About this file
This document contains a series of questions and responses related to Request for Proposal (RFP) 70Z07924RCYBR0001 for Cyber Training Event Coordination services.
The RFP is seeking an IDIQ contract to provide cybersecurity training for Coast Guard cybersecurity personnel. Key details include:
- Pricing and training requirements are detailed in Attachment II, with training courses such as A+ specified. The quantity refers to the number of students, not courses.
- Carbon Black training is no longer required due to changes at that organization. The RFP documents have been updated to remove Carbon Black references.
- Task Order 1 has specified course and delivery requirements, but course minimums cannot be provided for option years.
- The RFP is open to responses from vendors not listed in the Justification and Approval (J&A) documents, which only specify brand name training requirements.
- This is a new requirement, not an incumbent contract.

7/9/2024 7 On Attachment II, Pricing Sheet, does the Training listed (A+ course for example) indicate 8 courses or 8 students requiring this training during the period of performance?
On Attachment II, Pricing Sheet, the quantity refers to the number of students.
7/16/2024 8 When requesting Carbon Black Credits (45 units are required), we were informed that credits are no longer being made available by the Broadcom Enterprise Security Group (Carbon Black was acquired by VMware which was recently acquired by Broadcom). Our partner did share that they can provide us training credits that can be used towards Carbon Black training. How should we proceed?
Due to the structural changes and course offerings at Carbon Black, this specific training is no longer needed. This course has been removed from the scope of this RFP. The Attachment I Requirement and Terms and Conditions, Attachment II Pricing Sheet, and Attachment III Statement of Work - Task Order 1 have all been updated to remove any reference to Carbon Black training. Furthermore, the J&A for Carbon Black is no longer relevant to this RFP.
7/16/2024 9 Please clarify the Carbon Black courses the client desires and the delivery method (live online, on demand, instructor led).
Please see answer to question 8.
7/16/2024 10 For Task Order 1 and Option Year courses, can the client provide course minimums?
Course requirements for Task Order 1 are clearly stated in Attachment II Pricing Sheet and Attachment III Statement of Work - Task Order 1.
Course Minimums cannot be provided for option years.
7/1/2024 1 Do you have contact info for the sole source providers? The J&A documents posted with the RFP list the company name and address for the brand-name courses, but we do not have a POC at each company.
7/1/2024 2 I noticed that there is a list of "Justification and Approval" documents with specific vendors included in the Sam.gov opportunity.
Is the USCG accepting RFP responses from businesses not on that list?
The J&A documents simply specify the brand name trainings required, not who can respond to the RFP. If your business is interested, we would encourage you to respond with your most competitive proposal.
7/2/2024 3 (a) The justification for each course is that to be given to the respective vendor providing the training?
(b) Is the USCG accepting RFP responses from businesses not on that list?
(a) No, there is no need to provide the justification to each training provider. (b) Please see the answer to question 2
7/2/2024 4 Is this a new contract or was there an incumbent performing these services. If the requirement is not brand new, could you please provide the current/previous contract number and contract value?
This is a new requirement.
7/6/2024 5 How important is it that the training comes from one entity? It is not important that the training comes from one entity, unless otherwise specified. The J&A documents posted with the RFP list the brand names of trainings that must be used. However, for other training we expect that vendors will propose based on market conditions.
7/6/2024 6 (a) How important is it to have virtual training compared to in-person training? (b) Do you have a rough number of individuals that would need training for the listed courses?
(a) The RFP contains the details regarding the number of trainings required for the first task order as well as if they should be in-person vs virtual training and the proposal should adhere to these requirements
(b) The Pricing Sheet attachment for "Task Order 1" also specifies this information.
