QUESTION:
Paragraph 3.3 directs the contractor to, “Renew up to 20 sq ft of hangar superstructure plating located near the FAS cleat, the lower section of fixed hangar on port and starboard sides,”. The FAS Cleats are located on the port side of the vessel only. Please re-identify any plating replacement on the starboard side that is required.
RESPONSE: There are various holes on the superstructure where belzona has been applied. The locations are on both the port and starboard side of the hangar. On the port side the location is near the cleats and lower side of the fixed hangar section. On the starboard side, the location is at the lower section of the fixed hangar as well.
QUESTION:
These paragraphs direct the contractor to make undefined modifications and relocations.
The contractor cannot provide a bid for undefined work. Please revise the work item to specify the modifications and relocations required or include a level of effort in the item to complete these paragraphs.
RESPONSE:
3.2.2 Perform all necessary modifications not limited to relocation, fabrication and installation of a new securing device, and modifications to ensure all renewed items properly fit and function.
3.2.3 At the direction of the Coast Guard Inspector, perform all necessary relocation and modification of securing latches. These are the only paragraphs that talk about modifications and relocation. We do not want anything relocated, we simply want the two new Weather Tight Doors Installed and securing devices for the door(s) fabricated and installed.
QUESTION:
Paragraph 3.1.2.1 directs the contractor to, “Ensure that the Tech Rep is a Certified Representative of DAF Indal”. Please provide contact information for a suggested source of supply.
RESPONSE: Mr. Tyron Ewell (619) 556-6551, Tyron.Ewell@Navy.Mil or Mr. Te’o Filiaga, Filiaga.Te’o@Navy.Mil
Paragraph 3.2, Table 1 – Service Selection, paragraph 3.3.10.2 Hot-circulating water directs the contractor to, “Provide a shore side hot-circulating water system to cross-connect into the vessel’s hot-circulating water system. The system shall be capable of maintaining the vessel’s heated spaces”. The vessel utilizes electric heating coils to heat the ambient air supplied to the interior spaces. Please verify that the hot-circulating water system is required.
RESPONSE: That is correct the cutter does use electric re-heaters to supply heat to all living spaces;
however, in the case where outside temperatures fall below the capacity of the electric re-heaters use of the installed emersion heater is required. The Coast Guard just wants to ensure “if needed” the contractor would be able to support use of the emersion heater, which takes C/W and runs it through an installed emersion heater (located in AUX I) to provide additional heat through the supply ventilation system
Paragraph 3.4 directs the contractor to, “refill the jacket water system to operational level with new jacket water, approximately 450 gallons”. Please identify the type of jacket water to be used (i.e. ethyl glycol, glycol alcohol, propylene glycol).
RESPONSE: The type of Jacket Water to be installed is Nalcool 9000
Paragraph 3.4 directs the contractor to, “renew 2 three inch 90 degree couplings”. The contractor is not replacing 3 inch piping, the work item calls out for 2 inch pipe to be replaced. Please verify that the size of the 90 degree coupling is correct.
RESPONSE: The above option item D-29 listed by contractor, does not correlate with the correct WI Title. D-30 is for the MDE Jacket Water Piping Renew.
D-29: Fuel Oil Piping, Renew para 3.4 should read to renew 2 quantity 2 inch couplings.
