About this file

This is a Questions and Answers (Q&A) document for Coast Guard Request for Proposal (RFP) 45762, concerning depot-level maintenance work on a Rigid-Hull Inflatable Boat (RB-M) designated as CG 45762 to be performed at Cabras Marine facility.

The Q&A addresses technical specifications and operational clarifications requested by KTR (the apparent contractor). Key details include: item thicknesses of 1/4 inch to 5/16 inch; ultrasonic (UT) measurements exceeding 100 shots to be performed under Change Request with additional costs approved by the Coast Guard Inspector (COR); fuel/oil tank capacity of 485 gallons at 95% capacity; hose replacement kits will be Government-furnished and sufficient for all required replacements; seawater valve specifications available via Coast Guard drawings or site visits at CG Station Apra Harbor; fender sections already identified by the unit and will not be replaced if not readily available, with repairs deferred to shipboard personnel; and MDE (Marine Diesel Engine) work may be performed by KTR with manufacturer's technical representation, with contact information provided for Pacific Power Group, Bay Marine Boatworks, and Birdon (Bellingham, WA). The Government clarified that a Job Control Plan (JCP) is non-negotiable and required for proposal acceptance; drawings cannot be emailed and must use secure channels; the Government will not provide a boat cradle or keel blocks for docking operations, with KTR expected to follow the same protocol used for the previous CG 45753 FY24 drydock project; and stability data and bilge capacity information will be provided onsite or via docking plan drawings upon request.

45762 RFC questions and Answers:

Q: KTR would like to ask Gov't to provide the corresponding thickness of the items described in table 1.

A: 1/4 (.250)-5/16 (.3125)

Q: KTR requests confirmation from the Government that any UT shots exceeding 100 shall be performed under CFR, with the associated costs addressed separately.

A: Any additional UT Measurement will be addressed via CFR and incur additional cost via Change Request if approved by the CG Inspector (COR).

Q: For estimating purposes under LI 3.2.6.1, does the Government have an existing UWI report available that KTR may use to estimate the potential removal of marine growth?

A: The Government does not have an existing report but the KTR is more than welcome to schedule a site visit with CG STATION APRA HARBOR.

Q: As stated in LI 3.4, the Government reserves the right, at its discretion, to provide new fender sections based on the inspection results.

In this regard, KTR respectfully requests clarification from the Government on the following:

In the event that inspection results determine that fender replacement is required, can the Government confirm whether the new fender sections are readily available?

If the fenders are not readily available, does the Government have information on the anticipated procurement or delivery lead time for these fenders?

These items are key concerns for KTR, as the availability and lead time of Government-furnished fenders may have a direct impact on the repair schedule and the re-delivery of the RB-M.

A: If new fenders are deemed necessary for repair, they have already been identified by the unit, Project Planner, and COR. If more fenders are needed and the Government does not have them readily available, they will not be changed out. Those fender sections will be repaired/renewed at a later date by shipboard personnel.

Q: For estimating purposes, KTR would like to request the Government to provide the capacity (volume) of the tank.

A: At 95%, CG 45762's F/O capacity is 485 gallons.

Q: KTR is not certified by the manufacturer to perform work on the MDE; however, we are capable of completing the scope of work. Would the Government allow the work to be performed with a manufacturer’s representative assisting KTR’s workforce? If so, could the Government provide the MDE manufacturer’s contact or coordinate their support?

A: The Government does not have any issues with the KTR performing the work and knows the KTR is capable with technical representation. That being said, the Government can not legally provide one name of a specific Tech. Rep. Q: For KTR’s estimation, could the Government please provide the length and diameter of the engine exhaust pipe?

A: For this information the KTR can either wait for the CG Drawings or schedule a site visit with CG STATION APRA HARBOR to view CG 45762's systems.

Q: KTR would like to ask the Government if the GFM material is suƯicient to replace all the hoses listed in Table 1. If not, could the Government please provide the diameter, material type, and specifications of the hoses?

A: The Hose Kit will be suƯicient and contain all hoses needed for replacement.

Q: KTR would like to request the Government to provide the specifications of the SW valves so that we can source the appropriate overhauling kits.

A: For this information the KTR can either wait for the CG Drawings or schedule a site visit with CG STATION APRA HARBOR to view CG 45762's systems.

Q: KTR would like to ask if the specifications provided by the fuel vendor are suƯicient to meet this requirement, or does the Government require a fuel analysis from a laboratory?

A: The specifications for fuel provided will suƯice. As always, the CG Inspector (COR) will conduct an onsite test prior to onboarding any fuel.

Q: KTR would like to confirm whether the Government’s intention is to dock the RB-M at KTR’s facility, or if the Government has a preferred docking location.

A: Yes, the Government's intention is to dock CG 45762 at Cabras Marine for the duration of its drydock, depot-level maintenance period of performance.

Q: KTR would like to request the Government to provide the stability data of RB-M at summer loadline, design draft, and/or lightship conditions for use in the lift plan.

A: This information will be provided onsite or via docking plan drawings once requested by the KTR.

Q: KTR would like to ask if the Government requires any additional provisions or services in connection with this work item, such as water, printer access, oƯice supplies, etc.

A: No additional services are needed besides those outlined in Work Item 26. All temporary services provided by the KTR in the previous DD were stellar and I expect this would be the same.

Q: Could the Government please provide the bilge capacity (volume) for proper disposal of contaminants or liquids?

A: For this information the KTR can either wait for the CG Drawings or schedule a site visit with CG STATION APRA HARBOR to view CG 45762's systems.

Q: If KTR is in the process of obtaining the JCP, would the Government accept this, and will the drawings requested can be provided via e-mail?

A: A JCP is non-negotiable part of the solicitation. The contractor must have a current JCP in order to provide a acceptable proposal. No, the drawings cannot be emailed to the contractor and must go through the proper secure channels.

Q: KTR respectfully requests confirmation on whether the Government will provide the boat cradle required for docking operations.

Kindly advise if the cradle will be Government Furnished Property (GFP) or if the contractor is expected to provide the cradle or fabricated keel blocks.

A: The Government will not provide a cradle for docking so it will not be provided as GFP.

Recommend the KTR follow the same exact protocol as they did with CG 45753's FY24 DD project.
