QUESTION AND RESPONSE SHEET
Question 1:
Document P-233-2039 (Rev 1) Statement of Work:
3.3. WARRANTY – The components are being overhauled as system stock and will be placed into inventory and not for immediate installation. The Contractor shall provide a warranty for a period of six (6) months of operation, following up to one (1) year in storage.
Storage commences upon receipt of the component at the designated Coast Guard facility.
The warranty commences the date the component is installed on a Coast Guard Unit. The warranty shall cover all parts and workmanship defects.
Regarding the statement highlighted above, I think I understand what you’re trying to say, but it can be open to interpretation. I believe the sentence was meant to say:
The warranty shall cover all (REPLACED) parts and workmanship defects.
RESPONSE: Correct, the warranty shall cover all replaced parts and workmanship defects.
Question 2:
Contracting Pricing and Clin list:
CLIN 0020
Open, Inspect Intercooler Core, 2930-12-387-1031 & submit an Inspection Report per Para. 3.1 & its subparagraphs of specification. P-233-2039. Note: Contractor shall provide labor and material required to disassemble, clean and inspect the Intercooler Core to obtain the overall condition and determine the estimated cost to overhaul (should the scope of the overhaul exceed that of a Standard overhaul. This price shall be the price the Government shall be obligated to pay should any Intercoller Core be determined to be beyond economical repair.
CLIN 0021
Parts and Labor, including preparation for delivery of cleaned Intercooler Core, 2930-12-387-1031 & submit Final Test Report per Para. 3.2 & its subparagraphs of specification. P-233-2039 Note: Contractor shall provide all labor and material required to complete a Standard Overhaul and reassembly of each Intercooler Core to include all Mandatory Parts, Testing, Inspections, Preservation, Packaging, Markings and Bar-Coding. This price shall be a fixed-price that the Government shall be obligated to pay for a Standard Overhaul.
Regarding the terms highlighted yellow above on CLIN 0020 & 0021, This is not a repairable item.
Once unit is cleaned and inspected to obtain overall condition, the outcome will be determined as a Pass/Fail condition.
If it falls under the Fail condition, it will be considered beyond economical repair.
RESPONSE: You are correct. MTU lists the 20V4000M93L charge air cooler (CAC) as non-repairable. However, because the CAC is too large to remove from vessel the Coast Guard is servicing CAC by removing the dirty core and replacing with a cleaned core. This CLIN is for cleaning of the dirty CAC core. Both CLINS have been updated to read:
CLIN 0020 - Open, Inspect Intercooler Core, 2930-12-387-1031 & submit an Inspection Report per Para. 3.1 & its subparagraphs of specification. P-233-2039. Note: Contractor shall provide labor and material required to complete a standard cleaning; this includes disassemble, clean and inspect the Intercooler Core to obtain the overall condition and determine Pass or Fail condition. This price shall be the price the Government shall also be obligated to pay should any intercooler Core be determined to be beyond economical repair.
CLIN 0021 - Preparation for delivery of cleaned Intercooler Core, 2930-12-387-1031 & submit Final Test Report per Para. 3.2 & its subparagraphs of specification. P-233-2039. Note: Contractor shall provide all labor and material required to complete reassembly of each Intercooler Core to include Testing, Inspections, Preservation, Packaging, Markings and Bar-Coding, and shipping. This price shall be a fixed-price that the Government shall be obligated to for pay for the return of A condition Intercooler Core.
Question 3:
Can a sample engine serial number be provided to allocate/determine sourcing parts?
RESPONSE: Current edition of TP-8019 list engine serial numbers 528104232 and 528104236. These numbers can be used for reference.
Question 4:
Upon completing the inspection, if a component is determined to be non-serviceable may we propose to furnish Remanufacture (REMAN) OEM – will a Remanufacture OEM component be acceptable in lieu of component overhaul? (see NOTEs 1 -3 below)
NOTE 1: as indicated, the 20V400M93L MDE’s are critical to the safe and efficient operation of the 154” FRC Cutters, operating independently in remote areas around the world. A Remanufactured (Reman) component will receive a MTU factory warranty; covered by the MTU’s Global network of service providers.
NOTE 2: per recent related initiatives, remanufacture OEM components costs are significantly less than an overhaul.
NOTE 3: long lead times on loose parts to complete component overhauls may deter ability to meet delivery dates; it has been our experience that MTU prioritizes loose parts for their internal remanufacture component program.
RESPONSE: Remanufactured components are not being requested at this time. Report non serviceable findings via the inspection report to the Contracting Officer. The Contracting Officer Representative will make a determination on BER.
Question 5:
Is there a current incumbent? Does a contract currently exist providing similar services?
RESPONSE:
No.
Question 6:
Page 12 of 29 last paragraph calls for:
I have requested this (PPQ) from the USCG KO’s in the past and they have told me they don’t do this anymore.
They say the USCG can go into a system and find out if there’s any negative reviews for any contractor.
If nothing there, then we are supposed to be given a neutral score.
Can you please confirm one way or another.
RESPONSE:
We still intend to collect the PPQ’s, so I would suggest that you still submit the PPQ to your references in an attempt to get a response. Please remember that the PPQ is only part of the “past performance” evaluation. Page 12 of the solicitation also calls for you to submit your references/contact/contract information as part of your quote. In response to your second point, if you didn’t have a record of past pe0rformance, you would be rated as neutral as outlined in the solicitation on page 13, “In the case of a quoter without a record of relevant past performance, the quoter shall not be evaluated favorably or unfavorably on past performance; however, the quoter would be rated neutral.”
Review pages 12 – 13 of the solicitation for full details on how past performance will be evaluated.
Question 7:
With respect to Solicitation Number: 70Z080-20-Q-16002B00 sole source justification, please confirm that it is to restrict consideration for award to those companies with Authorization to sell and service MTU engines and other applications w/ documented agreements/certifications with MTU America?
RESPONSE:
The solicitation was issued with a brand name Sole Source justification with the expectation that award would be made an MTU authorized distributor. To be found responsible, you must meet the requirements outlined in the solicitation.
Question 8:
Under COMBINED SYNOPSIS / SOLICITATION - 70Z08020Q16002B00 - 154’ FRC MTU PARTS AND COMPONENT OVERHAULS
First paragraph page 3 of 29
If the quotor considers any additions, deletions or part number changes of the parts required under this requirement, the Contract Specialist must be notified in WRITING PRIOR TO THE CLOSING DATE OF THIS NOTICE.
We are finding that some of the parts listed on the requested price list have already been superseded to a newer and/or different part number.
Do you want us to update your list to the latest and greatest MTU part # before we submit our quote?
Please also note that by the time we submit our quote and the contract is awarded, some of these parts may have changed part #’s again.
RESPONSE:
It is known that the part numbers for MTU can be pretty unstable. If a part number has changed please make a notation of the new part number in on the spreadsheet (in the description field).
