About this file
This file is a Solicitation Amendment containing Questions and Answers for Solicitation 70Z04026Q51428B00 A0001, dated July 8, 2026, regarding Cummins QSC 8.3 Engine Repair services.
The amendment addresses four key questions posed by potential contractors regarding the scope and nature of the engine repair requirement. The engines requiring repair are Cummins QSC 8.3 models used in 47-foot Marine Lifeboats (MLB) and have sustained damage due to environmental factors, specifically seawater intrusion into the engine room through vents and into engine intake systems. Many of the engines in service have accumulated fewer than 1,700 operational hours. The government clarifies that the requirement calls for repair work rather than overhaul, with detailed work specifications contained in the accompanying Statement of Work (SOW). The amendment explicitly confirms this is not a baseline analysis or exercise. Contractors should reference the SOW for complete details of the repair work required to address the maintenance issues caused by the operational marine environment.

Cummins QSC 8.3 Engine Repair RFQ Amendment
Questions and Answers
Q1: Are the engines not performing as expected?
A1: The engines requiring repair as part of this RFQ have maintenance issues that have occurred due to environmental or otherwise abnormal situations, such as boats taking on water through the engine room vent and into the engine intake system, which, in turn, caused failures to the engines.
Q2: If the engines in question have less than approximately 1700 operational hours on them, normally they do not require overhaul at this point. Are there more than 1700 hours on the engines?
A2: Many of the engines in service do have less than 1700 operational hours accumulated. The requirement calls for repair, not overhaul. Please see SOW for full details of work required.
Q3: Have the engines been damaged in any way?
A3: Due to the operational environment of the 47’ MLB, we have had damage to engines due to sea water intrusion into the engine room.
Q4: Is this a baseline exercise?
A4: No this is not a baseline analysis or exercise.
