About this file
This is a Questions and Answers document addressing clarifications regarding a federal solicitation for air compressor repair services at the United States Coast Guard Academy in New London, Connecticut. The Q&A addresses two key inquiries from potential offerors: licensing requirements for contractor personnel and submission format requirements for Volume II of their proposals.
Regarding personnel qualifications, the government clarified that while Section 1.2 of the Statement of Work references State of Connecticut licensing requirements, a specific state license is not mandatory provided that contractor personnel possess the necessary qualifications, experience, and certifications to perform repair and replacement work in compliance with applicable federal, state, and local requirements, industry standards, and contract terms. For the Volume II submission, the government indicated that offerors should include sufficient information in their quotes to demonstrate compliance with solicitation and Scope of Work requirements, with technical acceptability determined by the quote's demonstration of the offeror's ability to meet requirements. The government further clarified that formatting alone will not disqualify a quote if all applicable and necessary information is present.

AIR COMPRESSOR Q&A’s
1. State of Connecticut Licensing Requirement: Section 1.2 of the SOW states that the contractor and contractor personnel performing the work shall be licensed by the State of Connecticut. Could you please clarify the specific Connecticut license or license classification required for technicians performing the air compressor repair work under this requirement? Our proposed technicians are certified, factory-trained air compressor technicians; however, we want to ensure that the Government's specific licensing requirement is fully satisfied.
Answer: The contractor and all contractor personnel performing work under this contract shall possess the qualifications, experience, and certifications, if applicable, necessary to perform repair and replacement work in accordance with applicable federal, state, and local requirements, industry standards, and the terms of this contract.
Specific State license is not mandatory so long as the above is met.
2. Volume II Submission Instructions: The solicitation provides submission requirements for Volume I, including the required cover sheet information. However, we were unable to locate corresponding instructions identifying the required contents and format for Volume II. Could you please clarify what documentation/information the Government requires to be submitted under Volume II, including any applicable page limitations or formatting requirements?
Answer: All quotes must be compliant with the Scope of Work. Offerors should include sufficient information in their quote to demonstrate that the proposed work complies with the solicitation requirements. Technical acceptability will be determined based on whether the quote demonstrates the offeror’s ability to meet the solicitation requirements.
If your quote meets the above it will be accepted. Formatting alone will not disqualify a quote if all the applicable/necessary information is in the quote.
