QUESTION AND RESPONSE SHEET
Question 12:
Upon further review of References: attached Q&A item 1. Warranty, Scope of Work (Warranty Requirement); Solicitation's Standard commercial Warranty Requirement.
It does not clearly specify if “progressive damage” is to be included in the Warranty. Therefore, we will require clarification as to whether the USGC would expect reimbursement of part and component failure downstream of the part/component provided/serviced by us.
Although we currently expect responsible for the reimbursement of only the part/ component provided we and not others affected by the its’ failure, again we are requesting clear clarification.
It has been determined that this warranty clarification will be essential to determining liability and hence the cost of services.
RESPONSE: Progressive damage downstream of failure is not to be included in cost of warranty.
Question 13:
SOW P-233-2039 para. 3.5 “WARRANTY – The components are being overhauled as system stock and will be placed into inventory and not for immediate installation. The Contractor shall provide a warranty for a period of six (6) months of operation, following up to one (1) year in storage. Storage commences upon receipt of the component at the designated Coast Guard facility. The warranty commences the date the component is installed on a Coast Guard Unit. The warranty shall cover all replaced parts and workmanship defects.”
MTU’s offers 12 month service parts warranty, hence we will need to determine the items to which we would be required to warranty potentially another 6 months of operation after one (1) year in storage…
1. Can your office please clarify that the above statement SOW P-233-2039 para. 3.5 Warranty Statement applies only to the six (6) Components: Turbos; Cylinder Head; Starters; Coolant Pump; Seawater Pump; Intercooler Core, and the parts included in their overhaul?
1. Is it a correct to assume the other parts included in the solicitation per the Pricing spreadsheet Attachment 2 to include CLIN 0026 – CLIN0093, fall under the Standard Twelve (12) month MTU Warranty and therefore not be applicable to the SOW P-233-2039 para. Warranty specification?
RESPONSE: The SOW 3.5 are for the overhauled parts only and the standard warranty applies to all the system stock parts.
Question 14:
SOW DOES NOT PROVIDE PRESERVATION CODES BUT SECTION 3.3 IMPLIES PACKAGING MUST PROVIDE 1 YEAR OF STORAGE PROTECTION. Please confirm storage protection is required and if so, do they approve M51-M53 level preservation?
RESPONSE: MIL Spec packaging was not listed in the SOW. The vendor is asking if M51-53 are acceptable. The answer is yes.
