CUTTER & HULL Number: USCGC SENECA (WMEC 905)

RFQ Number: 70Z080-21-Q-MECP0015

TITLE: SENECA DD FY-22 Q&A

1. QUESTION: Solicitation: Page 2 of the Solicitation indicates that the Required Submittals for this solicitation are 1- Completed Schedule of Services (Attachment 1) and 2- Signed

Solicitation Amendments. However, page 4 of the solicitation, paragraphs (g) and (h) direct the contractor to submit additional information to include those items in the table under

Technical Evaluation Factors. What information is the government requiring the contractor to provide to satisfy the Required Submittal requirement?

ANSWER: The documents on page 2 are to meet the solicitation requirements. Page 4 g and h, is the information required for the technical requirements listed on Page 6 & 7 of the solicitation.

2. Question: Work Item 24: Doppler Speed Log, Replace – Paragraph 3.11 directs the contractor to “provide “red-line” drawings listed under Section 2 to reflect the work or deviations specified in this work item in accordance with SFLC Std Spec 0850”.

Please clarify if the government is asking for paper, hard copy red-line drawings or CAD red-line drawings? If CAD drawings are required, will the government provide copies of these drawings in CAD to simplify providing the “red-line” drawings?

ANSWER: There is no specific direction on how to provide them. What seems to be the easiest for most is to print out a section of the electronic DWG, hand draw or note any alterations, changes, modifications that were made, and present to the COR/PE. We then will turn that over to our

Engineering Section for final DWG mark ups and publication. If they choose to use CAD or other

DWG software they can. The important thing is that we receive the information. If they complete the installation without and alterations or modifications, then they can just submit a CFR stating no alteration/modifications were needed.

3. Question: Work Item 36: The contractor could not locate reference Coast Guard Drawing

905 WMEC 256-001, Rev W, Main & Auxiliary Salt Water Cooling System Diagram. Please provide this reference.

ANSWER: The drawing requested 905 WMEC 256-001, Rev W, Main & Auxiliary Salt Water

Cooling System Diagram is superseded by drawing 905-WMEC_256_11 which was included in the original solicitation.

4. Question: Work Item 36: Doppler Speed Log, Replace – Paragraph 3.6 says, “The

Contractor must install all GFP listed in paragraph 1.2 above; provide and install all other material required to complete installation.” The government is placing the responsibility of identifying all remaining material required for installation of Government Furnished

Material. The contractor is not in a position to determine the material requirements to install the GFM listed in paragraph 1.2 using the references listed in the paragraph “for guidance”.

The contractor requests that the government provide installation drawings or sketches with the required material list in order for the contractor to properly provide a firm fixed price to compete this installation.

ANSWER: Work Item 36 is for Sea Valves not Doppler Speed Log. However Work Item 24 is the

Speed Log Work Item.

5. Question: Work Item 25 Tank Top and Sea Chest Plating; renew – BOM for DWG 113-003

SHT 1 Calls for plate to be ASTM 131 A. KTR finds from material vendors this material is not common and offers upgraded alternative, material of ABS GR A. Request Government review and provide concurrence for use of upgraded material.

ANSWER: Yes, ABS Grade A steel is a suitable material to substitute.

6. Question: Work Item 25 Tank Top and Sea Chest Plating; replace – KTR finds paragraph 2 lists a references as 905 WMEC 123-003 and Paragraph 3.2.2 lists the reference as 905-

WMEC 123-002. Request the government clarify the correct DWG and provide 905-123-002 if required as the KTR did not receive this DWG.

ANSWER: Use both See attached DWG 905-WMEC-123-003

7. Question: Work Item 26 Hull Plating; renew – Item paragraph 3.2.1 states to renew 3 sq. ft.

of hull plating in the steering gear room 3-228-0-E but does not provide a general location with between frame numbers for plate replacement. KTR finds numerous interferences to include lead acid batteries; hydraulic fluid tanks and the EDG fuel tank in the space which are not listed in the interferences 3.1.4. Request the government clarify the location for plate renewal and the unanticipated interferences.

ANSWER: STBD side between FR 242 and 252.

8. Question: Work Item 26 Hull Plating; renew – BOM for DWG 111-002 SHT 1 Calls for plate to be ASTM 131 A. KTR finds from material vendors this material is not common and offers upgraded alternative, material of ABS GR A. Request Government review and provide concurrence for use of upgraded material.

9. Question: Work Item 27 Bulkhead Plating; renew - BOM for DWG 122-003 SHT 1 Calls for plate to be ASTM 131 A. KTR finds from material vendors this material is not common and offers upgraded alternative, material of ABS GR A. Request Government review and provide concurrence for use of upgraded material.

10. Question: Work Item 37 Tank Bottom Plating; renew - BOM for DWG 113-001 SHT 1 Calls for plate to be ASTM 131 A. KTR finds from material vendors this material is not common and offers upgraded alternative, material of ABS GR A. Request Government review and provide concurrence for use of upgraded material.

11. Question: As the work item reads, it is unclear what bores and surfaces are to be repaired and the scope of those repairs. Please provide scope/ procedure for such repairs required.

Answer: The Title of the work item does say “Inspect and Repair”. However, there are no known required repairs. Any repairs to the rudders or bores will be handled via CFR/CR from the inspections detailed in the work item.

12. Work Item 29 Bilge, Auxiliary Machinery Space No 2, Preserve 100 Percent – Review of WI paragraph 3.1.4 Interference listed as the Sewage Tank. In review of the Period of

Performance and due to limited access under the sewage tank the KTR request the government clarify intent for preservation under the Sewage Tank this due to the amount of anticipated work to pump, gas free and time frame to disconnect piping/lift this tank to obtain true 100% bilge preservation to the requirements listed.

Answer: This area is part of the bilge preservation requirement. Although the area is tight, it is accessible for preservation without raising or relocating the tank.

13. Work Item 30 Bilge, Engine Room, Partial Preserve - In review of the WI paragraph 3.3.1

KTR notes that the under the MDE’s have extremely limited or no access to complete painting requirements with the exception of the area under the air intake boxes and the KTR is not aware of access under the sea chest. Request the government clarify 3.3.1 referring to

“under the sea chests and under the MDE’s”.

Answer: Under = around, vicinity of, and including exterior of the sea chest. As for under the

MDEs, preserve areas to a reasonable reach. It is understood that some areas are difficult to preserve without removing the engines, which is not happening during this availability.
