AMENDMENT OF SOLICITATION Amendment Number: 0001

B. Amendment 0001 includes responses to vendor questions and revised documents. Below indicates which documents include changes from the prior version:

• Attachment 2 – AIS-2 Specification - Changes are in Red within the document

• Attachment 3 – EAIS IDD - Changes are in Red within the document

• Attachment 10 – AIS-2 Crosswalk - Changes are in Red within the document

C. The following Questions and Government Responses are provided for informational purposes.

QUESTION RESPONSE

1 In attachment 2, shall we assume that sections 4.2.1 and 4.2.2 of 4.2 should also apply to 4.3, meaning these field will always have a value of 7 or 1023 (Data not Available) for

PGN 65535?

The Coast Guard determined there is an error in the question. The convention is the same for section 4.4 with PGN 65535. The Specification (Attachment 2) has been updated and posted with this amendment.

1.1 In attachment 2, the documents

highlighted in section 2 do not appear in the final crosswalk, is this correct?

Yes. Specific requirements related to reference documents listed in attachment 2, section 2 are specifically cited throughout the crosswalk.

However, offerors are not required to produce or provide copies of the documents with their proposal.

2 In attachment 2, sections 2.3.3.5 &

2.3.3.7 suggest ethernet support is needed, please confirm the use case surrounding this?

No. Ethernet is not required.

Use case: Several Presentation Interfaces in use by the Coast Guard have the capability to communicate NMEA 0183 and/or NMEA 2000 over Ethernet. This can simplify interfacing and is desirable, but is not required in the spec. Only Ethernet that conform to sections 2.3.3.5 and

2.3.3.7 is considered desirable. The Specification (Attachment 2) has been updated and posted with this amendment.

3 Will NMEA 0183 sentences over Wi- Fi be sufficient?

No.

QUESTION RESPONSE

4 In attachment 2, section 5.1.1 states “Objective The transponder shall allow PI applications to emulate the transponder’s user interface and controls” Can you provide some more details and/or a typical use case?

All capabilities of the transponder’s user interface can be accessed remotely through the PI. This would, through the use of NMEA messages, permit the PI to replicate physical button/UI interactions. As a use case, job tasks requiring a particular button sequence at the transponder’s user interface could be performed verbatim from the PI, using a representative UI or widget on the PI.

5 In attachment 2, section 5.2, wouldn’t this filtering be better at the PI rather than at the AIS. If the filtering is needed at the AIS are you requesting that all class B’s are removed from the list of vessels on the AIS display and/or the bus messages passed out on NMEA 0183 and NMEA 2000.

The Coast Guard’s standard PI (Vega) supports filtering of Class B targets. However, this transponder may be fielded on platforms using a commercial PI, which does not support filtering of Class B targets. This objective requirement allows the Class B target filtering to take place at the transponder and prevent NMEA transmission of Class B target data to the commercial PI. The AIS display will continue to display all vessels.

6 In order to know which mode the AIS transponder is in, the PI will request the STEDS configuration message every second. Please can you confirm that this is acceptable?

No. The PI will query the transponder for transmit mode as it requires the info – the only requirement levied against the transponder (attachment 2, section 3.3.3) is for 500 millisecond response.

It is desirable (but not required) for the AIS transponder to notify the Presentation Interface when the transmission mode is changed locally on the transponder. The Specification (Attachment 2) has been updated and posted with this amendment.

7 Is it acceptable for the AIS to receive the 3 ITU message PGNs (messages 8, 25 & 26 or 129797, 129811 & 129812) natively instead of relying on the commanded version using the Group Function PGN (126208)?

If the transponder interfaces directly with the PI using NMEA 2000, yes, this is acceptable.

According to NMEA 2000 v2.100, Query and Command support are “Optional” for PGNs 129797, 129811 & 129812.

If the transponder interfaces with the PI through a NMEA 0183 to 2000 gateway, PGNs 129797, 129811 & 129812 are the only acceptable mechanism. This is because the Group Function PGN (126208) cannot be used for any purpose with Global Addressed devices such a gateways.

QUESTION RESPONSE

8 Regarding Volume 3 Attachment 1

(Price Proposal) of (2) offer content:

can multiple configurations be offered for each vessel?

Yes, but each configuration will constitute a distinct offer that will be evaluated separately.

As such, the alternate configurations must be presented in such a way as to constitute a separate offer to facilitate separate evaluation.

Per FAR provision 52.212-1 paragraph e (incorporated by reference in the solicitation):

“(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.”

9 Regarding Attachment 3_EAIS_IDD_v5_5_2: The IDD states SOTDMA shall be used for reservations of all encrypted messages. The AIS standard ITU 1371 allows use of SOTDMA for single slot messages. Encrypted messages are two slots or more. We propose using ITDMA to make all necessary reservations.

The Coast Guard agrees with the proposal. The IDD has been updated to remove SOTDMA, and use ITDMA instead. The IDD (Attachment 3) has been updated and posted with this amendment.

10 What is the anticipated award date? Award will be made following evaluation of offers and source selection in accordance with the solicitation. As such, no firm award date can be given, except that award is anticipated prior to the end of government fiscal year 2018.

11 What are USCG proposed payment terms?

Proposed payment terms are in accordance with FAR clause 52.212-4, Contract Terms and Conditions – Commercial Items, which is incorporated by reference in the solicitation and will also be incorporated by reference in the awarded contract.
