About this file
This Statement of Work (SOW) outlines contractor requirements for evaluation, repair, and calibration services for United States Coast Guard (USCG) Test Sets. The work involves minor repairs (calibration and minor repair accessories) and major repairs (such as GPIO and TACAN board repairs) with specific focus on Line Item 1, which involves a Test Set that caught fire and is under USCG investigation.
The contractor must provide complete evaluation, repair, and calibration services according to OEM specifications, maintain required documentation including Component Repair Records (CRR) and Significant Component History Reports (SCHR), and provide calibration certificates and decals. All work must be performed at the contractor's facility using their own parts, materials, labor, and equipment. The contractor must submit repair quotations for major repairs to the Contracting Officer for approval, with quotes valid for 30 days. Items determined to be Beyond Economical Repair (BER) require USCG disposition instructions. Documentation must be submitted to the Purchasing Agent (Geneva.K.James@uscg.mil) within five business days of repair completion, and contractors must retain copies for 90 calendar days.

COMBINED SYNOPSIS/SOLICITATION 70Z03825QE0000029
STATEMENT OF WORK (SOW)
CONTRACTOR REQUIREMENTS
Evaluation, Repair, and Calibration
1. The United Stated Coast Guard (USCG) will furnish to the Contractor the items listed in the Schedule of Services for Minor repair (i.e., calibration and minor repair accessories (such as direct connect cable replacement), as well as SBC repairs) at the prices established at award. Repair actions shall include a complete evaluation, repair, and calibration. In the event the item requires Major repair, please see paragraph 14 of this SOW before proceeding.
2. ADDITIONAL INSTRUCTIONS FOR LINE ITEM 1:
The Test Set under Line Item 1 had an incident where it spontaneously began smoking and caught on fire. Due to the nature of this damage, a formal USCG investigation is currently underway to assess the cause of the damage and to mitigate any future threats. Upon award, additional details regarding this event and surrounding circumstances will be provided upon shipment
It is requested that the Contractor clearly indicate all damages that have occurred and what repairs that are needed to bring this component back to an RFI status in accordance with (IAW) paragraph 15 of this SOW. Please include suggested actions, if any, for preventing future occurrences. If the Test Set is determined Beyond
Economical Repair (BER) IAW paragraph 16 of this SOW, the USCG will still require a list of all damages and what repairs are required in support of the USCG formal investigation.
3. The items under this order are tracked in the USCG’s Asset Computerized Maintenance System
(ACMS). ACMS is the internal management information system used by the USCG to record maintenance and repair actions on aircraft and related systems and components.
4. Items under this order will be shipped to the Contractor with a Significant Component History
Report (SCHR) and a Component Repair Record (CRR). The SCHR records the maintenance history of serial number tracked items. The CRR remains with its corresponding part until the part is determined to be Beyond
Economical Repair (BER) and scrapped. (NOTE: written approval from the Contracting Officer is required prior to scrapping a serial number tracked item.) The Contractor is required to ensure that the SCHR remains with and is returned with the correct part. The Contractor shall retain a copy of the SCHR for 90 calendar days.
5. The Contractor shall complete and provide a CRR for each overhauled item. The CRR records the maintenance and repairs performed on a serial number tracked item. The CRR shall include the NSN, PN, SN, nomenclature, date of repair, purchase order number, line item number, a description of all maintenance/repair actions, a listing of any parts repaired, a listing of any parts replaced, and any service bulletins or modifications that were incorporated. The Contractor’s in-house work order may be used to satisfy this requirement if it includes all of the required information.
6. The Contractor shall distribute the CRR (or its equivalent) as follows:
• Pack the original, completed CRR with the repaired component;
• Email one (1) copy of the completed CRR to the Purchasing Agent at Geneva.K.James@uscg.mil no later than five (5) business days following completion of the repair effort; and
• Retain a copy of each CRR for 90 calendar days.
7. The items under this order require calibration. Calibration shall be performed after each recertification cycle and shall include adjustment and correction so that the item performs at an acceptable level. Calibration shall also encompass identifying and determining the cause(s) of errors and performing corrective action(s) when mailto:Geneva.K.James@uscg.mil applicable. Calibration shall consist of a comparison of the device under test with a calibration standard of known accuracy. The calibration standard shall be traceable to a national or international standard.
8. The Contractor shall provide the following:
a. A certificate of calibration for each unit to include a certificate number, name or initials of person performing the calibration, calibration date, unit type, unit manufacturer, unit model number, unit serial number, adjustment or service performed, calibration results, a description of calibration, type of calibration procedure performed. The certificate of calibration shall be emailed to the Purchasing Agent at
Geneva.K.James@uscg.mil and attached to the packing slip when returning the RFI item.
b. A decal on the unit to indicate current calibration. The decal shall include the calibration date, name or initials of person performing the calibration, month and year when next calibration is due, unit serial number, and the name of the company performing calibration.
• Decals shall be applied in such a manner that will not cause damage to the equipment or at a later date when the decal is removed.
• Decals shall not be applied as to hinder the reading of any display.
9. Items shall be repaired and returned to ready-for-issue (RFI) condition IAW the Original Equipment Manufacturer
(OEM) minimum functional performance specifications. The Contractor shall correct all deficiencies found in the evaluation. This shall include the replacement of missing or broken parts and the removal of any foreign matter or corrosion.
10. Work under this purchase order shall be performed at the Contractor’s facility. The Contractor shall provide all necessary parts, materials, labor, tooling, test equipment and facilities to evaluate and repair the items listed in this purchase order at the firm-fixed prices listed in the schedule (or modification). The Contractor shall perform all repairs IAW applicable OEM’s Component Maintenance Manuals (CMMs), other repair specifications in lieu of an applicable CMM, and/or applicable test/acceptance criteria. Any deviations must be approved by the USCG.
11. The Contractor must have access to required CMMs, repair specifications, test/acceptance criteria and/or any other required data to ensure that all items are tested and repaired IAW the OEM’s current specifications and procedures. Original design or functional capabilities of the end item and parts thereof shall not be changed unless authorized or directed by the requirements of this SOW.
12. The Contractor must have access to all applicable documents and obtain current editions of all applicable documents. The USCG does not own nor can it provide the technical documents specified herein. The closing date for receipt of offers, order award, and/or delivery date will not be delayed pending receipt of these documents for any Contractor.
13. Parts of an item found to be in a serviceable condition as a result of functional testing shall be reused. Missing parts and parts found to be defective or that require replacement by OEM instructions shall be replaced with parts meeting the OEM’s specifications and drawings or as otherwise authorized in writing by the Contracting Officer.
Replacement parts shall be new and accompanied by traceability to the OEM. The cost for parts that are replaced systematically during repair shall be included in the price listed in the schedule for these operations.
14. If after visual and functional inspections, an item is determined to require Major repair (i.e., calibration and major repairs such as repairing the GPIO and TACAN boards), the Contractor shall submit a repair quotation for the repair to the Contracting Officer. The quotation shall be valid for thirty (30) days and shall include the major repair price, a description of each discrepancy found, and the estimated turnaround time (TAT).
mailto:Geneva.K.James@uscg.mil
15. The Contractor must receive a written modification signed by the Contracting Officer that authorizes repair prior to the commencement of work. Once the repair quotations are received, the Contracting Officer will respond via a written modification within thirty (30) days as to whether the quotes are approved or declined. If approved, the
Contractor will be given the quoted TAT (calculated from the date the modification is issued) to complete the repairs and return the items to the USCG. If a quote is declined, the contractor will be provided with instructions regarding whether the items should be returned as-is or scrapped at the Contractor’s facility.
16. The USCG will provide disposition instructions (either to scrap the item at the Contractor’s facility or to return the item to ALC) for all items that are determined BER. The Contractor shall not dispose of an item until they have been notified by a written modification to the order. When returning the item to ALC, the items shall be clearly marked as “BER” with the supporting evidence.
17. The USCG shall not be liable for any amount expended by the Contractor in excess of the applicable firm fixed price reflected in the schedule unless prior written authorization has been given by the Contracting Officer.
18. ALC considers items RFI upon acceptance. Items determined to be non-RFI upon installation or operation may be returned to the Contractor for correction at Contractor’s expense. Deficiencies will be described in a Product
Quality Deficiency Report (PQDR) and sent to the Contractor prior to the return of any item.
