About this file
The file is a Questions and Answers document for Solicitation Number 70Z03825QK0000011, related to a U.S. Coast Guard X-Ray Exposure Room procurement. The Q&A provides detailed technical clarifications about the project, including specifics on X-ray system requirements, interlock systems, electrical configurations, and equipment specifications. Key technical details include supporting two X-ray systems (Lorad LPX-160 and Comet ECO 160DS), requiring an interlock system with "sliding blade" switches and emergency stop capabilities, and needing a ramp-style shielding system with a height range of 2' to 7'.
The related solicitation is a small business set-aside (NAICS code 334517) for a firm-fixed price purchase order, seeking one X-Ray Exposure Room with associated delivery, installation, start-up, certification, and onsite training. The procurement is issued by the Department of Homeland Security's U.S. Coast Guard, with site visits scheduled from 10-14 March 2025, bidder questions due by 18 March 2025, and quotations closing on 21 March 2025 at 2:00 p.m. Eastern Time. The anticipated award date is 31 March 2025, with a required delivery of 20 weeks after order receipt. Quotations should be emailed to Samuel.J.Ownley2@uscg.mil, referencing the solicitation number.

70Z03825QK0000011 – Questions and Answers
1. Question: Please confirm you want a roll over threshold Answer: Yes a rollover style ramp for shielding.
2. Question: What is the measurement point, 42 to 46 referencing the bottom, middle or top of the control panel?
Answer: bottom of the control box 42” off floor and be placed to be operated at the southeast corner (front of panel facing east) of X-ray exposure room.
3. There is no such thing as a universal interlock box. All manufacturers have a different requirement for interlocking Xray sets. The TSG is specifically built to interlock the Lorad. If you require another interlock for another Xray system other than Lorad, we need to know the specific Xray system you need interlocked, so we can build an interlock for that system.
Answer: Current wiring must facilitate a TSG interlock system that can be used with the current “LORAD LPX-160” system in use. Secondary wiring system must be able to be used for use with the “Comet ECO 160DS” tubehead and EVO control panel when Machine systems are changed out. Interlock systems shall be wired in series with "sliding blade" interlock style switch and an emergency stop switch on interior of X-ray exposure room.
4. Question: Please confirm which specific Xray System you are using with this build. To provide a cradle that fits multiple systems, we would need to know which system specifically you are proposing.
Answer: We are currently using a Lorad LPX-160 air-cooled directional tubehead. We will also be using in the future a Comet ECO 160DS tubehead. So will need to adapters produced.
5. Question: What is the minimum and maximum height required?
Answer: minimum of 2' – max of 7'
6. Question: Is shop air available?
Answer: Air can be supplied to area by USCG IOD Facilities.
7. Question: Please confirm you want an electrical box that has terminals where the “X- RAY ON” light can be connected along with the safety limit switches Answer: Yes there needs to be a terminal ending where the lights are to be connected to be able to replace if they become unusable.
8. Question: What is the reference to a computer drop?
Answer: There is power already run near to where our current computer drop is located on the wall. We would like the breaker for the Exposure room to be mounted near that area.
9. Question: Do you want the fan to run all the time or do you want an on\off switch someplace.
Answer: This fan needs to be operating when the breaker for the Exposure room is turned on.
10. Question: Is the run of power a straight horizontal run or do we have to bridge over a 10’ aisleway?
Answer: USCG will provide an electrical disconnect next to Exposure room on North wall next to current computer drop/ outlet to accommodate the system with the maximum power required to properly operate the equipment.
11. Question: Confirm you are talking about the operation of the vault and manipulator only. The Coast Guard is providing the Xray system correct and would not need training correct on how to operate your X-ray system?
Answer: We are providing our current Lorad LPX 160 X-ray Operating System. We do not currently possess a Comet ECO 160DS system. We are looking to replace our Lorad systems in the future. We do not need training on how to operate our current system just how to connect cables. We will need run through interlock checks and operate it at max kV and mA to ensure Exposure room operates as required prior to contractor departing.
12. Question: What OEM are you talking about?
Answer: Original equipment manufacturer (OEM) to perform this service if subcontracted out.
13. Question: Are you saying we have to have the Powered Air Purifying Respirators to install the vault based on the environment? There is nothing in our installation that would require this. Please clarify.
Answer: This is a blanket statement for the USCG Base that if there are areas or operations that either the contractor may be exposed to or the work to be done will expose them then they would have to follow the regulations as stated above.
14. Question: Item 1 above Contractor Employee’s IRRSP Industrial Radiographer Radiation Safety Program. This is for radiographers that use radioactive material such as Ir192 to perform radiography, it’s also for radiographers to use X-Ray equipment to perform radiography. Our employees are not radiographers or licensed radiographers. We do have radiation training and do have state registration to sell and service radiation equipment.
WE believe IRRSP Industrial Radiographer Radiation Safety Program is not applicable since we will not be performing Xrays. Please clarify. Certification and Radiation Safety Training Certification We have 8 hours of radiation safety training to do what we do; you would need 40 hours for the above.
Answer: Copy of the Contractor Employee’s IRRSP Certification or Radiation Safety Training Certification Prior to Installation
