About this file

This is a Questions and Answers document for solicitation 70Z08026QMECP0031 for the USCGC Harriet Lane FY27 availability alteration (AA) contract.

The document addresses four technical inquiries from KTR (the contractor) regarding various work items. Question RSC JA1 concerns pier power availability and hookup specifications; the government clarified that Harriet Lane has no permanent berth assignment at Pearl Harbor, berths are assigned approximately one week prior to mooring, and power is the contractor's responsibility with shore power available at additional cost or generator requirement depending on pier assignment. Question 2 requests material verification for Work Item D-014 (Hull Plating and Line up Light; Renew), and the government confirmed the stainless steel line-up light fixture (NSN 6210-00-878-1127) is manufactured in 316 CRES material with HY-100 deck substrate, noting exact material requirements should be verified against applicable OEM/NAEC drawings prior to welding. Question 3 clarifies Work Item 7 (Hangar Joint, Renew) scope by correcting paragraph 3.2 to specify only the overhead seal between the trailing and stationary sections of the hangar requires renewal, as shown on drawing 905 WMEC 588-010 page 1. Question 4 addresses Work Item 2 (400 Hz Power Supply FCX Systems Inc Load Test) technical representation, with the government stating it does not maintain a qualified tech rep list and that previous KTRs throughout the fleet have used FCX Systems Inc, ultimately making it the KTR's responsibility to provide technical representation.

Questions to Solicitation 70Z08026QMECP0031

1. Question #: RSC JA1

KTR requests to know what pier power will be available if any during this contract and how far it will be located from the vessel to power KTR tools and equipment?

What hook-ups and AMP’s will be available? Ex. Viking, Russell-stolles, other.

ANSWER: Harriet Lane does not have a permanent berth assignment on Pearl Harbor. They are usually assigned a berth about a week prior to mooring. Because of this, the pier power situation is unknown until a berth is assigned. What we do know is that since this is a Naval facility, power is the contractor’s responsibility. Most piers will have shore power available at an additional cost, some piers require a generator.

2. Question:

For Work Item 014 - Hull Plating and Line up Light; Renew Can you please verify the material type for the Stainless Steel Line-up Light?

ANSWER: For WI D-014 Hull Plating and Line up Light; Renew: NSN 6210-00-878-1127 is identified as the steel version of the unidirectional flight-deck lineup light. Available manufacturer information indicates these fixtures are manufactured in 316 CRES. Exact material requirements should be verified against the applicable OEM/NAEC drawing prior to welding. The deck substrate is HY-100.

3. Question:

For Work Item 7: Hangar Joint, Renew: Are there multiple seals that must be replaced in the execution of this item? Please clarify which seal(s)/Joint(s) require replacement.

ANSWER: Para 3.2 is incorrect. The correct seal to be renewed is the overhead seal between the trailing and stationary sections of the Hangar shown on 905 WMEC 588-010 page 1.

4. Question:

For Work Item 2: 400 Hz Power Supply (FCX Systems Inc) Load Test: Please provide a list of available tech reps that are capable of working on this equipment. FCX Systems Inc has been unresponsive to solicitations for technical representation.

ANSWER: We do not maintain a list of qualified tech reps for Work Item 2: 400 Hz Power Supply (FCX Systems Inc) Load Test. Previous KTR’s throughout the fleet have used FCX Systems INC. It is ultimately up to the KTR to provide the tech rep.
