About this file
This document is an Amendment (A00002) to a U.S. Coast Guard solicitation for Tank and Bilge Cleaning Services. The solicitation seeks a small business contractor to perform tank and bilge cleaning services at the U.S. Coast Guard Yard in Baltimore, Maryland, with a contract structure of one 12-month base period and four 12-month option periods. The amendment addresses two contractor questions: one regarding incorrect paragraph references on the pricing schedule (which will be corrected with a new pricing schedule) and another about combining 500-gallon tank cleaning with other work to reduce costs (which was denied, maintaining the original Statement of Work requirements).
The solicitation has been extended to 12/8/2025 at 14:00, with proposals to be submitted to Seth.A.Andrew@uscg.mil. The requirement is set aside exclusively for small businesses, and the contract will be awarded as a requirements contract with fixed-price delivery orders. The service location is specifically the U.S. Coast Guard Yard at 2401 Hawkins Point Road, Baltimore, MD 21226, with the primary objective of performing comprehensive tank and bilge cleaning services for USCG vessels.

70Z04026Q62101Y00 Amendment A00002
14a. This amendment is issued to respond to the following questions received:
QUESTION: After reviewing the Pricing Schedule and the SOW there seems to be the wrong paragraphs referenced on the Pricing Schedule provided. Example: Item 1001. states “Tank Cleaning in accordance with Section 1.3, “Statement of Work for Tank Cleaning” but Section 1.3 in the SOW is “Applicable Documentation.” Each of the following items on the Pricing Schedule seem to be referencing the wrong paragraphs as well.
ANSWER: Pricing schedule was corrected to remove the sections stated as a guide to the statement of work. A new pricing schedule will be added, removing the sections referenced in the SOW that no longer exist.
QUESTION: Due to cost rising above profit, is there any way the Government could combine 500 Gallon tanks with other work in order to decrease cost of having to roll out an entire crew for a small job?
ANSWER: Although the Government can work with the vendor to ensure these tanks are included periodically with larger jobs, there is still a need for them to be emptied upon request if necessary, so the Statement of Work will remain unchanged.
EXTENSION: The solicitation has been extended until 12/8/2025 at 14:00
