Synopsis Amendment 01 – 16 December 2022

70Z05023RNATAE1

Updated SF330 Electronic Submission Requirements

Electronic Submission Requirements will be submitted electronically using the Department of Defense (DoD) Secure Access File Exchange (SAFE) service at https://safe.apps.mil, via the “Drop-off” feature.

DoD SAFE is the only electronic commerce method authorized for the submission of proposals in response to this solicitation. Submissions outside of DoD SAFE will not be considered. Instructions for submission of proposals using the DoD SAFE. “Drop-off” feature are provided below.

1. There are no user accounts for DoD SAFE. In order to submit a proposal in response to this solicitation, Offerors shall submit their point of contact (POC) name and email address via email to Melvin Tiglao (to melvin.j.tiglao@uscg.mil) and cc Mark Snell (mark.w.snell@uscg.mil).

Note: The Government does not intend to respond to emails for drop-off request codes submitted less than 10 calendar days before the proposal due date of the SF330.

2. No later than 4 calendar days prior to the proposal due date, the Contract Specialist or Contracting Officer will send a DOD Safe message with a link to the Offeror’s specified POC via the email address provided.

Only the Offeror’s identified POC will be able to drop off the proposal or proposal revisions in DoD SAFE.

Failure to provide accurate POC information will preclude the Offeror from using DoD SAFE.

Offerors are instructed to submit their complete proposal in one (1) single file, formatted in a searchable Portable Document Format (PDF) with a .pdf file extension.

3. The Offeror will receive a request from either Melvin Tiglao or Mark Snell:

“This is a request from TIGLAO.MELVIN.J A of DHS.

Please click on the link below and drop off the file or files I have requested.

The link is only valid for 14 days from the time of this email and can only fulfill the request once. The link is expired after the drop-off has been completed.

More information is in the note below.

https://safe.apps.mil/req.php?req=ThbGGT9oEWtU”

The link will come from https://safe.apps.mil, similar to the one above.

o submit the proposal, the Offeror will click on the link and the system will allow for inclusion of a short note to the Government recipient. The Offeror will then click to add their proposal file or drag and drop the file.

Click “Drop-off Files” to send the file to the Government recipient. Confirm that the file does not contain classified information and click “OK.” Once the file is uploaded, an email will be sent to the Government recipient notifying them of the “drop-off.” [Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil/about.php]. The DoD SAFE system will record the date and time of proposal submission. The date and time of proposal submission recorded in DoD SAFE shall govern the timeliness of any proposal submission. Any proposals received after the exact time specified for receipt are treated as a late submission IAW the Federal Acquisition Regulation (FAR) 52.215-1.

4. It is an Offeror’s responsibility, when transmitting its proposal electronically, to ensure the proposal’s timely delivery by transmitting the proposal including the encryption passphrase to decrypt files sufficiently in advance of the time set for receipt of proposals to allow for timely receipt by the Government no later than 1:00PM PST January 18, 2023. Offerors shall allow adequate time to upload files, which may be slower for non-DoD users, and to avoid other technical difficulties that may be encountered. An Offeror risks the late receipt and rejection of a proposal where it delays transmitting its proposal until the last few minutes before the time set for receipt of proposals. Proposals that are received after 1:00PM PST January 18, 2023 will not be considered. Offerors are responsible for submitting their proposal in the format specified, consistent with requirements stated elsewhere in this solicitation. Offerors are asked to submit only the information/exhibits required. Page limits, if stipulated, must be adhered to. Files that cannot be opened or are otherwise missing the required content are the responsibility of the Offeror.

Firms are encouraged to keep the file size submittals as low as possible. DoD SAFE recommends using Firefox, Chrome, or Edge browsers. Internet Explorer is not recommended. Please note that Internet Explorer limits uploads to 2GB.

Questions & Answers

1. We respectfully request that firms be allowed to use other software versions of the SF330 Form as has been allowed with previous submissions.

A: It does not matter what program is used to produce the PDF submittal as long as the submittal follows the format of the GSA SF330.

2. Please confirm that a subcontractor can be a member of more than one team.

A: Confirmed a subcontractor can be a member of more than one team.

3. What is the page limitation for each Section F project?

A: Section F project documentation will be part of the overall 80 single sided /40 pages double sided limit.

4. Are small businesses allowed to propose coverage for selected regions/states or are they required to demonstrate nationwide and territory coverages? If small businesses only propose coverages for selected regions/states, will this meet the requirements of the solicitation or be grounds for rejection?

A: Please see evaluation methodology in synopsis.

5. Question 2. RE: RFP page 3. For contractor team arrangements with one prime firm and multiple sub firms, is a letter signed by the prime’s point of contact (Part 1 B.) listing the sub firms that have signed teaming agreements acceptable to satisfy the requirements per FAR 9.6?

A: The Government will recognize the integrity and validity of contractor team arrangements;

provided, the arrangements are identified and company relationships are fully identified and company relationships are fully disclosed in an offer. All parties to contractor team arrangements need to sign documentation.

6. Question 3, RE: The professional qualifications section, item #11, Environmental Engineer. Is the Coast Guard looking for an Environmental Engineer with experience in working with LBP/Asbestos and other hazards that may be present in buildings/soil? Or an environmental engineer experienced in dealing with potentially contaminated soil and sediment.

A: Please review synopsis: (11) Environmental Engineer specializing in Soil, Sediment, Lead Based Paint (LBP) and Asbestos Containing Material (ACM) Survey and Remediation (please note that a resume for a Certified Industrial Hygienist or an OSHA Certified Technician with five years of experience may be submitted in lieu of a registered Environmental Engineer)*;

7. Page 2 indicates small business subcontracting goals of 22.5% for SDB and 5% for Non- 8(a) SDB. It would seem that the definitions of an SDB and Non-8(a) SDB are the same, in that both are defined as entities that are both economically and socially disadvantaged. Will USCG define the difference between an SDB and a non-8(a) SDB in the context of the goals for this contract? Page 2 indicates small business subcontracting goals of 10% for 8(a), 5% for Non-8(a) SDB, and 22.5% for SDB. Will USCG confirm that selected contractors will have a 22.5% goal for SDB subcontractors, and as a subset to the 22.5% goal, there will be a minimum 10% goal for 8(a) subcontractors, and a minimum 5% goal for Non-8(a) subcontractors?

A: Representative FY22 goals are below.

Small Business 43%

Small Disadvantaged Business 5%

HUBZone 3%

Service Disabled Veteran Owned Small Business 3%

Women Owned Small Business 5%

Approval of the subcontracting plan is contingent upon the contractor having satisfactorily addressed the eleven elements of FAR 19.704 and the subcontracting plan demonstrating a good faith effort in utilizing small businesses as subcontractors.
