About this file
This is a Questions and Answers amendment (A0001) for federal contract opportunity 70Z03826QL0000162, posted on July 14, 2026.
The amendment addresses three key questions regarding Certificate of Conformance (COC) and manufacturer traceability requirements. First, the Government clarified that offerors are not required to submit actual COCs and traceability documentation with their quotations; these documents are required only upon delivery of each individual order. Second, regarding line items with CAGE Codes corresponding to industry or military standards rather than specific original equipment manufacturers, the Government confirmed that items manufactured in accordance with the referenced standard by any qualified manufacturer are acceptable, provided the manufacturer can supply the required COC and complete traceability documentation. Third, when traceability documentation is required at the proposal stage, offerors must submit a brief documented plan demonstrating how traceability and chain of custody will be maintained and provided throughout the duration of the award. This amendment effectively reduces proposal submission burden by deferring actual COC and traceability document submission to order delivery while maintaining quality assurance requirements through submission of a traceability plan at proposal time.

Amendment A0001 - Posted on July 14, 2026
Questions and Answers:
1. Certificate of Conformance (COC) and Manufacturer Traceability: The solicitation identifies a COC and proof of complete traceability to the manufacturer listed in the
Schedule of Supplies as minimum requirements for technical acceptability. Since these documents are typically generated by the manufacturer or authorized distributor at the time of shipment, does the Government require offerors to submit actual COCs and traceability documentation with their quotations, or are these documents required only upon delivery under individual orders?
a. The potential vendor would not be able to provide a COC or proof of traceability from the manufacturer upfront. These documents would be required upon delivery of each order.
2. Manufacturer Identification: Several line items identify manufacturer CAGE Codes that appear to correspond to industry or military standards associated with the referenced part numbers rather than specific original equipment manufacturers (OEMs). Could the Government clarify whether these CAGE Codes identify the intended approved manufacturers, or whether offerors may provide products manufactured in accordance with the referenced standard by any qualified manufacturer that can provide the required COC and complete traceability?
a. Items which correspond to an industry or military standard should be manufactured in accordance with the set standard by a qualified manufacturer who can provide a COC and traceability.
3. Manufacturer Traceability Documentation: If required at the time of proposal, what specific documentation should offerors submit as proof of complete traceability?
a. A brief documented plan demonstrating how traceability and chain of custody will be maintained and provided throughout the duration of the award.
