About this file

This document is an Amendment (A00003) to a United States Coast Guard (USCG) solicitation for tank and bilge cleaning services. The solicitation (70Z04026Q62101Y00) is a small business set-aside for one base 12-month period with four 12-month option periods, to be performed at the USCG Yard in Baltimore, MD. The amendment addresses vendor questions, clarifying that previous contracts were consolidated, and individual task orders will be released as services are required.

Key details include: No requirement for vendors to have a marine chemist on staff, though subcontracting is permitted; vendors are responsible for obtaining necessary permits (e.g., confined space permits); USCG will not supply lifts for work performance. The incumbent contractor is Jet Blast, with a previous contract (70Z04021D60941Y00) awarded for $7,334,643.00, covering the period of 11 Dec 2020 - 10 Dec 2025. Proposals must be submitted via email to Seth.A.Andrew@uscg.mil, with late submissions being eliminated from consideration.

70Z04026Q62101Y00 Amendment A00003

14a. This amendment is issued to respond to the following questions received:

QUESTION: Why was the contract grouped together, as previously these jobs were separate?

ANSWER: Previous jobs were not released on separate contracts. One contract was awarded and individual task orders released under said contract when services were required. The same applies for this follow-on contract. Individual task orders will be released when services are required.

QUESTION: Are there any special permits that vendors need to secure before work can begin?

ANSWER: In accordance with Section 6.1.2 of the Statement of Work, yes, permits are required and it is the offeror’s responsibility to obtain all required permits. For example, a confined space permit is required when performing work in any confined space at the USCG Yard Baltimore.

QUESTION: Do we have to maintain a marine chemist on staff at our company to submit a proposal for this contract?

ANSWER: No, there is no requirement for a vendor to have a marine chemist on staff to be able to submit a proposal for this requirement. This may be subcontracted, however the proposal must include details on how this requirement will be met.

QUESTION: Will the USCG be supplying lifts for work performed? Or will that expense be on the vendor?

ANSWER: No, USCG will not be supplying lifts to perform the required work.

QUESTION: Was there an incumbent contract, and if so, what was that incumbent awarded under?

ANSWER: Yes, the incumbent contractor is Jet Blast. Contract Number 70Z04021D60941Y00 was awarded with a period of performance of 11 Dec 2020 – 10 Dec 2025 for a total evaluated amount of $7,334,643.00.
