Response to Questions/Requests for Clarification:
RFC #1: Work Item: D-002, Paragraph: 3.2 Specification paragraph 3.2 lists (1000) Ultrasonic Measurements to be taken for the u/w body.
Request the government confirm 1000 UT measurements are requested.
Answer #1: Typo: should be 250.
RFC #2: Work Item: D-032, Paragraph: 3.5 Specification paragraph 3.5 directs the KTR to replace 30 LF of piping and fittings with no defined work location. The Detail 31A listed in 3.5 does not apply to the scope of work listed. Material for removal and replacement for this work cannot be identified as listed in the specification.
Request the government clarify the location for this work item. Identify all material to be replaced and references to identify the correct material for pricing.
Answer #2: Location is identified in paragraph 1. Scope, 1.1 Intent
RFC #3: Work Item: D-037, Paragraph: 4.1 Specification paragraph 4.1 Note lists ships force as procuring fluids and filling the system.
Request the government confirm ship’s force will procure potable water and fill the system as listed.
Answer #3: Yes
RFC #4: Work Item: D-013, Paragraph: 3.5.4.5 Specification paragraph 3.5.4.5 Hydraulic Hose Renewal does not provide a quantity or sizes and lengths of the hydraulic hoses requested to be replaced. The paragraph lists (quantity of hoses here.)
Request the government provide clarify the quantity, length, sizes and pressure rating of hoses to be replaced. Provide references to assist in hose identification.
Answer #4: This is clarified in Rev 2. Paragraph was removed.
RFC #5: Work Item: D-028, Paragraph: 3.4 Specification paragraph 3.4 Ref DWG 905 WMEC 612-001 BOM item 2 lists stanchions as 2.5 inch GRP. Per KTR conversation with vendors 2.5 inch GRP tubing is not manufactured. This DWG applies to stanchions listed as Frames 03S, 15S, 45P, 235P and 238P.
Request the government clarify the material to be used for fabrication of the stanchions listed.
Answer #4: Table 1 calls for 2.5” Aluminum as the material. DWGs also call for aluminum and deta couple at base.
RFC #6: Work Item: D-028, Paragraph: 3.6 Specification paragraph 3.6 lists the contractor to crop and renew the 50 caliber ammunition bracket in the location identified as directed by the CG Inspector. Reference DWGS detail listed does not apply to this work. A 2nd tier reference DWG is listed in the detail Reference 56 from DWG 905 WMEC 612- 001 was not provided.
Request the government clarify the paragraph scope of work and provide references or material to be used for the bracket replacements.
Answer #6: The DWG in Question was superseded by 905 WMEC 711-003 Plan 4-A and 905 WMEC 185-018. Contact Contract Specialist for DWGs. Provide JCP certification number and expiration date.
RFC #7: Work Item: D-044, Paragraph: 3.3 Specification paragraph 3.3 does not define any length of piping, number of fittings or if the inverted vent check valves are to be replaced with the air escapes.
Request the government identify the material required to be replaced to meet the requirement of “crop and renew air escapes” for each air escape as written in the work item.
Answer #7: Renew up to 2’ below deck penetration and as per the referenced DWGs.
RFC #8: Work Item: D-035, Paragraph: 3.3 Specification paragraph 3.3 does not provide clarification for the repair area. Length of piping to be replaced for the Port and Starboard sides listed is not defined. The KTR has reviewed the DWGs and conducted a ship check with a member of ships force present. Ship check did not reveal a cut out valve to isolate any piping repairs below the deck connection until well into the JP-5 space. The government does not list any pumping and cleaning for any JP-5 Service or Storage Tank to allow the KTR to obtain a Chemist Certification for piping repairs.
Request the government identify all material (piping and fittings) to be replaced; identify any JP-5 storage, fuel or service tanks which require pumping and gas free to complete repairs.
Answer #8: Renew up to 2’ below deck penetration and as per the referenced DWGs.
RFC #9: Work Item: D-039, Paragraph: 1.1, 3.3 In review of the WI specification the KTR finds the intent paragraph 1.1 Table 1 listed Communications Center (3-47-0-C) as a space for preservation. Paragraph 3.3 Surface Preservation calls for SFLC STD Specification 6310 Appendix B (Cutter and Boat Interior Painting Systems) Option II system selected.
This selection provides only Grit or Water jet surface blast for spaces other than engine and machinery.
Request the government review and confirm a grit or water jet surface prep is required for the Communications Space
Answer #9: Treat space like the other spaces in the work item (as an engineering space) and use SP 11 as preparation method.
RFC #10: Work Item: O-045, Paragraph: 1.1, 3 The KTR find that the shafting is not required to be removed for any item in this availability. Due to the intent and work scope listed to complete this optional repair the tail shafts for the vessel will be required to be removed and reinstalled if the item is activated. Activation of this item will affect readings taken for WI 9 if not activated before the DD portion of WI 9 is completed.
Request the government acknowledge the requirement for shaft removal revise this scope of work to include shaft removal.
