Response to Questions/Requests for Clarification:

RFC 1: Work Item 11 para 3.1.1 indicates a CIR for para 3.2.2.1 Borescope Inspection. This paragraph number and title are not found in this work item. Will USG clarify?

Answer 1: There is no paragraph 3.2.2.1 and no separate CIR requirement. The only CIR for Work Item 11 is 3.2.2.

RFC 2: Work Item 28 Table 1 subpara 3.3.4 indicates a requirement for berthing for 12 male and 2 female personnel. Will USG confirm these numbers are correct?

Answer 2: This is the maximum amount of personnel that may be required to fulfill USCG duty section requirements. The actual berthing requirements may fluctuate below this maximum based on USCG and contractor work schedules.

RFC 3: SAM.gov states the place of performance is Port Angeles, WA. Are we to assume that this should say contractors’ facility? Are there any geographic restrictions? West coast, Puget Sound, etc.

Answer 3: The place of performance will be contractor’s drydock facility. There are no geographical restrictions.

RFC 4: Work Item 9: Propulsion Shafting; Remove, Inspect, and Reinstall

4a: Is the Government supplying a Tech Rep. for this work item to disconnect, remove and the inspections of oil tubes and OD Boxes and the hydraulic coupling between the tail shafts and the intermediate shafts and for the removals and reinstallations of the tail shafts?

Answer 4a: There is no specific tech rep for this item. However, related Controllable Pitch Propeller Work items require a contractor provided Tech Rep in accordance with Rev 1 of the Specification, dated 16 October 2025.

4b: Is the Government supplying special tooling for the removal of the hydraulic couplings and oil tubes and OD boxes?

Answer 4b: Special tooling is required to be provided by the Contractor, which is called out in the Tech Pubs referenced.

4c: Is the Government supplying the new seals and O-rings needed to reinstall and reconnect the Hydraulic Couplings and Oil Tubes and OD Boxes?

Answer 4c: No, per the spec the o-rings and seals for the hydraulic couplings and oil tubes are contractor furnished; the OD Box seals are furnished by the government in the CPP Inspect and Service Work item, not this work item.

4d: The requirements in this Definite Item 9 to install the Port and Starboard tail shafts in the lathe in paragraphs 3.2.2.4 through 3.2.2.4.3 require the hubs to be removed, but removing the hubs are not stated in this item. Work Item 16: Controllable Pitch Propeller (CPP) Hubs, Renew (Table 1, Task 1 to remove & reinstall designated hub) and Work Item 17: Controllable Pitch Propeller (CPP) Hubs, Inspect (Table 1, Task 1 to remove & Task 3 to reinstall designated hub) are both Optional Items and is only designated for one hub. Can the Government make Work Item 17: Controllable Pitch Propeller (CPP) Hubs, Inspect a Definite Item for both hubs? Or change the specification in Work Item 9 to include the removal and reinstallation of the Port and Starboard hubs for shaft inspections?

Answer 4d: The CPP Hub is listed as an interference in paragraph 3.1.4 and should be treated as such to remove shafts per work item.

RFC 5: Work Item 12: Propulsion Shaft Bearings, External, Renew.

In paragraph 3.2.2.1, does the Government have any records or knowledge of any existing chocking material in any of the bearing housings on the Active?

Answer 6a: Yes the blade seals are included in the hub seal kits; there are not O-rings on the blade bolts, however the blade bolt washers are included in the kit.

6b: Please provide contact information for tech rep. We need to engage with them to discuss scope of work, what they will be doing, and what is expected of contractor. The tech rep will need to work day shift and swing shift, as requested.

Answer 6b: Tech Rep is contractor provided in accordance with Rev 1 of the Specification, dated 16 October 2025.
