About this file
This document provides United States Coast Guard (USCG) responses to questions related to Request for Proposal (RFP) 70Z03824RE0000001 for Electro/Optical (EO/IR) Infrared Sensor Systems Modernization (ESS-M). The USCG confirms that both aircraft are wired with a Laser Interlock (LI) switch that is connected to the Turret Sensor Unit (TSU), and the LI should not be included in the pricing of the ESS-M.
The RFP solicits proposals for a Firm Fixed Price, Requirements type contract consisting of a one-year base period and up to four one-year option periods. The requirement is unrestricted, and all responsible sources may submit proposals. The USCG plans to award one contract and negotiate only with Teledyne-FLIR Surveillance, Inc. as the sole known source of supply. The closing date for receipt of offers is July 1, 2024, and the anticipated award date is on or about October 1, 2024.

This document provides United States Coast Guard (USCG) responses for questions that have been asked regarding request for proposal (RFP) 70Z03824RE0000001. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.
Number Question USCG Response 1 Can the USCG provide a copy of the variance for the Laser Interlock (LI) or documentation that there is a LI key switch wired to the Turret Sensor Unit (TSU)?
Both aircraft are wired with a LI switch. This LI switch on our current system is wired to the turret and goes to a box with a covered switch.
The LI should not be included in the pricing of the ESS-M.
