About this file
This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition for Simplified Acquisition Procedures. The Coast Guard requires test, evaluation, repair, and calibration services for six Air Data Test Sets (ADTS-3350ER), with an option to add up to ten additional units. The services will be procured solely from TESTVONICS, Inc., the Original Equipment Manufacturer, due to the complex and proprietary nature of the test equipment. The air data pressure test equipment is critical for testing air data controllers on USCG aircraft during maintenance intervals, emulating flight conditions at various altitudes and air speeds. The procurement is justified as TESTVONICS is the only authorized repair provider, owning all rights to service manuals, technical data, and drawings necessary for servicing these specialized test sets. The solicitation will be posted on SAM.gov, allowing other sources to submit capability statements, with an anticipated award date of July 15, 2025, and a 60-day turnaround time for services.

The air data pressure test equipment is required to test the air data controller (ADC) on USCG aircraft during periodic and scheduled maintenance intervals. The air data pressure test equipment provides air pressure to the pitot and static air ports to emulate flight at various altitudes and air speeds. The ADC is an essential avionics component found on aircraft that replaces individual instruments to determine the calibrated airspeed, altitude and altitude trend, from air pressure captured at the airframe’s external pitot and static air ports.
