No. Question Solicitation Reference Final Answer/Comments
Can the Government please modify CLIN 0053 (and all subsequent CLINs
[e.g. 1053, 2053, 3053, and 4053]) from 10,000 quantities to 1 quantity to allow for normalized billing of Contractor Furnished Equipment?
Attachment 1 - Schedule
The Government will not modify CLIN 0053 and subsequent option periods. This gives the Government flexibility to procure the Contractor Furnished Equipment as needed.
Given that the Evaluation methodology is Lowest Price Technically
Acceptable (LPTA) and that the Attachment 2 does not specify travel locations, will the Government please consider providing travel plug numbers for Attachment 1 - CLINs 0027, 0031, 0032, 0035, 0051, and 0052
(and all subsequent periods of periods) to provide a more fair evaluation that is focused on each Offeror's candidates?
General & Attachment 1
At this time, the travel locations are not known. Travel will be as needed. If more funding is needed when a Contractor Employee has been directed to travel, the Line Item for that option period will be modified prior to travel.
The Government's inclusion of clause 52.212-2 Evaluation – Commercial
Products and Commercial Services, in Attachment 3: Terms and Conditions, specifies that Factor 1 - Technical Acceptability, including Sub Factors A, B, and C, will be used to evaluate offers. However, those requirements are not mentioned within 52.212-1 Instructions to Offerors, nor in Attachment 6 -
Offeror's Checklist.
Could the Government confirm if Attachment 7: Selection Criteria is the only document required under Factor 1 - Technical Acceptability?
Attachment 3: Terms and
Conditions, 52.212-2
Evaluation – Commercial
Products and Commercial
Services
1) It is not necessary to include the requirements in 52.212-1.
As listed on Page 29 of 52, 52.212-1, in its entirety, applies to this acquisition, we are just tailoring Paragraph (c). 2) We have amended Attachment 6 - Offeror's Checklist to include Terms and Conditions. 3) The Government will NOT confirm that
Attachment 7 - Selection Criteria is the only document. All requirements listed on Attachment 7 were reflective of the requirement listed in the Statement of Work and the purpose of
Attachment 7 was informational only. Any documents the
Government requires are listed in the Terms and Conditions and the Statement of Work.
The qualifications for the Designer-SRR Position within Attachment 7 -
Selection Criteria states "Ten (10) years of USCG or DOD systems engineering experience in the areas of technical feasibility, planning, development, prototyping, integration, testing, verification, validation, certification, and sustainment of avionics/electrical systems. A master’s degree in a technical discipline (e.g. Materials, Structures, Mechanical, or
Electrical Engineering etc.) will substitute for two (2) years of systems engineering experience."
Can the Government correct the qualifications required within Attachment 7 to remove "A master’s degree in a technical discipline (e.g. Materials, Structures, Mechanical, or Electrical Engineering etc.) will substitute for two
(2) years of systems engineering experience." to match the qualifications of the Designer-SRR position within Attachment 2 - SOW?
Attachment 2 - SOW, 4.4.2;
Attachment 7 - Selection
Criteria, Designer SRR
Attachment 7 has been removed from the solicitation package, because the requirements for all positions are outlined in the
Statement of Work and Attachment 7 was a duplication of those requirements.
Can the Government please correct the qualifications required within
