SCOPE OF WORK (SOW)

FOR

INSTALLATION AND LOGISTICS MANAGEMENT SERVICES, 2nd GENERATION

(ILMS II)

1.0 GENERAL

1.1 BACKGROUND

The Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence (C5I) Service Center (C5ISC) has a follow-on requirement to contract HSCG44-13-D-ILMS to procure Installation and Logistics Management Services for the implementation, sustainment and disposition of new C5I systems as well as upgrades to existing C5I systems.

The United States Coast Guard (USCG) C5ISC has been structured to deliver technology solutions for mission success by virtue of its six Product Lines and five Shared Service Divisions. The C5I community, through the CYBER-CIO-C4IT Transformation, is now better aligned with the Mission Support Business Model to more efficiently manage C5I assets over their full life cycle. C5I Operations now align with Requirements (CG-761 & CG-791), Resources (C5I Resource Council), Program Management (CG-68), and Mission Support (C5I Logistics Center). A primary mission of the C5ISC is to support the wide variety of Coast Guard command, control, and communication systems located at shore facilities, on vessels, and aircraft.

1.2 SCOPE

This Scope of Work (SOW) establishes the requirements for a multiple-award Indefinite- Delivery/Indefinite Quantity (IDIQ) contract for support services of Installation, and Logistics Management Services, 2nd Generation (ILMS II). This SOW describes the work envisioned by the Coast Guard that may be ordered on the IDIQ and items/requirements applicable to all task orders issued against the IDIQ contract.

The Department of Homeland Security (DHS) Systems Engineering Life Cycle (SELC) documents the systems engineering methodology and its application throughout the DHS enterprise. This work includes support for the design, development, integration, testing, prototyping, and implementation of C5I systems that are performed as part of the SELC Phases of Systems Engineering: Planning, Requirements Definition, Design, Development, and Integration & Test. The individual task orders will define the specific work requirements.

Although ILMS II focuses on system implementation, sustainment, and disposition of C5I systems as part of the SELC phases of Implementation, Operation and Maintenance, and Disposition, the scope of this contract includes the development and maintenance of engineering changes and logistics support documents necessary for C5I system sustainment. The Contractor shall provide all labor, material, supplies, test equipment, tools, and any other items needed to satisfactorily perform support services under this IDIQ contract.

1.2.1 Supported Systems

The following is an example of C5I systems that may require Installation and Logistics Management Services including, but not limited to the six Product Lines and five Shared Service Divisions comprising C5ISC. All C5ISC managed systems may require Installation and Logistics Management Services at different points in their lifecycle and are included in the scope of this contract. The remainder of this section details the majority of the C5ISC managed systems. Over time, this list will change based on the introduction of new C5ISC managed systems or the sunsetting of existing systems.

1.2.1.1 Communications Systems Product Line (COMPL) COMPL executes their role as Service Owner and single point of accountability to provide service development, delivery, support, and technical expertise for communications systems services including long range communications systems, short range communications systems, and ancillary communications systems services. Examples include, but are not limited to:

− Communication Facilities − Mobile Contingency Communications − VHF Systems − UHF Systems − HF Systems − MF Systems − Ancillary Communications Systems − SATCOM Systems − Rescue 21

1.2.1.2 Command, Control and Navigation Product Line (C2PL) C2PL acts as Service Owner and single point of accountability to provide service development, delivery, support, and technical expertise for command and control (C2) and navigation systems services including combat and optical systems services. Examples include, but are not limited to:

− Search and Rescue (SAR) Systems − Common Operational Picture (COP) Systems − COP Web Services System (CWSS) − Vessel Traffic Systems (VTS) − WatchKeeper − Sector Command Centers − Shipboard C2 Systems (SeaWatch and Sea Commander) − Aviation Mission Support Sensor Pallet − Surface Search Radar − Depth-Sounders − AIS Transponders − Shipboard Night Vision/Electro Optical − Flight Deck Video Systems − Integrated Navigation Systems (INS)

− Electronic Chart Display & Information System (ECDIS) − Electronic Charting System (ECS) − Integrated Maritime Navigation Systems (SINS2) − Doppler Speed log (DLS)

1.2.1.3 Operations Information Systems Product Line (OISPL) OISPL acts as delivery, support, and technical expertise for operations information systems services including enterprise operations systems services, and track management services.

Examples include, but are not limited to:

− Search and Rescue (SAR) Systems − Command Center Display Systems − Nationwide Automatic Identification Systems (NAIS) − Short Range Aids to Navigation (SRAN) Systems − Document and Media Exploitation (DOMEX)

1.2.1.4 Infrastructure Services Division (ISD) The C5ISC Shared Service acts as delivery, support, and technical expertise for C5I. Specifically, ISD designs, develops, deploys, and supports the USCG telecommunications and local area network (LAN) infrastructure installed at Coast Guard Shore units and onboard all Coast Guard boats and cutters. Examples include, but are not limited to:

− Aircraft Connectivity − Cutter Connectivity − Contingency Connectivity

1.2.2 Functional Areas

The following functional areas correspond to the final three phases of the Systems Engineering Life Cycle (SELC) process and summarize the Installation and Logistics Management Services required to support the Product Lines/Divisions systems identified above. Details of tasks necessary to support these functional areas are provided in Section 3 of this SOW.

1.2.2.1 Implementation (Installation Support) Contractor support for the installation efforts for C5I systems developed in accordance with the SELC process; CIM 4000.2 referenced in SOW Section 1.4.1, D.

1.2.2.2 Operation and Maintenance (Sustainment Support) Contractor support for the sustainment of C5I Systems including, but not limited to:

(a) Field support for preventive maintenance, corrective maintenance, and adaptive maintenance1;

(b) Integrated Logistics Support (ILS); and

(c) Training Support.

1.2.2.3 Disposition (De-Installation and Equipment Disposal Support) Contractor support for the de-installation and equipment disposal of C5I systems.

1.3 OBJECTIVE

The required support services shall include, but not be limited to, the following:

(a) C5I System Documentation Support (Section2.1);

(b) C5I System Installation Support (Section 2.2);

(c) C5I System Engineering Change and Time Compliance Technical Order (TCTO)

Support (Section 3.3); and,

(d) C5I System Field Support (Section 2.4).

The services are to be performed aboard U.S. Coast Guard (USCG) vessels/cutters and at USCG shore facilities within the continental United States (CONUS) and at USCG units located outside the continental United States (OCONUS), including but not limited to Alaska, Hawaii, Guam, Puerto Rico, or Bahrain on an as-needed basis.

1.4 APPLICABLE DOCUMENTS

1.4.1 Compliance Documents

The following documents, regulations, policies, guidance, and instructions are applicable to the IDIQ and flow down to all task orders. As these are updated and revised, the most current versions of these documents replace the versions identified here and will be the required standards.

The Contractor shall comply with the specifications, standards, or guidelines specified in the below documents in order to meet the requirements of this contract. The individual task orders may introduce additional compliance documents specifically related to the scope of work in the task order.

2.0 SPECIFIC REQUIREMENTS/TASKS

This section provides details of tasks necessary to support the functional areas listed in Section

1.2.2 for systems in sustainment.

2.1 C5I SYSTEM DOCUMENTATION SUPPORT

C5I system technical documentation and drawings as required are described below. System documentation support includes, but is not limited to: Preliminary Engineering Change Proposals; Project Management Plans; Work Breakdown Structures (WBS); Engineering Change Proposals; Equipment Support Sheets; Version Description Document(s); Configuration Item Descriptions; CAD drawings; Block Diagrams; Time Compliance Technical Orders, etc. In developing the C5I System Documentation, the Contractor shall provide:

2.1.1 Support Services

The Contractor shall provide system engineering and design services in support of C5I system requirements to complete prototype and production installations aboard Cutters and Shore units.

This will include, but is not limited to, the provision of the following support services:

2.1.1.1 Technical Writing The Contractor shall perform technical writing services in support of system engineering and design.

2.1.1.2 Technical Drawing The Contractor shall perform CAD level technical drawing services. The drawings shall be delivered in formats compatible with the Coast Guard Standard Work Station III (PDF and DWG).

2.1.1.3 System Support The Contractor shall provide system services in support of USCG C5I in sustainment as follows:

2.1.1.3.1 Feasibility Studies The Contractor shall perform feasibility studies for equipment upgrade, replacement, or development. The Contractor shall develop reports to demonstrate the study findings.

2.1.1.3.2 Site Verification The Contractor shall perform site verification visits and ship checks collecting preliminary data for use in the preparation of final documentation.

2.1.1.3.3 First Article Installation Support The Contractor shall provide First Article Installation and equipment development support to develop or confirm required system and equipment operational capabilities for systems in sustainment. A First Article Installation involves the first installation of an upgrade developed on a system in sustainment.

2.1.1.3.4 Integrated Logistics Support (ILS) The Contractor shall develop, draft, and finalized system documentation in accordance with the Coast Guard Logistics Handbook, COMDTINST M4000.2 (Series).

2.1.1.3.5 Data Collection The Contractor shall collect and consolidate information as required to support equipment and system specification development.

2.1.1.3.6 System Tests and Evaluation The Contractor shall conduct system testing to include development of computer models or prototypes and integration evaluation, and provide compiled data to formulate testing and integration requirements for systems in sustainment.

2.1.1.3.7 Data Compilation The Contractor shall collect and compile information to identify and define equipment and system interfacing requirements.

2.1.1.3.8 Documentation Development The Contractor shall develop plans, drawings, and procedures for the integration of system improvements.

2.1.1.3.9 Data Evaluation The Contractor shall compile and evaluate technical information on C5I systems currently interfacing with other C5I systems. The Contractor shall also compile and evaluate system interface data to determine the impact on the operation or repair schedule.

3.1.1.3.10 Engineering Design Studies The Contractor shall conduct engineering/technical design studies and assist in the resolution of discrepancies/deficiencies in designated C5I system plans and drawings.

2.1.1.3.11 Engineering Analysis The Contractor shall conduct engineering analysis of equipment and system deficiencies. The Contractor shall develop draft Engineering Change (EC)/ Time Compliance Technical Orders (TCTO), delineating possible corrective actions for the improvement of system/equipment maintainability, reliability, and operability.

2.1.1.3.12 Prototype Evaluation Plan (PEP) Development The Contractor shall develop the PEP for assessment of system improvements on Coast Guard cutters.

2.1.2 Management Support

The Contractor shall provide management services in support of designated USCG C5I systems, equipment, and/or programs:

2.1.2.1 Documentation Development The Contractor shall develop and/or review C5I system technical documentation in support of Product Lines (PL) and Shared Services Divisions (SSD) listed here in Section 1.2.1 of this SOW.

2.1.2.2 Graphic Presentations The Contractor shall develop and maintain graphic presentations for program planning and scheduling, including, but not limited to, network diagrams, milestone charts, and work breakdown structures.

2.1.2.3 Database Maintenance The Contractor shall maintain databases to support and track program status.

2.1.2.4 C5I System Performance Analysis The Contractor shall collect and analyze system performance data and provide performance reports on Operational Availability, Reliability, and Root Cause Analysis.

2.1.3 System Design Support

The Contractor shall perform the following support tasks:

2.1.3.1 Installation, Configuration, Diagnostics, Preventative Maintenance, Network Support The Contractor shall perform installation, configuration, diagnostics, preventive maintenance, and network support.

2.1.3.2 Technical Documentation The Contractor shall compare existing engineering drawings, technical manuals, hardware audits, hardware modifications, and Approved Products List (APL) to existing upgrades, identifying discrepancies, changes, additions/deletions, etc. The Contractor shall submit recommendations for resolution of inconsistencies and provide upgrades to Government documentation.

2.1.3.3 Failure Analysis The Contractor shall review designated USCG system equipment failure reports to identify differences between the predicted Mean Time Between Failures (MTBF) and actual failure rates. The Contractor shall perform system /equipment failure analysis and recommend operational/maintenance improvements to reduce failures and improve system/equipment operability, maintainability and reliability.

2.1.3.4 Configuration Management The Contractor shall develop and maintain configuration management documentation for designated USCG systems and equipment.

2.1.3.5 Database Maintenance The Contractor shall maintain database inventories of parts and equipment.

2.2 C5I SYSTEM SUPPORT

The Contractor shall provide equipment prototype and production installation/de-installation aboard Coast Guard cutters and Shore units. This will include staging, shipping, site preparation (including hot work), of materials and equipment as well as the installation, removal, cleanup and performance of any finish work. This task also includes performing System Operational Verification Tests (SOVT), correcting discrepancies, coordinating with the customer to draft, finalize and submit reports, draft in/out briefs or other documentation as needed, and providing deliverables to the Contracting Officer’s Representative (COR) (e.g. periodic progress reports, etc.).

2.2.1 Support Services

The Contractor shall support Coast Guard vessels/cutters (deployed and non-deployed), unmanned facilities (i.e., Navigation Systems) and Command Centers located in the continental United States (CONUS), its territories and/or OCONUS based upon cutter/site availability. The Contractor shall manage work scheduled aboard a cutter upon receipt of each individual task order.

2.2.2 System/Equipment Installation, Test, Evaluation, Logistics and Discrepancy Support The Contactor shall analyze data to identify problems and select the best approach to operate standard equipment for installation and de-installation. The Contractor shall conduct tests and record test data. The Contractor shall extract and compile a variety of engineering data from field notes, manuals, labor reports, process data to identify errors or inconsistencies, and select the method for problem correction. The Contractor shall select or adapt standard procedures or equipment, construct components, sub-units or simple models and adapt standard equipment, troubleshoot and correct malfunctions requiring simple to complex solutions, conduct various tests on equipment which require minor modifications in test setups or procedures as well as subjective judgment in measurements. The Contractor shall stage and ship materials to and from the site and perform site preparation work (including hot work), installation, removal, cleanup, any finish work, perform SOVT, correct discrepancies, complete documentation, and reporting outcomes to the COR.

2.2.3 Documentation Drafting and Reporting

The Contractor shall provide Activity Summary Reports, after the completion of installation/de-installation of equipment onboard vessels/cutters both deployed and non-deployed. Summaries shall include the following:

2.2.3.1 Status Reporting Detailed task progress report.

2.2.3.2 Logistics Reporting Shipping, travel, and per diem cost (managed as NTE).

2.2.3.3 Cost Reporting Material cost (managed as NTE).

2.2.4 Installation

The Contractor shall provide installation services in support of USCG C5I requirements as follows:

2.2.4.1 Site Preparation The Contractor shall perform site preparation, site surveys, and site visits.

2.2.4.2 Installation/de-installation The Contractor shall install and/or de-install USCG C5I equipment, classified and unclassified systems, subsystems, and components at specified USCG units.

2.2.4.3 Testing The Contractor shall conduct system/equipment testing, to ensure all installed systems/equipment meet all new system performance criteria as provided by the Government.

2.2.4.4 Disposal The Contractor shall properly dispose of all de-installed equipment and components in accordance with USCG direction and the appropriate level of classification. The Contractor shall maintain appropriate documentation for disposed classified equipment and/or components in accordance with the Coast Guard Property Manual, CIM 4500.5

2.2.5 Inventory Control

The Contractor shall maintain inventory control of all Government furnished property (GFP) and provide final disposition documentation in accordance with Section 4.9.2.

2.2.5.1 Inventory Management Support The Contractor shall perform inventory management duties for Government furnished material and parts via Contractor access to a Government inventory accounting system such as the Naval and Electronics Supply Support System (NESSS) or the Fleet Logistics System (FLS). All transactions (i.e.

issues, receipts, etc.) of Government furnished items shall be entered in the designated Government inventory accounting system immediately if possible, but no later than 24 hours after the transaction has occurred.

2.2.5.2 Government Furnished Equipment (GFE) Storage Requirements The Contractor shall store all staged GFE in secure climate controlled storage, prior to shipping equipment back to SFLC.

2.2.6 Government Property Transportation Requirements

The Contractor shall transport Government furnished property via traceable means to Coast Guard cutters and shore units as defined in individual task orders.

2.2.7 Government Property Disposal Requirements

The Contractor shall remove and transport and/or dispose of de-installed Government property via traceable means and provide final disposition documentation via DD-1149 and 4790CK to the COR on a semi-annual basis.

2.2.8 Site Surveys

The Contractor shall perform site surveys (e.g. environmental, physical, power consumption, area constraints, etc.). The Contractor shall prepare and submit a written Survey Report relaying installation details, photos, and recommendations to the COR.

2.2.9 Prototype Installations

The Contractor shall perform prototype installations aboard Coast Guard Cutters and Shore units (following standard template installation guides) as defined in individual task orders.

2.2.10 Status Reports and Project Plans

The Contractor shall maintain Project Plans and provide monthly, quarterly, or bi-yearly updates to the COR as defined in individual task orders.

2.2.11 Availability Determination

The Contractor shall determine cutter and shore unit availability by contacting the C5I Port Engineers and Support Units to coordinate and schedule work.

2.2.12 Scheduling Installation Requirements

The Contractor shall schedule and arrange work onboard Coast Guard vessels/cutters to cause the least interference with the normal occurrence of government business and mission. The Contractor shall coordinate with, and notify the COR or his/her designee of any work to be performed on a vessel under his/her control that would tend to cause any such disruption.

Notification shall include the type of work to be performed and the estimated completion date.

The Contractor shall be responsible for ensuring timely accomplishment of work as well as tracking of work in progress.

2.2.12.1 Scheduling Contingency Management Upon receipt of notification requiring rescheduling aboard a Coast Guard vessels/cutters, deployed and non-deployed, the Contractor shall notify the COR within 24 hours of the cancelled work and the immediate need to reschedule the type of work to be performed. The Contractor shall be responsible for rescheduling work in order to avoid unacceptable disruptions to the Government.

2.2.12.2 Monitoring Installation Progress The Contractor will be permitted to track work in progress aboard the Coast Guard vessels/cutters.

2.2.12.3 Installation Preparation and Progress Reporting Contractors providing support services on Coast Guard vessels/cutters, deployed and non-deployed, shall provide Command representatives with an electronic draft copy of the “in brief” a minimum of five (5) business days in advance of the scheduled maintenance.

Information to be included in the electronic draft “in brief” shall outline the following:

2.2.12.3.1 Service Labor Installation Plan Support services and work to be performed.

2.2.12.3.3 Service Access Requirements Plan Required access to specific spaces within the vessel/cutter.

2.2.12.3.4 IT System/Equipment Documentation Status Reporting Overview of system hardware and software with documentation to update, as applicable.

2.2.12.4 Installation Kick-off Briefing Upon arrival at the vessel/cutter, the Contractor shall present the command representatives with the final “in brief”, inclusive of updated revisions.

2.2.13 C5I Software and Hardware

The Contractor shall install, configure and integrate all network related hardware, software, IP telephone, wireless LAN, security, video conferencing systems, and associated communications systems.

2.2.13.1 Subject Matter Expert System Support The Contractor shall provide qualified personnel with the required knowledge and capabilities to support C5ISC technical, engineering and administrative support requirements. The Contractor shall provide “Just-in-Time Teaching” (JiTT) on-site training to system operators following new installation or major upgrade of a C5I system. JiTT refers to a process (usually aided by computers, compact discs, and computer networks, and/or teleconferencing) in which the person receives training on-site or "just-in-time" when it is needed for a particular purpose.

2.2.13.2 System Operation Verification Test (SOVT) Results Reporting The Contractor shall perform a Pre-Installation Test and Checkout (PITCO) prior to installation efforts as applicable. The Contractor shall perform a SOVT on newly installed C5I systems; identify/diagnose discrepancies; and correct discrepancies as applicable. The Contractor shall report completion of the SOVT, identify discrepancies noted and present recommended corrective actions to the COR.

2.2.13.3 Installation Briefing Activities The Contractor shall conduct an “in brief” and “out brief” with a command representative(s) as applicable. Briefs shall include a summary of all tasks performed; hand off system documentation (including completed SOVT); and provide the Command with a brief on help desk contact information.

2.2.14 Installation Documentation Access Requirements

During the installation, the Contractor will have access to the following Coast Guard vessel/cutter’s documentation:

2.2.14.1 Drawing and Wiring Documentation Access Initial or updated red-lined installation drawings and wiring diagrams, as applicable and /or completed System Operation Verification Test (SOVT).

2.2.14.2 Materials Shipping and Invoicing Completed DD-1149 documents.

2.2.14.3 Maintenance Action Forms Completed 4790CK documents.

2.2.14.4 Installation Activity Outcome Reporting The Contractor shall update all documents to reflect changes, installation, de-installations, correction of discrepancies, etc. These changes shall be identified and explained at the “out brief.” All updated red-line installation drawings, wiring diagrams, etc., shall be sufficiently detailed to accurately depict corrections made. Detailed corrections made shall be dated and initialed and provided to the COR.

2.2.15 System Grooms

The Contractor shall perform system grooms, configuration changes, software and hardware integration, and installations aboard Coast Guard cutters and shore units. All grooms, changes, integrations, and installations conducted aboard Coast Guard cutters and Shore units shall be correctly documented in sufficiently detailed to accurately depict corrections made. Detailed corrections made shall be dated and initialed. Copies shall be provided to the COR.

2.2.16 Hot Work/Welding

The Contractor shall comply with the hot work, atmospheric testing, ventilation, and safety precaution requirements contained in 29 CFR Part 1915, "Occupational Safety and Health Standards for Shipyard Employment", and ‘Naval Ships’ Technical Manual, Chapter 074, Volume 3, Gas Free Engineering. Initial gas free certification shall be conducted by a NFPA certified Marine Chemist, except in such cases where a Competent Person is authorized to conduct certification in accordance with 29 CFR 1915 (59 FR 37816 of 25 Jul 94). All Hot Work/Welding services conducted aboard Coast Guard cutters and Shore units shall be correctly documented in sufficiently detailed to accurately depict corrections made. Detailed corrections made shall be dated and initialed. Copies of deliverables shall be provided to the COR.

2.2.17 Manufacturing and Assembly

The Contractor shall provide technical services in support of USCG C5I requirements as follows:

2.2.17.1 Manufacturing Services The Contractor shall perform manufacturing services, to include design, setup, production, and quality assurance for selected USCG projects.

2.2.17.2 Engineering and Field Support The Contractor shall perform engineering and field support, to assemble system/equipment components and verify specification compliance for selected USCG projects.

2.2.17.3 Logistics Support The Contractor shall perform logistic support, to prepare and package for shipment USCG projects.

2.2.17.4 Technical Services The Contractor shall provide technical services required for the performance of periodic equipment overhauls and refurbishments.

2.2.17.5 Installation and De-installation Services The Contractor shall provide de-installation and installation of designated equipment and systems.

2.2.17.6 SELC System Improvements The Contractor shall implement SELC changes to correct operational deficiencies, improve maintainability, improve reliability and increase operational readiness, and perform SELC required validation.

2.3 C5I SYSTEM ENGINEERING CHANGE AND TIME COMPLIANCE TECHNICAL

ORDER (TCTO) SUPPORT

The Contractor shall provide all necessary management oversight, supervision, labor, materials, and equipment required to draft, submit, track, and/or revise C5I system Engineering Change Proposals and Time Compliance Technical Orders (TCTO). This shall include providing technical writing and CAD level technical drawing services. All documentation shall be delivered in formats compatible with the Coast Guard Standard Work Station III for Windows (typically DOC, PDF and/or DWG).

2.3.1 Expertise and Qualifications

The Contractor shall possess the required level of expertise using technical and project documentation to furnish the necessary technical writing services to provide a final written report in support of ILMS Support Services. The Contractor may be required to prepare, review, and maintain technical documentation.

2.3.2 Technical Drawing Services

The Contractor shall provide CAD level technical drawing services.

2.3.3 Reporting Requirements

All documentation shall be delivered in formats compatible with the Coast Guard Standard Work Station III for Windows (typically DOC, PDF and/or DWG).

2.3.4 Test and Evaluations (T&E)

The Contractor shall conduct, integrate, and test systems. The Contractor shall assess systems and independently perform test and evaluation(s). These Operational Capability Evaluations shall be conducted to provide essential information to the decision makers of C5I systems.

2.3.5 Reporting Deadline Requirements

The Contractor shall prepare and submit documented, written results of the T&E to the Program Manager via the COR within five (5) business days of completion for review/comment. The Program Manager will have five (5) business days to return the T&E Report to the Contractor with comments and questions. Thereafter, the Contractor shall have five (5) business days to finalize the final T&E Report and return to the Program Manager with incorporated changes at no additional cost to the Government.

2.4 C5I SYSTEM FIELD SUPPORT

The Contractor shall provide all necessary management oversight, supervision, personnel, labor, materials, and equipment required to perform field support services, to include preventive, corrective, and adaptive maintenance support. The Contractor may be required to travel to remote sites located in CONUS or OCONUS to perform field support services and may require time under way on Coast Guard Cutters. All travel shall be billed and reimbursed in accordance with paragraph 4.5, Travel below. The Contractor shall prepare trip reports outlining all activities performed, etc., as defined in individual task orders.

2.4.1 Preventive, Corrective, and Adaptive Maintenance

The Contractor shall provide scheduled preventative, corrective, and adaptive maintenance. The Contractor shall provide diagnostic and troubleshooting services and assist Government field support technicians (remotely or on site) in troubleshooting and correcting C5I system casualties.

The Contractor shall assist field support technicians in troubleshooting and correcting C5I system casualties, providing written documentation of assist orders and corrective actions taken.

The Contractor shall document assistance with casualty correction in the Electronic Asset Log (EAL) within the Aviation Logistics Management Information System (ALMIS) and Remedy tool CGFIXIT). In addition to the EAL entries, written reports shall be submitted to the COR at the end of each assist/on-site order showing:

2.4.1.1 Date of failure notification

2.4.1.2 Date Contractor resolved problem

2.4.1.3 Date Contractor employee arrived onsite

2.4.1.4 Leadtime required to receive parts to correct/resolve problem, as necessary

2.4.1.5 Travel costs needed, as necessary

2.4.1.6 Problem resolutions documented

2.4.2 Field Support Reports

The Contractor shall prepare and submit Field Support reports. The reports shall be provided to the COR within five (5) business days of the Contractor providing support. Reports shall, at a minimum, set forth diagnostic and troubleshooting services provided in the correction of C5I casualties or other technical failures requiring diagnostic and/or troubleshooting services.

2.4.3 Technical Assistance and Field Engineering

The Contractor shall provide technical assistance and field engineering services in support of C5I5I systems in sustainment as follows:

2.4.3.1 Engineering Services The Contractor shall provide field-engineering services for USCG C5I systems/equipment.

2.4.3.2 Periodic Maintenance The Contractor shall provide technical support for the periodic and emergent maintenance for USCG systems and equipment.

2.4.3.3 Failure Analysis The Contractor shall perform failure analysis of designated periodic/emergent maintenance technical support programs and other designated deficiency identification reports to determine common failure trends for USCG C5I systems and equipment.

2.4.3.4 RADHAZ/EMI Technical Assistance The Contractor shall provide technical assistance services for the performance of safety and operational radiation and electromagnetic surveys including, but not limited to Radiation Hazard (RADHAZ) and Electromagnetic Interference (EMI).

2.4.3.5 Grounding and Bonding The Contractor shall provide technical assistance services for the correction of identified grounding, bonding and TEMPEST discrepancies.

2.4.3.6 RADHAZ Surveys The Contractor shall conduct RADHAZ surveys onboard designated Coast Guard cutters and at shore facilities. The Contractor shall identify deficiencies and develop recommended corrective actions.

2.4.3.7 EMC/EMI Surveys The Contractor shall conduct Electromagnetic Compatibility (EMC)/Electromagnetic Interference (EMI) surveys onboard designated Coast Guard cutters and at shore facilities. The Contractor shall identify deficiencies and develop recommended corrective actions.

2.4.3.8 Operational Test and Evaluation The Contractor shall conduct operational test and evaluation, to ensure all components/subsystems/systems meet installation and operational requirements.

2.4.3.9 Acceptance Testing The Contractor shall prepare and conduct user acceptance tests, SOVT, training and assist in the evaluation of the installed systems, subsystems and components, in coordination with Government personnel.

2.4.3.10 TEMPEST Technical Assistance The Contractor shall conduct TEMPEST surveys onboard designated Coast Guard cutters and shore facilities. The Contractor shall document and resolve discrepancies.

2.4.3.11 Field Support Meetings The Contractor shall attend Field Support meetings and provide minutes of the meeting(s).

2.4.4 Facility Maintenance

2.4.4.1 Minor Maintenance The Contractor shall perform grounds maintenance to include general cleanliness and treatment of locations to prevent bursh/grass overgrowth and any other items which become a safety hazard/concern for workers. In addition, minor shelter maintenance/repair shall be conducted to ensure effective performance of USCG equipment and operations.

2.4.4.2 Lightning Protection The Contractor shall install and/or maintain lightning protection devices for antennas and other USCG facilities.

2.4.4.3 Antenna Tower Maintenance The Contractor shall inspect, repair, re-lamp, and maintain antenna towers, to include testing of safety rails and other tower safety components.

2.4.4.4 Physical Security Surveys The Contractor shall perform security surveys of USCG physical facilities and propose remediation or enhancement recommendations.

2.4.5 Integrated Logistics Support (ILS)

The Contractor shall be responsible for providing Integrated Logistics Support to assure the effective and continual operations of the ILMS II support services for the USCG. Contractor responsibilities shall include the planning, developing, and sustaining well-defined, affordable support strategies for USCG material as set forth below:

2.4.5.1 Logistics Systems Support The Contractor shall track/maintain logistics systems support. The Contactor shall be responsible for planning, scheduling, packing assembling, arranging diagnostics and repairs, ordering, managing and storing parts, managing inventories, and shipping USCG materials within CONUS and OCONUS.

2.4.5.2 Inventory Report The Contractor shall prepare and provide the Government with an Inventory Report in conjunction with Section 4.9.2. This report shall compile the total number of parts shipped, ordered, packaged, and sent from the location for the year, etc.

2.4.5.3 Inventory Control and Logistic Support The Contractor shall provide inventory control and logistic support for the disposition of spare parts in support of the maintenance effort.

2.4.5.4 ILSP and OLSS Development and Review The Contractor shall develop or review the Integrated Logistics Support Plan (ILSP) and the Operational Logistics Support Summary (OLSS) for designated USCG C5I systems and equipment.

2.4.5.5 Electronics Integrated Logistics Support Plan (EILSP) Development The Contractor shall develop procedures for the implementation of EILSP for designated USCG C5I systems and equipment.

2.4.5.6 ILSP and OLSS Update The Contractor shall update EILSP and OLSS documents.

2.4.5.7 ECP Development The Contractor shall develop Engineering Change Proposal (ECP) documentation to ensure logistics support requirements are met.

2.4.5.8 NMEA Standards The Contractor shall install and maintain systems designed in accordance with the appropriate NMEA standards (i.e. NMEA 0183, NMEA 2000, NMEA OneNet), as specified in individual task orders.

2.4.5.9 Logistics Support Meetings Contractor shall attend Logistics Support meetings, or on behalf of the Government on an as-needed basis. The Contractor shall prepare and submit minutes of the meeting(s) attended.

2.4.5.10 Repair Part Deficiencies The Contractor shall evaluate maintenance problems to identify deficiencies in logistic support.

2.4.6 Training Support Requirements

In situations where the Government facility requires unique training support skill set/level(s), these requirements will be delineated in individual task orders. Travel and Tuition/Registration and other applicable fees (costs) will be defined in each individual task order and reimbursed in accordance with the FTR, as authorized by the Contracting Officer.

2.4.6.1 Training Support The Contractor shall provide training services in support of USCG C5I system requirements, as specified in individual task orders.

2.4.6.1.1 Training Development and Instruction The Contractor shall conduct informal (On-the-Job-Training) and informal (instructor-led or computer-based) training as specified in individual task orders.

2.4.6.1.2 Training Review The Contractor shall coordinate with USCG personnel to identify deficiencies in existing training curriculum(s) and assist in the development and/or enhancement of follow-on training as set forth in individual task orders.

3.0 CONTRACTOR PERSONNEL

3.1 QUALIFIED PERSONNEL

The Contractor shall provide qualified personnel to perform all support services specified above in paragraph 2.0 of this SOW. (Refer to labor category descriptions and qualifications in Labor Category Descriptions.) The Contractor shall ensure that personnel designated as Key by the Government comply with the requirements, paragraph 3.2 of this SOW below. Additionally, the Contractor shall ensure that all Contractor employees supporting individual task orders issued against the IDIQ are United States citizens or legal residents of the United States. Per Section

4.1 - Security, Contractor employees supporting classified task orders issued against the IDIQ must be United States citizens.

3.2 KEY PERSONNEL

The Government may designate Contractor personnel as Key in each task order under this IDIQ.

The key personnel are considered essential to the work required under the IDIQ. In the event that it becomes necessary for the Contractor to replace the individual(s) designated as key personnel, the Contractor shall notify, in writing, the KO and COR no less than 15 days in advance. The notification shall include the name of the substitute/replacement and a resume indicating that the proposed candidate meets the required qualifications. All substitutes shall have qualifications as stated in 3.3 below and as per Attachment 3, Labor Definitions. For substitutes with a required security clearance, notification in writing shall be no less than 60 days in advance. The Contractor shall not replace any of the key personnel named to work on individual task orders without the written consent of the Contracting Officer. Below are designated Key Personnel:

Program Manager

3.3 PROGRAM MANAGER

The Program Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Representative. The Contractor shall provide the name of the Program Manager. During any absence of the Program Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract.

The Program Manager shall be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Program Manager without prior written approval from the Contracting Officer. Program Manager must be proficient in writing, electronic correspondence, verbal communication skills in the English language, the use of Microsoft Outlook, Microsoft Power Point, Microsoft Word and Microsoft Excel.

3.3.1 Language Requirements

The Program Manager shall be able to read, write, speak and understand English.

3.3.2 Formal Education/Experience Requirements

The Program Manager shall be able to perform the duties and satisfy the Education & Experience requirements for Program Manager, see Attachment 3, Labor Definitions.

3.3.3 Project Certification Requirement

During performance of the contract,the Program Manager shall possess a valid Project Management Professional (PMP) Certification issued by the Project Management Institute.

3.3.4 Security Clearance

The Program Manager shall maintain, at a minimum, a SECRET security clearance.

3.4 EMPLOYEE IDENTIFICATION

3.4.1 Identification Badge Requirements – Visiting

Contractor employees visiting Government facilities shall wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.

3.4.2 Identification Badge Requirements – Working on Site

Contractor employees working on-site at Government facilities shall wear a Government issued identification badge. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent (in meetings, when answering Government telephones, in e-mail messages, etc.) and display the Government issued badge in plain view above the waist at all times.

3.5 EMPLOYEE CONDUCT

Contractor employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure that Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security. The Project Manager shall ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security.

3.6 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS

The Government may, at its sole discretion (via the Contracting Officer), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons.

Removal does not relieve the Contractor of the responsibility to continue providing the services required under this contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

4.0 OTHER APPLICABLE CONDITIONS

4.1 SECURITY

The performance of this contract requires the safeguarding of classified and Sensitive but Unclassified Information. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation.

The Contractor’s facility shall have a current Facility Clearance (FCL) at the Secret level at the time of award. Any subcontractors identified to support classified tasks shall possess the appropriate FCL level based on the task sought.

4.1.1 Safeguarding Classified Information

Contractor access to classified information is required under this SOW. The maximum level is secret.

Contractor personnel shall maintain their security clearance eligibility for the duration of the contract. All contractor personnel working this contract must have a Classified Information Non-Disclosure Agreement (SF-312) properly executed by their contracting company’s Facility Security Officer (FSO) and file with their clearance granting authority.

4.1.1.1 Protection of Classified Information Classified information is U.S. Government information which requires protection in accordance with Executive Order 13526, “Classified National Security Information,” and supplemental directives. The Contractor shall abide by the requirements set forth in the DD Form 254, Contract Security Classification and the National Industrial Security Program Operating Manual (NISPOM), DoD 5220-22M for protection of classified information, as directed by the Federal Acquisition Regulation FAR) 52.204-2, “Security Requirements Clause (Mar 2021).

4.1.1.2 U.S. Citizenship Contractor personnel must possess U.S. Citizenship and must have a current background investigation to obtain the appropriate Personnel Clearance (PCL) at the Secret level based on mission support. Persons determined by the Government to be a substantial risk to U.S. national security interests will not be employed under the IDIQ.

4.1.2 On-Site Contractors – Government Locations

Contractor performance shall support classified work only at the government facility as specify to the locations within the SOW, and any additional locations approved by the COR.

4.1.2.1 Proof of Security Clearance for Access to Facilities Contractor personnel requiring access to DHS/USCG or DoD facilities where proof of a security clearance is a prerequisite, shall meet the security requirements of the contract for accessing classified information and/or IT systems/networks as specified by the host and/or owner of those facilities.
