About this file
This document contains Questions and Answers related to a federal contract opportunity for a Cloud-Based Recreation/Reservation Management Subscription at the U.S. Coast Guard Base Kodiak MWR. The key details are:
The contract opportunity seeks to implement a software system to streamline the reservation, rental, and payment processes for various MWR facilities and services, including campgrounds, lodging, rentals, events, and more. The government is looking to gain functionality to allow patrons to easily make reservations and payments online, while also providing analytical tools for staff. The government cannot provide 2023 reservation volume data, but indicates the intent to automate a majority of the reservation and payment processing across their MWR operations. The contract will be a base year with four option years, with delivery required within 10 days of award. The acquisition is set aside 100% for small businesses under NAICS code 518210. Quotes are due by April 11, 2024 at 1:00pm Alaska time.

1. How are reservations currently managed at Kodiak MWR? Patrons come to our office/facilities or call to make reservations
2. What are the top 3 things you are looking to gain from implementing a software program? Streamline the process for reservations, rentals, payments, etc; Make it easier for our patrons to make reservations, reserve rentals, and make payments, etc; decrease the workload on our limited staff.
3. What are the biggest issues/pain points you have with your current way of managing your events, lodging, facilities, etc? Time consuming for staff, frustrating for our patrons to have to come to the office or get a staff member on the phone.
4. We see you have a lot of free events... do people reserve tickets for these events or do they just show up since there is nothing to purchase? It depends. Some events people have to sign up for, and others they would just show up.
5. What are the check-out/in requirements for each of your rentals? For instance, I imagine you let someone have a lawnmower for at least 24 hours or a weekend? Is that the case and if so, do many of your other rentals operate this way or is it a same day check-in/out. Most of our rentals are 5 days. We need the ability to customize our rental periods for each item with in our inventory based on its particular use.
6. Please provide 2023 reservation volumes for the following: We cannot provide this information.
Nemetz Campground, Event registrations / reservations, Individual Movie Tickets, Whole Theater Rental, Boats, campers/trailers, RV & Camping (overnights)
Lodging (overnights)
Other rentals (lawnmowers / camping equipment / skis / bikes / etc), Theme Park Tickets to Disney and Universal, etc, Aquatic Center Individual Passes, Aquatic Center Whole Facility Reservation, Auto Hobby Shop: (Hourly Rentals Facility Rental and Sales), Golf Course reservations, Child Dev Center, Community Center, Fitness Center, Golden Anchor Pub, Guest House, Teen Center, Bowling, Storage Lots retail items such as tanning lotions for sale,
7. Of the above items that we pulled from your website, are any of them not planned to be run through your new reservation system? Or are there any items we missed that you are planning to run through the reservation system? We don’t currently have a plan to run any of the above items in red through the reservation/payment system.
8. Is there any other specific information that you can provide us with about the items you would like to manage in this reservation system that will help us to understand each use case for you to ensure we are offering the best solution? For example, we would love more clarity on how the Auto Hobby Shop works and what can be managed for you there. Auto Hobby is a facility where patrons can reserve and use a bay to work on their vehicles- they can change tires, oil, weld, etc. Eventually we would be interested in the ability to run reservations for bays and equipment through the system. Our vision is to be able to automate a majority of the reservation/rental and payment processing. For example our boat house: patrons can sign into the software and see which boats are available on a given day- if a boat they want is available, they can make a reservation for it and pay for it all in one transaction. For our special events in our restaurants- they can reserve a ticket and make payment for the event in one transaction. For reservations of equipment they can select the items they wish to reserve, the date for the reservation, and make payments if required. On the back side, we want to be able to use analytical tools to pull reports showing all this data!
9. Overall, can you provide 2023 revenue from the items that you are planning to manage on this reservation system so that we can understand what the annual volume might be going forward? No, we cannot provide this information as it does not capture the complete use of the system.
