B. PROVIDE ANSWERS TO PRE-PROPOSAL INQUIRES
PPI 002
Drawing C3 pg 5 of 26: Is the utility line labeled FM meant to designate a Force Main? Is it for
Oily Waste Lines or Sanitary Sewer? Also, what is the designation for oily waste line?
ANSWER: The utility line labelled FM is the existing sanitary sewer force main serving the
FRC floating docks, and it is to remain in place. This FM (sanitary sewer) line is to be reconnected to the new sanitary sewer that is part of this RFP at the east side of the existing wharf. Sanitary sewer and oily waste lines are separate utilities.
https://safe.apps.mil/
The designation for oily waste lines is OW, or Oily Waste. Refer to the attached annotated drawings C3, C4, and C5 for clarification of the approximate extent of the Oily Waste lines to be demolished as part of this RFP. The contractor is responsible for full and complete removal of the oily waste system components, and shall verify the exact conditions and limits in the field. Removal of the oily waste piping as part of this RFP extends to the landside location of the previously removed underground storage tank.
PPI 003
Drawing C4 pg 6 of 26: Is the limit or repair of the slope area subject to our designer of record’s engineering judgement? Meaning if it is found that only 35 feet of bank erosion area is in need of repair, is that acceptable?
Answer: The minimum repair length shall be as indicated on the plan. The contractor shall determine length required, no less than minimum indicated by RFP, to tie the new work into the existing revetment to assure a complete repair of the eroded/failed area.
PPI 004
Drawings C4/WS1 Pages 6/14 of 26: The drawings show an item labeled (on WS1) FRC
Floating Dock. Is that Dock an existing feature that must be projected and remain in place or is it a new feature of the project?
Answer: The FRC Floating Docks are existing to be protected, to remain in-place, and fully operational throughout the construction duration.
PPI 005
Drawing WS1 (Legend CO2/CO3) Pg 14 of 26: Are these existing crane operation areas or proposed? If existing, what is their capacity?
Answer: The crane operation areas (CO's) indicated on WS-1 are Existing. See Spec
Section 1.8.3.3 for allowable loading.
PPI 006
How will FFE be handled on this project from a budget/proposal perspective – included in the lump sum price or another bid item with maximum markup? Is the FFE part of the $26M available funds?
Answer: Fixtures, furnishings, and equipment are to be included in the contract as required by the RFP. Pricing for FFE are to be included in the Base Item as identified on the Price Proposal Form. No separate line item is required.
PPI 007
Final Environmental Assessment, Marine Mammal pg 2-11: Is there a marine mammal and sea turtle monitoring plan available (as noted in the FEA)?
Answer: No, a marine mammal and sea turtle monitoring plan is not available. However, as stated in RFP 1800-1.18.3.1, the Coast Guard has hired a consultant to prepare and obtain the Incidental Harassment Authorization for in-water work. The draft IHA request is included within this amendment and has been sent to regulators for their review and approval. Within the IHA, see section 12 for monitoring information. If additional monitoring plans are necessary, it will be the contractor's responsibility to provide.
PPI 008
Final Environmental Assessment, Marine Mammal pg 2-11: Is the contractor required to provide the marine mammal monitor during pile driving or will the Government provide this person?
Answer: Yes, the contractor is required to provide marine mammal monitors as required to complete construction activities.
The Proposal due date IS EXTENDED. Contractors are reminded to acknowledge receipt of this amendment in Block 19 of the SF 1442 submitted in response to the subject RFP.
