About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document from the U.S. Coast Guard for evaluation, repair and calibration services of USM-708 Common Radio Aircraft Functional Test (CRAFT) Sets. The requirement is for servicing 8 initial units with an option for up to 10 additional units within one year of award, with a 90-day turnaround time.
Tel-Instrument Electronics Corp. (CAGE: 92606) is identified as the sole source contractor since they are the Original Equipment Manufacturer and only authorized repair provider with access to proprietary technical data and classified CRYPTO Applique KIV-78 interface information needed for IFF Mode 5 testing. The test sets are used to check aircraft navigation and identification friend-or-foe (IFF) communication systems. The procurement falls under Simplified Acquisition Procedures (SAP) with a value between the micro-purchase threshold and Simplified Acquisition Threshold (SAT). Fair and reasonable pricing will be determined through comparison with previous purchases and similar items in related industries. The solicitation will be posted on SAM.gov as a combined synopsis/solicitation where other capable sources may submit statements.

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
The Original Equipment Manufacturer (OEM) of these Test Sets is Tel-Instrument Electronics Corp. (CAGE Code 92606). Tel-
Instrument Electronics Corp is the only domestic company with access to the service manuals, technical data, performance specifications, and drawings required to perform repairs to these Test Sets. The USM-708 has a direct interface with the CRYPTO Applique KIV-78
(Classified) to perform IFF Mode 5 Interrogations. Tel-Instrument Electronics Corp is the only vendor approved for and authorized to access this classified data, making them the only vendor capable of servicing the subject test equipment. While there are several non-U.S.
manufacturers with access to the required technical information, these companies act as their country’s sole agents for the sale, calibration, and repair of Tel-Instrument Electronics Corp equipment. As such, all service requests received from the U.S. would be referred to Tel-Instrument Electronics Corp.

Market research has revealed that Tel-Instrument Electronics Corp. is the only authorized repair provider for these test sets. Tel-
Instrument Electronics Corp. owns all rights to the service manuals, technical data, performance specifications, and drawings required to perform evaluation, calibration, and repair work on these Test Sets. The proprietary rights to the technical data necessary to have this equipment serviced by other than the OEM are not owned by the Government nor are they licensed to any commercial sources, and the
OEM has no intention of selling these rights. In addition, the Government has not developed or reverse engineered the technical data required to service and repair these Test Sets and has no plans to do so. The Test Sets interface with the classified CRYPTO Applique
KIV-78 Communications Security (COMSEC) IFF system severely limits the accessibility of the data required to perform calibrations and repairs.
These services are not available from any mandatory Government source IAW FAR 8.002 or from any non-mandatory source IAW FAR
8.004. Tel-Instrument Electronics Corp. does not have any other authorized repair facilities. A combined synopsis/solicitation will be posted to the Contract Opportunities section of the web site at www.sam.gov. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
