contractor will be responsible for providing electrical wiring and conduit to new boilers while reusing existing BAS sensors. The boilers should operate independently, and the USCG will handle BAS programming under an existing maintenance contract.
Key logistical details include that no performance or payment bonds are required, no forklift will be available on base for equipment loading, and contractor personnel must be vetted through USCG Security Force for base access. The procurement is 100% set-aside for small businesses with a size standard of $12.5M, using NAICS code 811310. Quotes are due by noon Eastern Time on June 30, 2025, to be submitted via email to Luis.R.Perez1@uscg.mil, with a scheduled site visit on June 24 at 1000 hours. The contract will be awarded on a Lowest Price Technically Acceptable basis as a Firm-Fixed Price contract.
