SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
1. The Pre-Proposal Inquiries and Responses are listed below:
PPI 034
RFP 1800-1.8.1: The specifications require a wharf deck that is 30 feet wide with 10” wide curbs. This leaves a clear working deck width of 28 ‘-4” wide. The specifications also direct the design to support 100-ton Mobile crane with 4’ x 4’ outrigger pads., Terex Model RT 100US.
The outrigger footprint is 26’-3” with 4’ x 4’ mats below each outrigger. This will require a clear working deck width of 30’-3”. Thus the overall width of the wharf should be 31’-11”.
Should the contractor bid on a deck that is 30’-0” wide with 10” wide curbs, or 31’-11” with 10” wide curbs?
Answer: Bidders are to assume a 30' wide deck to match the existing wharf. The crane model is hypothetical and used for wharf load performance requirements. Many cranes can operate at less than maximum outrigger distances. Assume the future crane selected will either fit at full outrigger length or the outrigger length is adjustable or tailored to fit the available deck width.
PPI 035
RFP 1800-1.8.8.3: Will the Coast Guard consider lower capacity bollards if the mooring analysis confirms that they will adequately support the mooring loads per the specifications?
Answer: No. The 125-ton capacity bollards are the "minimum" requirement.
PPI 036
RFP 1800-1.8.3.3: Is there a specific material and size of mooring line that should be considered in the mooring analysis?
Answer: The mooring analysis may assume doubled 2 1/8" diameter PolyDacron lines at used each mooring point on the ship.
PPI 037
RFP 1800-1.8.1: Drawing WS7 shows two each 125-ton mooring bollards at the end of the wharf extension at bents 53 and 54. The load path of a high capacity bollard is typically distributed to adjacent bents, however at the end of the berth the bent is usually doubled to provide additional lateral capacity. Does the Coast Guard wish to have the contractor bid on the structural plan as shown on Drawing WS7 or should additional bents be included in the bid to compensate for the lateral load?
Answer: Bid the approximate bollard layout shown on WS7. The structure shown is Conceptual. The DB solution for the wharf extension shall not exceed 265' in length. The wharf design shall resist the lateral load combinations in the RFP, including the results of the Engineer of Record (EOR) mooring analysis. If the EOR identifies that the their

desired "typical interior pile bent" is insufficient at the wharf end, the EOR is responsible for the DB solution. For example: widening the end bent pile cap and adding more batter piles. Note: The RFP allows a wharf length between 256'-6" and to 265' to provide the Design-Build team flexibility in the solutions available to them, especially the wharf end conditions.
The Proposal due date is NOT EXTENDED. Contractors are reminded to acknowledge receipt of this amendment in Block 19 of the SF 1442 submitted in response to the subject
RFP.
