About this file

This is a Questions and Answers document for the USCGC THETIS DDL FY26 federal contract opportunity. The document addresses eleven questions and responses from offerors regarding submission requirements and technical specifications for various work items related to ship maintenance and upgrades.

Regarding submission requirements, the government denied two requests for bid extensions—one to April 7, 2026, and another for three additional weeks—directing offerors to proceed according to the posted solicitation on Sam.gov. Welding documentation is excluded from the 20-page technical capability submission limit. For past performance, offerors must identify up to three recent and relevant contracts or efforts performed within three years of solicitation posting, providing detailed explanations of relevance along with specific reference information including customer name, location, point of contact details, and contract period. For technical specifications, the government provided OEM contact information for Quantum Marine Stabilizers (fin stabilizers at 954-587-4205) and Schoellhorn-Albrecht Machine Co., Inc. (anchor windlass at 314-798-6337), along with references to required Coast Guard drawings available through DoD Safe. Specific clarifications include confirmation that riser renewal quantities will be designated by the Coast Guard Inspector using 90-10 CuNi material, fuel tank specifications requiring disposal of up to 3,000 gallons in tanks 4-47-1-F and 4-47-2-F due to hurricane season requirements, and references to multiple technical drawings for equipment including hydropneumatic tanks, vacuum collection tanks, hydraulic watertight doors, and ready service locker installations.
